Support for Public Research Spin-offs by the Parent Organizations and the Speed of Commercialization

Abstract
We empirically analyze whether support by the parent organization in the early (nascent and seed) stage speeds up the process of commercialization and helps spin-offs from public research organizations generate first revenues sooner. To identify the impact of support by the parent organization, we apply multivariate regression techniques as well as an instrumental variable approach. Our results show that support in the early stage by the parent organization can speed up commercialization. Moreover, we identify two distinct channels - the help in developing a business plan and in acquiring external capital - through which support by the parent organization can enable spin-offs to generate first revenues sooner.

Abstract
In response to the Global Crisis, governments have implemented restructuring and resolution regimes backed by funds financed by bank levies. Bank levies aim to internalise system risk externalities and to provide funding for bank recovery and resolution. This column explores bank levy design by considering the German and European cases. The discussion points to the importance of structured policy evaluations to determine the effects of levies.

Abstract
Die Bundesregierung strebt bis zum Jahr 2010 eine Verdopplung des Anteils erneuerbarer Energien am Primärenergie- sowie am Bruttostromverbrauch an. Das vorrangige Ziel der damit verbundenen Umstrukturierung des Energiesektors ist die Verbesserung der Umweltqualität. Es darf jedoch nicht außer Acht gelassen werden, dass die Förderung erneuerbarer Energien zwangsläufig auch gesamtwirtschaftliche Auswirkungen hat. Angesichts der anhaltend angespannten Lage am Arbeitsmarkt stehen dabei insbesondere die Beschäftigungseffekte der Förderung erneuerbarer Energien im Mittelpunkt des öffentlichen und wirtschaftspolitischen Interesses. Vor diesem Hintergrund hat das Institut für Wirtschaftsforschung Halle im Auftrag des Bundesministeriums für Wirtschaft und Arbeit (BMWA) die gesamtwirtschaftlichen und insbesondere beschäftigungsrelevanten Auswirkungen des angestrebten Ausbaus erneuerbarer Energien untersucht. Im Gegensatz zu anderen Studien dieser Art wurde dabei besonderer Wert auf eine dynamische Analyse gelegt, die neben den expansiven Beschäftigungsimpulsen im Bereich der erneuerbaren Energien auch die gegenläufigen Beschäftigungswirkungen berücksichtigt, die durch Verdrängung konventioneller Energieträger und durch erhöhte Steuern zur Finanzierung von Subventionen für regenerative Energien entstehen. Die vorliegende Untersuchung gibt eine zusammenfassende Darstellung der Vorgehensweise und der Ergebnisse des Forschungsprojekts. Es zeigt sich, dass per saldo durch den verstärkten Ausbau erneuerbarer Energien keine zusätzliche Beschäftigung generiert wird.

Analysis of statements made in favour of and against the adoption of competition law in developing and transition economies

Abstract
The paper is concerned with documenting and assessing statements made by policy-makers, opinion formers, and other stakeholders in favour and against the adoption of competition laws with particular reference to transition and developing countries which have not yet enacted these kind of laws. For example, claims that competition enforcement might reduce the inflow of foreign direct investment, or that other policies are successfully used as substitutes for competition law, are assessed. In a first step, the method of generalized analysis structures the list of statements around core issues of common features to make them accessible to further interpretation and assessment. The paper shows that some claims are in fact country or region specific, and specific to the development level of the respective countries. In a second step, the core issues are assessed according to economic and legal criteria. Since the analysis focuses on transition and developing countries, the criteria for economic assessment are predominantly economic growth and development issues, but also include the economic coherency of a set of claims submitted by stakeholders in a given country. The criteria for legal assessment include whether claims are problematic in light of WTO-principles, or are even born out of a political objective which is incompatible with the spirit, if not the letter of WTO-rules.

Abstract
Die kommunalen Kreditinstitute oder „Sparkassen“ gehörten in Deutschland über Jahrzehnte hinweg zum „klassischen“ Bereich der kommunalen Wirtschaftstätigkeit, die sich in der Zeit des „Munizipalsozialismus“ im ausgehenden 19. Jahrhundert herausgebildet hat und seinerzeit als ein großer Fortschritt angesehen wurde. Heute hat sich das Blatt deutlich gewendet und die kommunalwirtschaftlichen Aktivitäten werden seit geraumer Zeit zunehmend in Frage gestellt. Diese Entwicklung nimmt die vorliegende Studie als Ausgangspunkt, um die ökonomischen Wechselwirkungen zwischen Sparkassen und dem kommunalen Raum zu untersuchen und insbesondere mögliche Impulse der Sparkassen auf die regionale Entwicklung zu analysieren. Mit dem Instrumentarium der Neuen Institutionenökonomik werden typische Sparkasseninstitutionen, wie der öffentliche Auftrag, das Regionalprinzip oder die Anstaltslast und Gewährträgerhaftung auf ihre Effizienz hin untersucht, finanzintermediatorische Funktionen zu gewährleisten. Als Benchmark der Leistungsfähigkeit werden dabei die privaten Geschäftsbanken herangezogen. Darauf aufbauend wird die Geschäftstätigkeit dieser beiden Bankengruppen in Abhängigkeit von sozioökonomischen kommunalen Strukturmerkmalen empirisch untersucht. Die empirische Analyse fokussiert dabei auf die neuen Bundesländer, da diese Region aufgrund ihrer Strukturschwäche besonders dazu geeignet ist, die Wechselwirkungen zwischen den Sparkassen und dem kommunalen Raum zu beleuchten.

Der Begriff „Cluster“ ist in jüngster Zeit für die Akteure der Raumentwicklungspolitik auf allen Ebenen des Staates fast zu einer Art Zauberformel zur Beschwörung der Kräfte des regionalen Wirtschaftswachstums geworden. Die Sache hat allerdings mindestens zwei Haken: erstens hat jeder Akteur seine eigene Auffassung von dem, was unter Clustern zu verstehen ist; zweitens besteht ebenfalls keine Einigkeit darüber, mit welchen Strategien die vorhandenen Cluster unterstützt oder neue Cluster entwickelt werden sollten.

Abstract
Neuere Ansätze der Stadt- und Regionalökonomik billigen u. a. der Entstehung und Vermittlung von Wissen eine wesentliche Bedeutung für lokale und regionale Wachstumsprozesse zu. Dabei sind allerdings noch zahlreiche Wirkungszusammenhänge ungeklärt. Vorliegende Untersuchungen zu regionalen Innovationssystemen arbeiten vorwiegend mit sekundärstatistischen Daten auf einem recht hohen Aggregationsniveau. Ein tieferer Einblick in die Funktionsweise regionaler Innovationssysteme gelingt damit nicht. Hierfür sind Detailstudien auf der Basis von Primärerhebungen erforderlich, mit denen sich unterschiedliche Arten von Wissenstransfers und der Wissensgenerierung auf ihre Bedeutung unter jeweils unterschiedlichen regionalen Rahmenbedingungen hin überprüfen lassen.

The Quantity Theory Revisited: A New Structural Approach

Abstract
While the long run relation between money and inflation is well established, empirical evidence on the adjustment to the long run equilibrium is very heterogeneous. In this paper we show, that the development of US consumer price inflation between 1960Q1 and 2005Q4 is strongly driven by money overhang. To this end, we use a multivariate state space framework that substantially expands the traditional vector error correction approach. This approach allows us to estimate the persistent components of velocity and GDP. A sign restriction approach is subsequently used to identify the structural shocks to the signal equations of the state space model, that explain money growth, inflation and GDP growth. We also account for the possibility that measurement error exhibited by simple-sum monetary aggregates causes the consequences of monetary shocks to be improperly identified by using a Divisia monetary aggregate. Our findings suggest that when the money is measured using a reputable index number, the quantity theory holds for the United States.

Macroeconomic Imbalances as Indicators for Debt Crises in Europe

Abstract
European authorities and scholars published proposals on which indicators of macroeconomic imbalances might be used to uncover risks for the sustainability of public debt in the European Union. We test the ability of four proposed sets of indicators to send early-warnings of debt crises using a signals approach for the study of indicators and the construction of composite indicators. We find that a broad composite indicator has the highest predictive power. This fact still holds true if equal weights are used for the construction of the composite indicator in order to reflect the uncertainty about the origin of future crises.

International Fragmentation of Production and the Labour Input into Germany’s Exports – An Input-Output-analysis

Abstract
The import penetration of exports has become a topic of public debate, particularly in the context of Germany’s position as one of the world’s leading exporters. The growth in the volume of intermediate products purchased from abroad for subsequent processing into export goods in Germany seems to be undermining the importance of exports as a driver of domestic production and employment. The gains that arise from an increase in exports seem to have been offset by the losses caused by the crowding out of local production by imports. Empirical evidence on the impact of this international integration of the goods market on the German labour market is ambiguous. Short-term negative effects on employment are claimed to be offset by the long-term benefit that the jobs lost in the short run will eventually be replaced by higher-skilled jobs with better
perspectives. Against this background, the following hypothesis is tested empirically: Germany is poor in natural resources, but rich in skilled labour. In line with the Heckscher- Ohlin theory, Germany should therefore specialize in the production of export goods and services that are relatively intensive in these factors and should import those goods and services that are relatively intensive in unskilled labour. The empirical part of the paper deals with the extent of the German export penetration by imports. At first, it analyses by what ways imports are affecting the exports directly and indirectly and shows the consequences of import penetration of exports for the national output and employment. Secondly, consequences for employment are split in different skill types of labour. These issues are discussed with the standard open static inputoutput- model. The data base is a time series of official input-output tables. The employment effects for Germany divided by skill types of labour are investigated using skill matrices generated by the authors.
