Abstract
In the period from 2002 to 2004, 302 skilled workers successfully concluded their education as a mechatroniker, microtechnologist, chemical laboratory assistant, physics laboratory assistant or varnish laboratory assistant within the scope of the model project "compound education in new professions of high technology" which was initiated by the Saxonian State Ministry of Economy and Labor. The model project and the scientific monitoring were promoted from means of the European Social Fund and complementary state means of the Free State of Saxony.
Some months after the completion of their education, the graduates were questioned by the scientific monitoring about different aspects concerning the model project and its evaluation, points of interests have for example been:
§ the retrospective assessment of the education and the model project,
§ the estimation of their chances in the job market,
§ the professional whereabouts as well as
§ the evaluation of their knowledge in terms of its suitability for daily use.
In this article, the results of the last both points in the view of the mechatroniker, which are the biggest group in the model project with 180 graduates, are picked out as a central theme. Because the mechatronikers should combine the branches of the mechanics and the electronics in the second part of the result representation the actual operational areas of the former trainee are examined.

The article mainly refers to the last two points. Also, the view is limited to the results of the mechatroniker. Covering 180 graduates, it has been the largest group within the model project.
The intention of the new occupational image of the mechatroniker was a bridging of mechanics and electronics. Therefore, it is examined in the second part of this article, to which extend this bridging is reflected in the actual operational areas of the former trainees.

Abstract
Foreign direct investments have a long tradition in Central East European countries and reached a considerable level already during the interwar period. From an economic point of view, Central Eastern Europe strongly depends on foreign investments - today like in the interwar period. Technological backwardness and a lack of internal sources of capital hampered the development of a self-sufficient economy in the newly founded states of Central Eastern Europe after the First World War as well as after the breakdown of socialism. Nevertheless, foreign direct investment has always been subject to a critical debate too in the host economies. Focusing on a comparison between Poland, Czechoslovakia/Czech Republic, and Hungary, the book deals with the continuities and changes of foreign direct investments in Central Eastern Europe - an issue that has been widely neglected in historical research so far.

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

Economies of Scope in European Railways: An Efficiency Analysis

Abstract
In the course of railway reforms in the end of the last century, national European governments, as well the EU Commission, decided to open markets and to separate railway networks from train operations. Vertically integrated railway companies – companies owning a network and providing transport services – argue that such a separation of infrastructure and operations would diminish the advantages of vertical integration and would therefore not be suitable to raise economic welfare. In this paper, we conduct a pan-European analysis to investigate the performance of European railways with a particular focus on economies of vertical integration. We test the hypothesis that integrated railways realise economies of joint production and, thus, produce railway services on a higher level of efficiency. To determine whether joint or separate production is more efficient we apply a Data Envelopment Analysis super-efficiency bootstrapping model which relates the efficiency for integrated production to a virtual reference set consisting of the separated production technology. Our findings are that in a majority of European Railway companies exist economies of scope.

Working time arrangement in the EU from the viewpoint of the employees: Results from the ad hoc labour market surveys

Abstract
Despite the general improvement in the EU’s labour market performance, there are still large differences between individual countries. And there are differences in some fields between the pre-enlargement EU Member States and the recently acceded Member States. One explanation for these differences may be the predominance of former socialist countries with centrally planned economies among new member states. The article deals with the results of the ad hoc labour market survey of the European Commission. One of its subjects is the flexible use of labour. The main findings are: A working week of between 35 and 40 hours, distributed more or less evenly over the five working days, is the rule for the majority of employees. Part-time work is still dominated by women. Overtime is relatively common for most of the full-time employed. When asked if they would be prepared to accept more flexible working time, the interviewees do not favour all possible types of flexibility to the same extent. The most favoured model is either lengthening or shortening the regular working day. In the former socialist countries people work longer hours and they are more flexible with respect to how far they have to travel and the hours they have to work in order to keep their job.

Foreign subsidiaries of multinational companies are suggested as one of the main channels of technology transfer to less developed economies. In Central East Europe their presence proved to be a decisive factor to economic restructuring and development. It combines the merits of a core text on technology transfer via FDI with up-to-date empirical evidence.

The unemployment-growth relationship in transition countries

Abstract
Does the disappointingly high unemployment in Central and East European countries reflect non-completed adjustment to institutional shocks from transition to a market economy, or is it the result of high labour market rigidities, or rather a syndrome of too weak aggregate demand and output? In the case of transitional causes, unemployment is expected to decline over time. Otherwise, it would pose a challenge to the European Union, particular in case of accession countries, for it jeopardizes the ambitious integration plans of, and may trigger excessive migration to the Union. In order to find out which hypothesis holds 15 years after transition has started, we analyze the unemploymentgrowth dynamics in the eight new member countries from Central-Eastern Europe. The study is based on country and panel regressions with instrument variables (TSLS). The results suggest to declare the transition of labour markets as completed; unemployment responds to output and not to a changing institutional environment for job creation. The regression coefficients report a high trend rate of productivity and a high unemployment intensity of output growth since 1998. The conclusion is that labour market rigidities do not to play an important role in explaining high unemployment rates. Rather, GDP growth is dominated by productivity progress, while the employment relevant component of aggregate demand is too low to reduce substantially the high level of unemployment.

Abstract
This paper analyses the structural change in Russia during the transition from the planned to a market economy. With regard to the famous three sector hypothesis, broad economic sectors were formed as required by this theory. The computation of their shares at GNP at market prices using Input-Output tables, and the adjustment of results from distortions, generated as side effects of tax avoidance practices, shows results that clearly reject claims that Russia would be on the road to a post-industrial service economy. Instead, at least until 2001, a tendency of “primarisation“ could be observed, that presents Russia closer to less-developed countries.
