Abstract
Die Veröffentlichung informiert über das Forschungsdesign des Projektes "Unternehmenssteuerung im klimapolitischen Umfeld (CO2-NAVIGATOR)". Sie trägt damit zur Transparenz und Objektivität des Forschungsprozesses bei, indem sie frühzeitig - d. h. zu Beginn der Bearbeitungsphase - sowohl die Ziele, als auch die geplante Vorgehensweise und die erwarteten Ergebnisse nachvollziehbar darlegt.
Für dieses Projekt wurde beim Bundesministerium für Bildung und Forschung (BMBF) im Projektverbund Klimaschutz eine Förderung beantragt, die beginnend Ende 2006 für zwei Jahre bewilligt wurde. Auf Basis des hierfür notwendigen Antrages wurde die vorliegende Veröffentlichung entwickelt. Die Veröffentlichung gliedert sich gemäß den Vorgaben des BMBF:
- Zunächst werden die Notwendigkeit der Untersuchung sowie das Ziel des Vorhabens unterlegt mit konkreten wissenschaftlichen Arbeitszielen dargestellt.
- Nach der Aufarbeitung des Standes Wissen und Technik erfolgt eine ausführliche Beschreibung der geplanten Forschungsarbeiten und des zeitlichen Arbeitsplans.
- An diesen schließen sich Ausführungen zum Anwendungspotential und der geplanten Verwertung sowie die Darstellung der Zusammenarbeit mit Dritten an.

Abstract
The contribution presents the results of an empirical study conducted by the Halle Institute for Economic Research on behalf of the Federal Office for Building and Regional Planning. The study concerns the identification of “regional clusters” for all spatial planning regions in East Germany. As criteria to identify clusters, three components were taken into consideration: spatially concentrated industries, enterprise networks and innovative competence fields, whereas, for the purpose of identifying “clusters”, the networks and innovative competences have to show a co-incidence with the industry which is spatially concentrated. Cases of co-incidence of all three elements were categorised as economic development cores (or spots), i. e. as forms of spatially concentrated economic activities which show cluster-relevant qualities. For regions which possess economic development spots, the growth perspectives can be expected as more favourable in comparison with other regions. The findings show a particularly high concentration of economic development spots in the Berlin region as well as in the Federal States of Saxony and Thuringia, where the cities of Dresden, Leipzig, Erfurt and Chemnitz form delineating points within which a particularly high number of economic development spots are existent. As a consequence, the study might initiate a debate in favour of a stronger spatial concentration of regional policy measures instead of spreading the resources by “watering can principle”.

Abstract
According to theoretical implications the success of enterprises benefits from co-operation in clusters and networks. Studies of cluster and network processes show this for the industries chemistry/plastics and biotechnology/Life Sciences in Central Ger-many. Therefore enterprises which are organized in networks have better economic characteristics. Estimations of the productivity of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity to co-operate as well as networking. In this regard scientific institutions and universities located in the region of firms play an important role. From this analysis it can be generalized and concluded, also concerning other industries, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency strengthening of public research and university education as well as the intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
In the public discussion there are controversial argumentations how works worker’s participation in form of work council in questions of office politics and economic interests. Theoretical publications of this topic show mainly positive effects for staff and management. Therefore we analyse the effects of work council for chances in employment. In establishments with a positive result situation at the status quo and a work council we found a positive trend on employment and the future result. Compared to primarily prosperous establishments without staff association downgrade their result situation. In case of negative result situation establishments with a work council have no greater problems to reduce the employment than establishments without a work council.

Nevertheless their creation and development should be encouraged, e.g. by efficiency incentives for public research and education of universities as well as an intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
This paper uses the co-incidence of extreme shocks to banks’ risk to examine within-country and across country contagion among large EU banks. Banks’ risk is measured by the first difference of weekly distances to default and abnormal returns. Using Monte Carlo simulations, the paper examines whether the observed frequency of large shocks experienced by two or more banks simultaneously is consistent with the assumption of a multivariate normal or a student t distribution. Further, the paper proposes a simple metric, which is used to identify contagion from one bank to another and identify “systemically important” banks in the EU.

Abstract
This paper deals with innovation cooperation as a means to support the ongoing catch-up process of the East German economy. Against prevalent beliefs, it can be shown that East German enterprises are more often involved in innovation co-operation than West German firms, and differences in cooperation partner priorities only reflect the given structural differences between the two regions. While cooperating enterprises in East and West Germany are clearly more innovative than their non-cooperating counterparts, a productivity advantage of these firms is (so far) only observable in West Germany. Reasons for this surprising finding are discussed.

Abstract
This paper investigates the cooperation behavior of East German enterprises in the field of joint innovation projects. The question to be answered is whether and in how far cooperating enterprises are characterized by a stronger innovation activity and higher productivity compared to non-cooperating firms. The empirical study is based on a representative innovation survey, the Mannheim Innovation Panel (MIP). It shows - against all expectations - that East German firms are more often involved in innovation cooperation than West Germany firms. Differences with respect to the cooperation partners reflect the given structural differences between East and West Germany. Both in East and West Germany cooperating enterprises are more innovative than non-cooperating enterprises, but a productivity advantage of cooperating firms appears only in West Germany. In East Germany, non-cooperating enterprises show a slightly higher productivity than cooperating firms. Reasons for these surprising results are to be discussed in this paper.

Spillover effects and R&D co-operations - The influence of market structure

Abstract
This paper examines empirically the role of market structure for the influence of spill-over effects on R&D-cooperations. The results of a microeconometric analysis, based on firm data on innovation, let in general presume that with intensified competition also the influence of spillovers on R&D-cooperation increases. However, competition seems to induce firms to search for effective firm-specific appropriation facilities first. Spillovers that are sufficiently high such that the internalisation effect from R&D-cooperation more than outweighs the competitive effect from research, only arise whenever firms are not able to protect their research results through any appropriation facility. Additionally, there is some evidence that spillover effects may even hinder firms from cooperating in R&D when there is intensive competition on the research stage.
