Abstract
Weiterhin gilt in Deutschland: Für den Bildungserfolg ist es nicht entscheidend, was ein Kind kann, sondern woher es kommt. Die soziale Herkunft eines Kindes bestimmt in hohem Maße dessen Bildungsniveau, beruflichen Erfolg und Einkommen. Eine Untersuchung des Statistischen Bundesamts vom letzten Jahr zeigt, dass 61% der unter 15-Jährigen, deren Eltern selbst einen hohen Bildungsabschluss haben, 2015 ein Gymnasium besuchten, während dies nur für 14% der Jugendlichen aus Familien mit niedrigem Bildungsabschluss gilt. Empirische Studien belegen: Kinder mit einem bildungsfernen Familienhintergrund können in Deutschland nur mit einer deutlich niedrigeren Wahrscheinlichkeit als etwa in skandinavischen Ländern (Dänemark, Norwegen, Finnland und Schweden) und einer ähnlich hohen Wahrscheinlichkeit wie in den USA sozial aufsteigen.

Abstract
Nach der Mittelfristprojektion des IWH wird das Bruttoinlandsprodukt in Deutschland in den Jahren von 2017 bis 2022 um durchschnittlich 1½% wachsen; das nominale Bruttoinlandsprodukt wird um durchschnittlich 3½% zunehmen. Aufgrund der starken konjunkturellen Dynamik wird der Staat hohe Haushaltsüberschüsse erzielen. Die gute Finanzlage des Staates bietet einer neuen Bundesregierung große finanzpolitische Handlungsspielräume. Aufbauend auf der Mittelfristprojektion des IWH und mit Hilfe eines makroökonometrischen Modells werden die Wirkungen verschiedener finanzpolitischer Maßnahmen auf diverse makroökonomische Größen analysiert. Im Ergebnis zeigt sich, dass der Multiplikator bei ausgabeseitigen expansiven finanzpolitischen Maßnahmen im Simulationszeitraum größer wäre als bei einnahmeseitigen. In der derzeitigen konjunkturellen Lage und aufgrund der im internationalen Vergleich immer noch hohen Abgabenbelastung des Faktors Arbeit wären einnahmeseitige Maßnahmen insgesamt besser geeignet, die Haushaltsüberschüsse abzubauen.

Abstract
Zur Jahreswende ist die deutsche Konjunktur nach wie vor kräftig. Das Bruttoinlandsprodukt dürfte im Jahr 2017 um 2,2% zunehmen, und weil in diesem Jahr deutlich weniger Arbeitstage anfallen als zuvor, beträgt die Zuwachsrate kalenderbereinigt sogar 2,5%. Der Aufschwung ist breit aufgestellt. Schon länger treibt die deutliche Zunahme der Beschäftigung die privaten Einkommen, den Konsum und den Wohnungsbau, der außerdem von den sehr nied-rigen Zinsen Rückenwind erhält. Zudem profitieren die deutschen Exporte zurzeit von der schwungvollen internationalen Konjunktur. Auch weil die Geldpolitik im Euroraum vorerst expansiv bleibt, ist damit zu rechnen, dass sich der Aufschwung im Jahr 2018 fortsetzt; die Produktion dürfte dann erneut um 2,2% zunehmen (auch kalenderbereinigt). Die Verbraucherpreisinflation ist in den Jahren 2017 und 2018 mit 1,7% moderat. Zwar nimmt der binnenwirtschaftliche Preisdruck zu, aber die die Effekte des Energiepreisanstiegs vom Jahr 2017 laufen im Jahr 2018 aus, und die Aufwertung des Euro im Sommer 2017 wirkt preissenkend. Die schon gegenwärtig niedrige Arbeitslosenquote geht im kommenden Jahr weiter zurück. Der Finanzierungssaldo des Staates fällt im Jahr 2018 mit 1,3% in Relation zum Bruttoinlandsprodukt fast so hoch wie im Vorjahr aus, wenn man keine neuen finanzpolitischen Maßnahmen unterstellt. Die ostdeutsche Wirtschaft dürfte in den Jahren 2017 und 2018 mit 2,1% bzw. 2,0% etwas langsamer expandieren als die gesamtdeutsche. Weil das Verarbeitende Gewerbe in Ostdeutschland nicht so exportorientiert ist wie das im Westen, profitiert es auch nicht ganz so stark von der gegenwärtig sehr kräftigen internationalen Konjunktur.

Badly Hurt? Natural Disasters and Direct Firm Effects

Abstract
We investigate firm outcomes after a major flood in Germany in 2013. We robustly find that firms located in the disaster regions have significantly higher turnover, lower leverage, and higher cash in the period after 2013. We provide evidence that the effects stem from firms that already experienced a similar major disaster in 2002. Overall, our results document a positive net effect on firm performance in the direct aftermath of a natural disaster.

The medium-term economic development in Germany from 2017 to 2022 and opportunities for fiscal policies of a new federal government
Due to the cyclical upswing in Germany, in case of unaltered legislation, the general government would achieve considerable budget surpluses in the years ahead. As a consequence, there is large fiscal scope for a new federal government. With the fiscal policy simulation model of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association, the macroeconomic effects of various fiscal policy measures are analysed. The results show that additional government expenditures, like the expansion of social benefits, do have a stronger effect on GDP than revenue cuts, like for instance tax reliefs. „Due to the already high capacity utilisation, revenue cuts seem to be advantageous from a business cycle perspective. Moreover, a reduction of the high taxes and charges on labour would, in contrast to an expansion of social benefits, have a positive effect on potential output“, says Oliver Holtemöller, head of the Department of Macroeconomics and IWH vice president.

Abstract
After several years of prosperity, the economic situation of German establishments improved further in 2016. Though the productivity in East German establishments converged slightly to the West German level, a significant productivity gap between both parts of Germany still remains. Differences in the economic structure can only explain a small part of this persistent gap: a Blinder-Oaxaca decomposition suggests that the different sector composition, lower exports and lower capital intensity of East German establishments explain only about one-fifth of the backlog. The observed positive economic development is associated with a further increase in firm profitability and total employment in the establishments in both parts of Germany. It is reflected also in a further increase in the demand for skilled personnel. Even though the majority of the demand could be met in 2016, one-third of all offered jobs remained vacant. As in the past, especially establishments in construction and business services as well as very small establishments, particularly in East Germany, faced considerable recruitment problems. The occupational skill requirements increased slightly over time. The proportion of jobs for skilled workers is on average higher in East German establishments than in West Germany, suggesting a higher formal qualification level of employees in East Germany. Looking at the personnel structure, a significant increase in the share of atypical employment, particularly part-time jobs and marginal employment, over the last years become visible. The participation of establishments in vocational training remains relatively stable: about half of the enterprises that are authorized to provide vocational training do actually train apprentices. However, the corresponding fraction in East Germany is significantly lower since the economic crisis. In contrast, the share of vacant apprenticeship positions there is much higher than in West German establishments, pointing to major problems in finding suitable applicants. The share of employees participating in further training is about one third for several years. As in the past workers in low-skilled occupations participate only about half as often in training as employees in qualified jobs.

Applying the growth accounting model the impact of labor and capital inputs as well as of the technological progress on GDP growth in different historical periods oft Eastern Germany is estimated. The main finding is the failure of the central planning model to modernize the economy. The total factor productivity dominated the economic growth only during the economic reforms in the second halve of the 60ies.

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Abstract
‘How Can We Boost Competition in the Services Sector?’ is a key question in the process of creating a more effi-cient economic environment in Germany. This book contains a collection of conference contributions on service sector reforms from members of academic institutions, ministries, the EU Commission and other organisations. The conference consisted of a keynote on the importance and implementation of structural reforms in Europe and two panels that dealt with the evaluation of past reforms in the services sector and the potential scope and effects of further reforms. Since the 1990s, productivity growth in Germany and other Member States of the European Union has been significantly lower than in the US. The development of productivity growth in the services sector is estimated to account for two thirds of this widening gap. The European Commission advocated reforms in the services sector in its country-specific recommendations for Germany. At a conference in Berlin in July 2016, experts from various fields presented and discussed studies on service sector reforms.

Abstract
Die deutsche Wirtschaft hat ihr bereits hohes Expansionstempo zuletzt nochmals erhöht. Das Bruttoinlandsprodukt (BIP) stieg im dritten Quartal 2017 mit 0,8% schneller als im Vorquartal. Der IWH-Flash-Indikator deutet darauf hin, dass das Expansionstempo nur geringfügig nachlassen und auch im vierten Quartal 2017 und im ersten Quartal 2018 hoch bleiben wird. Das Bruttoinlandsprodukt dürfte in beiden Quartalen jeweils um 0,6% steigen.
