Abstract
The paper analyses vertical intra-industry trade between EU and Accession countries, and concentrates on two country-specific determinants: Differences in personal income distribution and in technology. Both determinants have a strong link to national policies and to cross-border investment flows. In contrast to most other studies, income distribution is not seen as time-invariant variable, but as changing over time. What is new is also that differences in technology are tested in comparison with cost advantages from capital/labour ratios. The study applies panel estimation techniques with GLS. Results show country-pair fixed effects to be of high relevance for explaining vertical intraindustry trade. In addition, bilateral differences in personal income distribution and their changes are positive related to vertical intra-industry trade in this special regional integration framework; hence, distributional effects of policies matter. Also, technology differences turn out to be positively correlated with vertical intra-industry trade. However, the cost variable (here: relative GDP per capita) shows no clear picture, particularly not in combination with the technology variable.

Abstract
The paper adresses the need for more flexibility in the integration process of the European Union after its recent eastward enlargement. Due to the increasing number of decision-makers and the increasing heterogeneity of economic structures, financial constraints, societal preferences, and political interests, European integration based on the uniformity principle is hardly feasible. In order to avoid a rank growth of integration and yet to strengthen the momentum of flexibility, so-called enhanced cooperation appears to be an appropriate instrument to be applied to the overall integration process. In this context the paper analyzes different possible developments of selected common policies in the EU if enhanced cooperation is practised by a sub-group of EU-members. Based on cluster analysis similarities and distinctions among the EU members with respect to some specific policy realms are elaborated to identify clusters, or clubs, of countries which may apply the instrument of enhanced cooperation in the specific policy fields.

Abstract
In the last years public budgets in the EU worsened more an more. Especially when considering the demographic development in western industrial countries and, thus, increasing pressures on public spending, these findings are distressing. Consolidation can either be achieved by a sequence of discretionary policy decisions or be the result of a fiscal rule – whereas the last seems to be predominant. Creating the Stability and Growth Pact the EU decided to establish a fiscal rule. This rule, which apparently has failed to reign in public deficits. So a reforming debate has recently started. The superiority of a rule crucially depends on whether it is well defined and whether it satisfies certain criteria. According to these criteria the Stability and Growth Pact clearly shows weak points. Moreover the proposals now discussed not only show the same weaknesses – they even create new ones and mainly work by reducing requirements. Against this background the IWH again proposes the implementation of a spending path that is superior to the Stability and Growth Path.

Abstract
In der vorliegenden Arbeit wird untersucht, welche finanzwirtschaftlichen Auswirkungen die Förderung von Unternehmensansiedlungen im Land Sachsen-Anhalt hat. Hierzu werden anhand einer Modellrechnung mit realistischen Zahlenwerten die verausgabten Fördermittel (unter Berücksichtigung der gemeinsamen Finanzierung durch Bund, Länder und EU) auf der einen Seite und die dem Investitionsvorhaben zurechenbaren Steuermehreinnahmen bzw. Minderausgaben bei Bund, Ländern und Gemeinden ermittelt. Es zeigt sich, dass unter den gemachten Annahmen mit erheblichen zusätzlichen Einnahmen bzw. Ausgabeneinsparungen auf allen föderalen Ebenen zu rechnen ist; diese übertreffen in der Summe in einem typischen Jahr die Ausgaben für die Förderung erheblich. Die hohen Fördereffekte erklären sich vor allem daraus, dass neben dem unmittelbaren Beschäftigungs- und Produktionseffekt im geförderten Unternehmen auch induzierte Effekte bei Zulieferunternehmen berücksichtigt werden. Von den Zusatzeinnahmen profitieren dabei vor allem Bund und Sozialversicherungen; auf die Länder entfällt nur etwa ein Drittel der Mehreinnahmen.

Abstract
We look into liberalization issues in the context of the EU Electricity Liberalization. Taking a look at principal issues reveals that the Community Directive 96/92/EC does not really take into account the interdependencies of energy markets. Moreover, third party access is not effectively enforced, particularly not in Germany, where mergers between a major electricity company and the dominant gas company have raised particular issues. Electricity liberalization in Scandinavia is working relatively well. EU accession countries are considered potential electricity exporters in the long run as full restructuring will drive down both energy intensities and electricity intensities. Russia would be wise to quickly become a member country of WTO, not in the least to gain access to Western Europe’s electricity market; the role of Russia so far has been neglected in the discussion of electricity liberalization. Excess capacities in EU-27 can be expected in the medium term. There is considerable doubt that politicians – often with ambitious goals in the field of environmental policy – will allow for a pan-European liberalization of electricity. We also take a closer look at regulatory policy issues.

Abstract
Seit Ende der 80er Jahre ist weltweit eine zunehmende Liberalisierung und Deregulierung von Wirtschaftsbereichen zu verzeichnen, in denen der Ausschluss von Wettbewerb durch das Vorherrschen von Monopolstrukturen und deren Regulierung kennzeichnend war. Im Zuge dieser Entwicklung wurde mit der Verabschiedung der EU-Richtlinie zur Schaffung eines Binnenmarktes für Elektrizität im Jahre 1996 auch in Europa ein neuer energiepolitischer Ordnungsrahmen geschaffen, nachdem hier zunächst kontroverse Debatten für eine zögerliche Herangehensweise an Strukturreformen auf diesem Gebiet geführt haben. Die Umsetzung der Richtlinie hat seither, wenn auch in unterschiedlichem Maße, in den nationalen Strommärkten zu tiefgreifenden strukturellen Umbrüchen geführt. Die Reorganisation dieses Wirtschaftszweigs ist aber im europäischen Maßstab bisher keineswegs abgeschlossen und der transnationale Handel mit Strom noch eingeschränkt. Die vorliegende Arbeit wendet sich angesichts der dynamischen Situation auf diesem noch jungen Wettbewerbsmarkt einer Reihe interessanter wissenschaftlicher Fragestellungen zu, die sich aus dem Prozess der Deregulierung und Liberalisierung der Stromwirtschaft ergeben. Wegen der Besonderheiten des Gutes „Elektrizität“ sind die Erkenntnisse, die über Marktvorgänge in anderen Wirtschaftsbereichen gewonnen wurden, nicht uneingeschränkt auf die Elektrizitätswirtschaft zu übertragen. Die Thematik weist damit eine große Heterogenität und Komplexität auf. Die Autorin trägt diesem Umstand Rechnung, indem sie mehrere Kapitel aus jeweils unterschiedlicher Perspektive mit verschiedenen Methoden den Deregulierungsprozess analysiert. Im Ergebnis lässt sich festhalten, dass der Bereich der Elektrizitätswirtschaft ein Sektor bleiben wird, der nicht nur während seiner Umbruchphase, sondern grundsätzlich auch weiterhin besonderer wettbewerbspolitischer Aufmerksamkeit bedarf, da trotz bereits zu verzeichnender Effizienzgewinne nicht davon ausgegangen werden kann, dass im Zuge der Deregulierung und Liberalisierung eine erhöhte Effizienz allein durch Regulierungsabbau erzielt wird.

Competition Policy in Central Eastern Europe in the Light of EU Accession

Abstract
This study reviews the progress made in EU accession candidates on competition policy. The analysis shows that institution-building and legislation are well under way and that anti-trust practice is not too lax. Due to the diversity among the accession countries under review, the study finds that the strictly rule-based frame work of the EU might not be the most favourable solution for some candidates: firstly, the small and open economies of most candidates make it particularly difficult to define the ‘relevant market’ in competition cases. Secondly, the traditionally intense vertical integration of production in accession states calls for a reassessment of ‘vertical restraints’. The policy implications of this study suggest that the EU competition task force should take a proactive, case-by-case approach vis-à-vis its new members.

Abstract
Die Expansion der Strukturfonds in der EU ist wirtschaftlich begründet, aber auch das Ergebnis eines vielschichtigen Verhandlungsprozesses. Die politische Einflussnahme der Mitgliedsländer auf die Mittelvergabe hat sich auch in den Beitrittsverhandlungen zur Osterweiterung erneut gezeigt. Wird das Förderinstrumentarium im Zuge der Erweiterung der Union möglicherweise noch ausgebaut, wird dies zu einer politisch motivierten Aufstockung der strukturpolitischen Fonds im Finanzierungszeitraum 2007 bis 2013 führen.
