Abstract
In recent years, creative industries are more and more regarded as important drivers for local economic development. Especially media industry is often seen as a branch with a high potential for those cities where traditional industries have collapsed. Also the city of Halle has tried to stimulate economic activities in the field of media industry. This had been rather successful in several sections of media industry. But the set of locational factors in Halle is not really in favor for media industry. Therefore the potentials for future development are probably limited.

Abstract
Policy-makers from many regions where old industrial structures in the field of manufacturing have collapsed are trying to stimulate entrepreneurial activities of businesses in the cultural industry. The question is whether this strategy could be successful. This article examines the strategy of supporting the sector of media industry (“MI”) by policy-makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy-makers' support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city's path of industrial development voluntarily.

Long-term Effects of Business Incubators: What Happens to Incubated Firms after they Have Graduated from the BIs?

Abstract
Many cities and municipalities devote considerable public resources to the establishment and operation of business incubators (BIs) to promote the survivability and the positive development of newly founded firms. In the context of incubator evaluations, survival is one of the most important performance indicators, and survival rates of incubated firms are frequently communicated to the public by local authorities to demonstrate the success of those policy initiatives. However, in most cases, these data refers to the initial incubation period. Little is known about survival or exit dynamics of incubated firms after they have graduated from the BIs. On the basis of a comprehensive research project concerned with the development of graduate firms from incubators in Dresden, Halle (Saale), Jena, Neubrandenburg and Rostock, this article not only investigates how many firms survive after leaving the incubator facilities, but also investigates if graduation causes an immediate negative effect on subsequent survivability. The results show that about one third of all graduate firms fail after leaving the incubator. Furthermore, it can be found that graduate firms from the BIs in Halle (Saale) and Neubrandenburg face a relatively high risk of business closure especially in the first years after the completion of the incubation period.

Abstract
A profund analysis of large-area shopping centres from the perspective of retail, but also of communes is of importance for the choice of site selection. In central Germany, the Halle–Leipzig area represents an example of strong competitiveness between the different participants in retail. The analysis described in this article is based on the MCI Model of Nakanishi and Cooper, which is used to investigate the regional influences of nine large shopping centres in the area of interest. The analysis demonstrates, that the studied shopping centres intensely affect the structure of retail in the region and exert a strong influence on the structural weakness of the surrounding cities due to their relative success in comparison to other retail locations city centres. An important volume of the turnover of the administrative districts flows to the analysed shopping centres. On the other hand, the article describes the influence of a systematic location decision on the reachable turnover potential of the modelized large-area shopping centres among each other. The shopping centres Saale Park (today Nova Eventis) near Leipzig and the Paunsdorf Center in Leipzig show the biggest influence on the competing centres.

Abstract
In the nineties the revitalization of the center of the city of Halle (Saale) (Saxony-
Anhalt) has been delayed by accessibility problems. The author uses the data of an empirical investigation in 2004 consisting of interviews with people in the street (N = 1 492) to check if this problematic situation is still existing. The results show ameliorations especially for persons using an automobile to reach the city center. Problems of accessibility tend to be rather low-rated on the list of urgent inner city problems. In comparison with several West German cities the city center of Halle still attracts a relative low proportion of persons living in the suburbs and the surrounding region.

Der Erneuerungsprozess der Infrastruktur in Ostdeutschland wird zu einem erheblichen Teil von den Kommunen getragen. Befunde für die Stadt Halle (Saale) aus den Bereichen Abwasser, Trinkwasser und Gas zeigen, wie dieser Prozess vorangekommen ist und welcher weiterer Investitionsbedarf besteht. Dabei wirken die hoch belasteten kommunalen Straßennetze als Flaschenhals für die Erneuerung von Leitungssystemen und sind Ausgangspunkt sich beschleunigender Verschleißzyklen.
