Foreign Subsidiaries in the East German Innovation System – Evidence from Manufacturing Industries

Abstract
This paper analyses the extent of technological capability of foreign subsidiaries located in East Germany, and looks at the determinants of foreign subsidiaries’ technological sourcing behaviour. The theory of international production underlines the importance of strategic and regional level variables. However, existing empirical approaches omit by and large regional level factors. We employ survey evidence from the “FDI micro data- base” of the IWH, that was only recently made available, to conduct our analyses. We find that foreign subsidiaries are above average technologically active in comparison to the whole East German manufacturing. This can be partially explained by the industrial structure of foreign direct investment. However, only a limited share of foreign subsidiaries with R&D and/or innovation activity source technological knowledge from the East German innovation system. If a subsidiary follows a competence augmenting strategy or does local trade, it is more likely to source technological knowledge locally. The endowment of a region with human capital and a scientific infrastructure has a positive effect too. The findings suggest that foreign subsidiaries in East Germany are only partially linked with the regional innovation system. Policy implications are discussed.

Abstract
Die gute Stimmung im ostdeutschen Baugewerbe zu Jahresbeginn hat sich laut Umfrage unter knapp 300 Bauunternehmen im April nicht fortgesetzt. Da sich die witterungsbedingten Behinderungen der Bautätigkeit im ersten Quartal in Grenzen hielten und Aufträge aus den Folgemonaten vorgezogen wurden, fiel die sonst übliche Frühjahrsbelebung bei der aktuellen Lage nur gering aus. Bei den Aussichten blieb sie sogar gänzlich aus. Auch gegenüber dem Vorjahr schätzten die Bauunternehmen sowohl die aktuelle Geschäftslage als auch die Geschäftsaussichten bis zum Spätsommer deutlich schlechter ein.

Export Promotion Needs the Disclosure of Industrial Potentials – A Case Study for the Federal State of Thuringia

Abstract
In countries and regions with weak domestic markets, the orientation towards external markets plays an important rule. This applies even more for economies emerging from the transformation process from a state to a market economy with a small export sector and a continuous decline in the number of residents. The federal state Thuringia presents such an example. There is still a large gap in exports compared to Germany as a whole. The paper deals with the role of exports in economic development and economic measures to increase the export activities of small and medium-sized companies (SMEs) in Thuringia. The study is based on a survey among SMEs in Thuringia on the performance of exporters and non-exporters. One of the main findings shows that export promotion was important only for one among three exporting companies during the last three years. That speaks for the confidence of the firms in their own power. The most measures used to implement or advance export activities are participation in a fair, information sessions on foreign markets and two general instruments to support companies: investment and innovation stimulation. As a result, economic measures make sense, but it should not depend on the age or the size of a company. Besides, the support should not only be given by department of foreign trade, but also by other departments. Finally, especially newcomers should be supported to entry foreign markets.

Abstract
In the second half of the nineties the import content of German exports increased considerably. The article examines whether this trend has continued up to the present. A second question concerns the purpose of the imports. Are they intermediate inputs for the production of export goods or imports destined for immediate re-exports? Finally, it must be asked whether these events are singular: Is only Germany among the industrially developed West European countries affected by this development, or are other nations also? These issues are studied by means of tables and the standard static open model of input-output-analysis.

An Assessment of Bank Merger Success in Germany

Abstract
German banks have experienced a merger wave since the early 1990s. However, the success of bank mergers remains a continuous matter of debate.This paper suggests a taxonomy to evaluate post-merger performance on the basis of cost and profit efficiency (CE and PE). I identify successful mergers as those that fulfill simultaneously two criteria. First, merged institutes must exhibit efficiency levels above the average of non-merging banks. Second, banks must exhibit efficiency changes between merger and evaluation year above efficiency changes of non-merging banks. I assess the post-merger performance up to 11 years after the mergers and relate it to the transfer of skills, the adequacy to merge distressed banks and the role of geographical distance. Roughly every second merger is a success in terms of either CE or PE. The margin of success in terms of CE is narrow, as efficiency differentials between merging and non-merging banks are around 1 and 2 percentage points. PE performance is slightly larger. More importantly, mergers boost in particular the change in PE, thus indicating persistent improvements of merging banks to improve the ability to generate profits.

Abstract
Die leichte Eintrübung des Geschäftsklimas seit Ende des Jahres 2007 setzt sich im Verarbeitenden Gewerbe Ostdeutschlands fort. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom März unter rund 300 ostdeutschen Unternehmen. Seit der Januar-Umfrage sank der Saldo der Geschäftslage um drei Punkte und der Saldo der Geschäftsaussichten um zwei. Während die Hersteller von Vorleistungsgütern und von Konsumgütern ihre aktuelle Lage seit der Umfrage im Januar nahezu unverändert sehen, hat sich der Anteil von Investitionsgüterproduzenten, die ihre Geschäftslage „eher schlecht“ oder „schlecht“ beurteilen, von 7% im Januar auf 12% nahezu verdoppelt.

Leaders and Laggards – An Analysis of Regional Growth Patterns in East Germany 1996 – 2005

Abstract
Since the half of the 1990s, a heterogeneous development of East Germany NUTS 3 regions has taken place. Some of these regions could increase their competitiveness and regional employment. Otherwise, some regions do exist with less positive economic developments.
This article tries to contribute to this discussion. With the help of productivity and employment growth rates from 1996 to 2005, we create a regional classifications scheme for East Germany. Four types can be identified: Growth Regions, Weak Growth Regions, Regions in Transition, Stagnant Regions. Further, we demonstrate that each of these regions is undergoing specific patterns of structural change. Growth Regions (above average productivity growth and employment growth) benefit from positive developments both in the manufacturing and service sector. Additional research indicates that there is a need for an industrial base which contributes to a sound service sector. Thereby, spatial proximity of these sectors seems to be elementary for the above average development of this type of regions.

German Economic Growth in 2008: Temporary Slow Down

Abstract
World economic growth has slowed in the first months of 2008. The main causes are the crisis in the US housing sector and the turmoil in the financial sector in general, the spreading expectation of a recession in the US, and sharply rising prices for energy and food. The German economy, though, is still expanding healthily, with strong investment and export activities. Private consumption, however, shrank at the end of 2007. In 2008, while favorable labor market conditions will improve job security and thus the propensity to consume, real incomes will not rise by much due to the risen inflation rate; consumption will again expand only modestly this year. A slower expansion of the world economy and the stronger euro will dampen exports and investment. All in all, growth will slow to (working-day adjusted) 1.2% in 2008. Chances are good that in the next year, after the negative shocks have faded out a bit, growth will be accelerating again. The East German Economy was on a lower growth path in 2006 and 2007 than the economy in the West, according to recently revised national accounts data. Industrial production, however, is more dynamic in the East. Unemployment rates will continue to decrease faster in the East: as in the rest of Germany, employment is growing, and, contrary to what happens in the West, the labor force is shrinking.

Abstract
Im Jahr 2007 haben die Unternehmen des Verarbeitenden Gewerbes in Ostdeutschland erheblich am konjunkturellen Aufschwung partizipiert. Knapp zwei Drittel der Unternehmen konnten laut IWH- Industrieumfrage ihre Umsätze gegenüber dem Jahr 2006 nochmals steigern. Die Umsatzzuwächse fielen recht kräftig aus, zwei Drittel der Umsatzsteigerungen betrugen mehr als 10%. Überdurchschnittlich gut lief die Umsatzentwicklung bei Exportunternehmen und Investitionsgüterproduzenten. Die Umsatzerwartungen für das Jahr 2008 zeigen, daß die Unternehmen nicht davon ausgehen, die hohen Vorjahreswerte nochmals zu überflügeln. Vielmehr sind die Umsatzpläne auf Beibehaltung des erreichten Niveaus gerichtet. Gleiches trifft auch auf die Beschäftigungspläne zu, die in etwa den Plänen für 2007 gleichen. 55% der Unternehmen wollen 2008 ihre Beschäftigtenzahl beibehalten, 35% streben eine Personalaufstockung an. Treibende Kräfte des Beschäftigungsaufbaus sind die Unternehmen mit hohen Umsatzsteigerungen im Jahr 2007, also vor allem die exportierenden Unternehmen und die Investitionsgüterproduzenten. Die Ertragslage 2007 knüpft an die guten Bilanzen von 2006 an. Seit 2005 ist der Anteil von Unternehmen, die Gewinne realisieren konnten, kontinuierlich gestiegen und lag 2007 bei 72%. Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat 2007 einen Höhepunkt überschritten. Nach einem guten Start mit einer gefestigten guten Geschäftslage erwärmten sich auch die anfangs noch etwas gedämpften Geschäftsaussichten spürbar. Den ganzen Sommer 2007 über herrschte Hochstimmung in der ostdeutschen Industrie. Gegen Jahresende allerdings kühlte sich das Geschäftsklima leicht ab.

Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich nach der Eintrübung zum Jahresende wieder aufgehellt. Die knapp 300 vom IWH befragten Bauunternehmen schätzen die aktuelle Geschäftslage zwar nicht ganz so gut und die Geschäftsaussichten ähnlich gut ein wie vor einem Jahr. Damals waren sie aber infolge auslaufender Vorzieheffekte wegen der Anhebung der Mehrwertsteuer und des Wegfalls der Eigenheimzulage sowie gleichzeitig milden Winters deutlich überzeichnet. Im längerfristigen Vergleich erscheint das derzeitig gemeldete Niveau sowohl bei der Lage als auch bei den Aussichten in einem ausgesprochen günstigen Licht.
