Abstract
Using German establishment data, this study provides the first econometric analysis on the interaction of establishment-level codetermination and foreign owners. Works councils are associated with higher productivity in domestic-owned establishments while they are associated with lower productivity in foreign-owned establishments. Our results conform to the notion that foreign ownership can involve strong tensions with the institutional patterns of the host country.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.

Adjustments in the Use of Temporary Agency before and during the 2008/2009 Economic Crisis

Abstract
The use of temporary agency work in Germany strongly increased between 2002 and the economic crisis of 2008 and 2009. This increase was characterised by an intensified use in medium and large manufacturing plants and was concentrated within user firms, i.e. the intensive margin was dominant. These phenomena can be explained with reduced transaction costs and strong international competition and they indicate increased productivity amongst user firms. The sharp decline in the use of temporary agency work during the economic crisis was concentrated among exporters and large manufacturing plants and mostly driven by the extensive margin. Employment opportunities in the temporary work sector were in particular sensitive to changes in the international demand for goods of the German manufacturing sector.

Abstract
Ostdeutschland weist im Vergleich zu Westdeutschland bei der Produktivität im Durchschnitt immer noch eine Lücke von rund 20% auf, die sich in den vergangenen Jahren kaum mehr verringert hat. Der pauschale Ost-West-Vergleich verdeckt jedoch, dass Ostdeutschland regional gesehen nicht homogen ist. Bei räumlich differenzierter Betrachtung – hier unter Verwendung der Kreistypisierung des BBSR – zeigt sich, dass der Aufholprozess in punkto Produktivität in ländlichen Räumen stärker als in städtischen fortgeschritten ist.

IT Use, Productivity, and Market Power in Banking

Abstract
Information management is a core process in banking that can resolve information asymmetries and thereby help to mitigate competitive pressure. We test if the use of information technology (IT) contributes to bank output, and how IT-augmented bank productivity relates to differences in market power. Detailed bank-level information on the use of IT reveals a substantial upward bias in bank productivity estimates when ignoring banks’ IT expenditures. IT-augmented bank productivity correlates positively with Lerner markups. A mere increase in IT expenditures, however, reduces markups. Results hold across a range of bank output definitions and productivity estimation methods.

Abstract
The German economy is on the verge of an upturn driven by domestic demand. The improving global economic climate and decreasing uncertainty are fuelling investment. Private consumption is benefitting from favourable employment and income prospects. Real gross domestic product looks set to grow by 1.8 percent in 2014, after an increase of just 0.4 percent this year. Consumer prices are expected to rise by a moderate 1.6 percent this year and by 1.9 percent next year. The German public budget will continue to show a surplus.

Abstract
Municipality Size, Institutions and Efficiency of Municipal Service Provision: The Case of Saxony-Anhalt: In this contribution we analyze the determinants of the efficiency of municipal service production using the example of the German state of Saxony-Anhalt. The focus lies on the effects of municipality size, institutional setting and spatial or demographic factors. We perform a robust non-parametric frontier estimation (Convex order-m).The results reveal e.g. no efficiency deficits of municipal associations and a significant impact of demographic factors and settlement structures.

Financial Constraints of Private Firms and Bank Lending Behavior

Abstract
We investigate whether and how financial constraints of private firms depend on bank lending behavior. Bank lending behavior, especially its scale, scope and timing, is largely driven by bank business models which differ between privately owned and state-owned banks. Using a unique dataset on private small and medium-sized enterprises (SMEs) we find that an increase in relative borrowings from local state-owned banks significantly reduces firms’ financial constraints, while there is no such effect for privately owned banks. Improved credit availability and private information production are the main channels that explain our result. We also show that the lending behavior of local state-owned banks can be sustainable because it is less cyclical and neither leads to more risk taking nor underperformance.

Abstract
Die gesamtwirtschaftliche Produktion in Ostdeutschland dürfte im Jahr 2013 stagnieren, während sie in Gesamtdeutschland wohl um 0,7% zulegt. Die Zuwachsraten liegen nun seit dem Jahr 2010 unter denen im Westen Deutschlands. Das liegt vor allem daran, dass die wichtigen Absatzmärkte der ostdeutschen Wirtschaft nicht in schnell wachsenden Schwellenländern, sondern in Europa liegen und die europäische Wirtschaft in der Krise steckt. Zudem ist in Ostdeutschland die Produktion von Vorleistungsgütern von größerer Bedeu¬tung als in Westdeutschland, und deren Nachfrage entwickelte sich seit dem vergangenen Jahr schwach, nicht zuletzt weil Läger europaweit abgebaut werden. Allerdings wird die Konjunktur in Deutschland, und damit auch im Osten des Landes, im Verlauf des Jahres 2013 deutlich Fahrt aufnehmen.
