The Causal Effect of Watching TV on Material Aspirations: Evidence from the “Valley of the Innocent”

Abstract
The paper addresses the question of whether TV consumption has an impact on material aspirations. We exploit a natural experiment that took place during the period in which Germany was divided. Owing to geographical reasons TV programs from the Federal Republic of Germany could not be received in all parts of the German Democratic Republic. Therefore a natural variation occurred in exposure to West German television. We find robust evidence that watching TV is positively correlated with aspirations. Our identification strategy implies a causal relationship running from TV to aspirations. This conclusion resists various sets of alternative specifications and samples.

Abstract
German municipalities are currently struggling with growing budget deficits and other financial hardships. From a public choice point of view it seems tempting for vote-maximizing local governments to raise revenues from sources which create fiscal illusion or allow tax exports. An increasingly important revenue source of this kind are profits of local public utilities. In this paper we try to fill an empirical gap and provide data of the development of the profitability over time for selected German local public utilities. Furthermore, we develop and estimate a municipal expenditure function for a panel data set of large German cities . We found some slightly positive relationship between per capita expenses of the municipality and the disposable per capita profits of the local public utilities. This indicates that probably the German municipalities – according to our theoretical considerations – tend to burden their citizens as well as non-voters outside their boundaries with implicit taxes to satisfy their increasing financial needs.

Abstract
Die Einwohnerzahl und ihre Entwicklung im Zeitverlauf sind zwei der wichtigsten Indikatoren für die Beurteilung der Perspektiven einer Stadt bzw. für die Wahl kommunalpolitischer Strategien. Auch für Investitions- und Standortentscheidungen von Unternehmen sind dies relevante Größen. Der Beitrag zeigt anhand einer Analyse für die 132 größten Städte Ostdeutschlands, dass die von der amtlichen Statistik veröffentlichten Bevölkerungszahlen, die periodisch auf der Grundlage von Fortschreibungen und Volkszählungen zum jeweiligen Gebietsstand ermittelt werden, die demographische Entwicklung der Städte nur bedingt widerspiegeln, da der Einfluss von Gebietsänderungen nicht ohne Weiteres erkennbar ist. Für einen aussagefähigen Städtevergleich ist es unabdingbar, territoriale Veränderungen z. B. infolge von Gemeindegebietsreformen zu berücksichtigen. Dies kann zu einer veränderten Sichtweise beim Vergleich der Entwicklung von Städten führen.

Abstract
Knapp ein Viertel der Arbeitnehmer in Ostdeutschland hatte im Jahr 2013 einen Bruttostundenlohn von weniger als 8,50 Euro. Dies zeigen vom IWH erstmals für das Jahr 2013 durchgeführte Berechnungen auf Basis aktueller Befragungsergebnisse. Damit liegt der Anteil der unter diesem Stundensatz verdienenden Personen in etwa auf dem Vorjahreswert. Besonders hoch ist dabei der Anteil in den arbeitsintensiven Branchen.

Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich laut Umfrage des IWH am Jahresende 2014 weiter eingetrübt. Die Unternehmen bewerten ihre Geschäftslage und ihre Geschäftsaussichten nun bereits das dritte Mal in Folge schlechter als im Quartal zuvor. Das Stimmungshoch zu Beginn des Jahres 2014 und die Anpassungsreaktionen im Sommer sind allerdings zu einem erheblichen Teil auch Sondereinflüssen zuzurechnen.

Applying the growth accounting model the impact of labor and capital inputs as well as of the technological progress on GDP growth in different historical periods oft Eastern Germany is estimated. The main finding is the failure of the central planning model to modernize the economy. The total factor productivity dominated the economic growth only during the economic reforms in the second halve of the 60ies.

Abstract
The northern Swedish Jämtland county is among the most sparsely populated regions in Europe. Due to its rural/peripheral character and a dispersive settlement structure, it is particularly called upon to maintain adequate service provision. An empirical study analysed the provisions of services of general interest for children and elderly persons and adult education in the Country of Jämtland to discover how the various types of services of general interest are organised in this area, what effect the demographic change has on the provision of these services and whether any adjustment processes can be observed. It became apparent that the local players have a clear awareness of the problems related to the demographic change, although to date one cannot speak of explicit adjustment processes.
