Abstract
Despite the ongoing political and scientific discussion about justification and extent of municipal economic activities, neither official statistics nor surveys of associations or research institutes provide valid data concerning the importance of local public enterprises. The IWH has carried out an analysis of different statistical sources which tries to fill the gap for municipal enterprises and yields the following results: Turnover- and employment shares of (big) companies with municipal shareholding are rather small in Germany. Nevertheless, such enterprises dominate within certain branches (e.g. public utilities) and their importance for the regional economy is particularly in Eastern Germany above-average.

Unit labor costs and competitiveness - a micro econometric analysis for East Germany

Abstract
The paper stresses the value of unit labour costs as an indicator of competitiveness. It is assumed that there are different advantages by using microeconomic data which additionally allow the use of panelregressive methods. The findings for East German enterprises in the manufacturing industry (1998 to 2000) are that unit labour cost are useful for explaining the profit rate. This indicates that East German firms are facing in-price competition which depends clearly of labour costs. But unit labour costs do not explain the success on supraregional markets which are marked by non-in-price competition.

Enterprise-related services in East-Germany – an investigation of the service sector statistics

Abstract
According to the national accounts in East Germany, the enterprise-related services have developed substantielly since 1990. This is expressed by the average annual increase of real gross value added of 9.5% (GDP: 4.9%) until 2000. According to the newly introduced service sector statistics (for 2000), firms in the East German enterprise related services have on average 9 employes, and thus, they are only slightly smaller than enterprises in West-Germany. Much bigger differences appear with respect to the average sales and productivity (60% or 45%). Various explanations exist. One major reason obviously is, that enterprises in East-Germany make smaller sales because of the clearly smaller size of enterprises which demand these services. Furthermore the smaller earning power of services demanding enterprises, differences in the branch structur of enterprise related services, and administrative regulations for prices play a role.

On the stability of the banking systems in the Czech Republic, Poland and Hungary

Abstract
The EU countries are interested in stable banking systems of candidate countries, because any kind of instability of the financial sector could have serious consequences to the financial and exchange rate system of the whole Community. In the article the state of stability of the banking systems is analyzed, based on several important indicators. At present the banking systems of candidate countries still look fairly stable: weak competition among the banks, a high inflation rate and a low intermediation rate in terms of total assets / GDP have enabled banks still to reach a sufficient net interest yield. So they have been able to stand a relatively high share of non- performing loans and also a relatively high amount of foreign exchange indebtedness. In order to ensure a problem-free integration of the banking systems of the candidate countries in the EU they must still meet several conditions. They need to widen and refine the supply of services and to lower the share of non-performing loans, mainly in the Czech Republic and Poland. The foreign exchange indebtedness of the banking and enterprises domains in Poland and Hungary needs to be restricted. Successful integration in EU competition requires in general increase in the banks own capital.

Innovative East German industrial companies do well in comparison with others - An empirical analysis based on the IAB company panel

Abstract
In the period of 1999/2000 the proportion of product renewals in the East German manufacturing was above the West German level. The proportion of industries with innovation activities follows the industrial structure. Most product innovations take place in the proportionately largest branches of industry, such as the consumer goods and food industries. However, the high proportion of innovative enterprises in research-intensive industries (chemistry, electrical engineering, car manufacture) is a sign of a structural change. On the basis of the data it is also shown that innovative enterprises positively stand out from non-innovative ones in their performance parameters and, with their investment and employment trends they also rank among the expanding enterprises.

Abstract
rotz Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des Nahverkehrs über die Gewinne der kommunalen Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung in Deutschland. Dies belegt eine Erhebung des IWH in deutschen Großstädten. Diese Praxis kann aus wohlfahrtsökonomischer Sicht und aus der Verteilungsperspektive als ineffizient bzw. nicht mit den üblichen Vorstellungen von Bedarfsgerechtigkeit vereinbar beurteilt werden. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, wäre unter Umständen eine alternative Finanzierungsform geboten.

Abstract
Trotz formeller Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des öffentlichen Nahverkehrs über die Gewinne der Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung. Dies belegt eine Erhebung in deutschen Großstädten, die nach fast 10 Jahren erstmals wieder aktuelle Daten zum Ausmaß der Subventionierung liefert. Selbst wenn die Leistungserstellung der Kommunen in beiden Bereichen grundsätzlich nicht in Frage gestellt würde, liefert die theoretische Diskussion sowohl unter allokativen als auch unter distributiven Gesichtspunkten keine Rechtfertigung für diese Praxis der kommunalen Preisgestaltung. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, so wäre eine alternative Form der Subventionierung geboten, beispielsweise in Form von direkten personenbezogenen Beihilfen finanziert aus allgemeinen Steuermitteln.
