Abstract
I show that the price discounts of Chinese cross-listed stocks (American Depositary Receipts (ADRs) and H-shares) to their underlying A-shares indicate the expected yuan/US dollar exchange rate. The forecasting models reveal that ADR and H-share discounts predict exchange rate changes more accurately than the random walk and forward exchange rates, particularly at long forecast horizons. Using panel estimations, I find that ADR and H-share investors form their exchange rate expectations according to standard exchange rate theories such as the Harrod–Balassa–Samuelson effect, the risk of competitive devaluations, relative purchasing power parity, uncovered interest rate parity, and the risk of currency crisis.

Investment Grants: Which Requirements Should be Fulfilled?

Abstract
Since the year 1969 the German government has applied investment grants to improve regional economic development of disadvantaged regions. The support of eligible firms shall enhance its investment activities. Such activities may force a sustainable development of the respective region. One requirement – amongst others – for the grant of this investment support scheme is the firm’s verification of supra-regional sales. The gains resulting from the firms’ export activities lead to additional income for that region, and this stimulates multiplicative (reinforcing) regional income processes. Since the German reunification this instrument has been applied in the new federal states, too. Due to the fact that structural deficits still exist in East Germany investment grants are adopted primarily in the new federal states. Today, some policy decision makers think that the catching-up process of disadvantaged regions is not fast enough. Against this background, the further application of investment grants is discussed controversially. Some criticism tends to the criterion of supra-regional sales. It has been argued that particularly small firms are excluded from this support scheme. However, small firms are considered as key players for regional economic activities. Moreover, firms which are highly integrated in international markets depend on world trade cycles and that might be risky for the respective region. Finally, critics believe that regional actors should be boosted in order to strengthen regional identities in terms of regional buyer-supplier-networks. This article shows that policy decision makers should maintain the criterion of supra-regional sales. Particularly, regions with a loss of inhabitants need gains from supra-regional sales to stabilise their local purchasing power. Otherwise, these regions are strongly dependent on transfer flows stemming from other regions. Beyond that, supra-regional sales indicate the firm’s international competitiveness. Finally, the most important argument for supra-regional sale might be linkages to supra-regional knowledge flows which strongly affect the region’s innovative capabilities.

Investitionszuschüsse: Überregionalen Absatz als Förderkriterium beibehalten
Der Investitionszuschuss ist seit 1969 eines der wichtigsten Instrumente der Regionalförderung für strukturschwache Regionen in Deutschland, besonders auch im Rahmen des „Aufbau Ost“. Aktuell wird über die zukünftige Gestaltung des Investitionszuschusses kontrovers diskutiert. Kritisiert wird unter anderem, dass die Förderung nur Unternehmen zugutekommt, die ihre Produkte überregional absetzen. Eine neue Studie des Instituts für Wirtschaftsforschung Halle (IWH) zeigt: Der Vorwurf, kleine Unternehmen würden auf diese Weise von der Förderung ausgeschlossen, trifft nicht zu. Vielmehr ist die Branche entscheidend. Die Autoren plädieren für die Beibehaltung des Kriteriums des überregionalen Absatzes: Es ist einfach anzuwenden und steht im Einklang mit modernen regionalökonomischen Erkenntnissen (überregionale Wettbewerbsfähigkeit, Einbindung in überregionale Wissensnetze).
Energy Efficiency of the Housing Stock: Are potential savings overrated?

Abstract
A core element of the European Climate Protection Policy is the reduction of Energy usage in private households. Legal instruments focus particularly on private multifamily housing. When refurbishing or building a new home, the German regulation for energy saving in buildings and building systems, Energieeinsparverordnung (EnEV 2009), thereby formulates relatively strict standards on energy conservation. But these standards mainly address the technical potentials of energy efficiency gains instead of considering market conditions and different types of housing, especially their age. Theory suggests that legal settings therefore retain owners to refurbish their homes, when returns on investment are negative, especially in regions where market conditions do not allow for higher rents or the costs of refurbishment are too high.
The article presents evidence for these theoretical considerations: based on a large scale sample provided by the company ista Germany, it can be shown, that energy usage differs by the age of dwellings and by the standard of refurbishment. Data suggests that the assumed potentials of energy conservation, which are mainly motivated by technical considerations, are too high. The differences may be a result of different cost functions of refurbishment. Further evidence for this finding is provided by architectural considerations.
As a result, the article suggests to legally distinguishing between different types of housing and to consider market conditions, when providing public funding for energy efficiency. It is suggested to implement a two multidimensional strategy, considering climate protection, urban development issues and the rationality of real estate investors.

A Cost Efficient International Lender of Last Resort

Abstract
The current reform of the International Monetary Fund’s (IMF) lending instruments has transformed the Fund towards an international lender of last resort (ILOLR). Current research discusses various general frameworks for installing an ILOLR. However, it remains unclear how the ILOLR should actually operate. This paper discusses six different options for the construction of an ILOLR that supports central banks during currency crises. The paper concludes that the most cost efficient version of the ILOLR would be direct intervention by the IMF using IMF resources, with the option of using additional reserves from central banks. The paper considers measures of cost efficiency, such as cost of borrowing, intervention, and sterilization and moral hazard problems.

Abstract
Kurzarbeit hat sich als ein wichtiges arbeitsmarktpolitisches Instrument bei der Bewältigung der Folgen der schwersten Wirtschaftskrise der Nachkriegszeit
erwiesen. Dazu haben in erster Linie zeitlich befristete Neuregelungen zum Kurzarbeitergeld beigetragen, die diesen „Klassiker“ unter den arbeitsmarktpolitischen Instrumenten für die Unternehmen wieder deutlich attraktiver gemacht haben. Die Zahl der Kurzarbeiter erreichte im Mai des Jahres 2009 mit über 1,5 Millionen Personen einen Stand, der seit dem Jahr 1991 nicht mehr erreicht worden war. Bezogen auf 100 Arbeitslose standen 45 Arbeitnehmer in Kurzarbeit. Nur Mitte der 1970er Jahre und im Jahr 1991 wurde eine – bezogen auf die registrierten Arbeitslosen – höhere Entlastung durch Kurzarbeit erreicht. Die Zahl der Kurzarbeiter geht derzeit sowohl in Ost- als auch in Westdeutschland zurück. Bemerkenswert ist die Zunahme der Dauer von Kurzarbeit. Mittlerweile werden schon 43% der Konjunkturkurzarbeiter seit über einem Jahr durch dieses Instrument gestützt. Die Gefahr einer Verstetigung von „Langzeitkurzarbeit“
nimmt zu, wenn die maximale Bezugsdauer von Kurzarbeitergeld – wie zuletzt im November 2009 – weiter verlängert wird. Dadurch wird die Intention, mit Kurzarbeit einem temporären Arbeitsausfall zu begegnen, konterkariert. Generell ist zu bedenken, dass auch bei Kurzarbeit die Gefahr von Mitnahmeeffekten besteht. Vor dem Hintergrund einer deutlichen Aufhellung der Lage auf dem Arbeitsmarkt sollten nunmehr die großzügigen Regelungen für die Inanspruchnahme von Kurzarbeitergeld schrittweise zurückgenommen werden.

The Extreme Risk Problem for Monetary Policies of the Euro-Candidates

Abstract
We argue that monetary policies in euro-candidate countries should also aim at mitigating excessive instability of the key target and instrument variables of monetary policy during turbulent market periods. Our empirical tests show a significant degree of leptokurtosis, thus prevalence of tail-risks, in the conditional volatility series of such variables in the euro-candidate countries. Their central banks will be well-advised to use both standard and unorthodox (discretionary) tools of monetary policy to mitigate such extreme risks while steering their economies out of the crisis and through the euroconvergence process. Such policies provide flexibility that is not embedded in the Taylor-type instrument rules, or in the Maastricht convergence criteria.

Abstract
Despite extensive government support the gap between East and West Germany has still not been successfully closed nearly 20 years post German unification. Hence, some economists tend to compare East Germany with Mezzogiorno – underdeveloped Southern Italy. East Germany is still subject to sever structural problems in comparison to West Germany: lower per capita income, lower productivity, higher unemployment rates, fewer firm headquarters and fewer innovation activities. There are East German regions with less than desirable rates of development. Nevertheless, the new federal states have shown some evidence of a convergence process. Some regions have developed very positively – they have improved their competitiveness and employment levels. As such, the comparison of East Germany with Mezzogiorno does not seem applicable today.
According to Neoclassical Growth Theory, regional policy is targeted enhancing investment (hereafter the notion ‘investment policy’ is used). has been the most important instrument in forcing the ‘reconstruction of the East’. Overall, the investment policy is seen as having been successful. It is not, however, the only factor influencing regional development – political policy makers noted in the mid 1990s that research and development (R&D) activities and regional concentrated production networks, amongst other factors, may also play a part. The investment policy instrument has therefore been adjusted. Nevertheless, it cannot be excluded that investment policy may fail in particular cases because it contains potentially conflicting targets. A ‘better road’ for future regional policy may lie in the support of regional production and innovation networks – the so-called industrial clusters. These clusters would need to be exactingly identified however to ensure effective and efficient cluster policies.

Abstract
Das Konzept industrieller Cluster verzeichnet stetige Attraktivitätsgewinne bei Politikern und anderen Akteuren regionaler Wirtschaftsförderung. Allein an dem im Jahr 2007 gestarteten Spitzenclusterwettbewerb des Bundesministeriums für Bildung und Forschung beteiligten sich 38 Bewerber aus allen 16 Bundesländern Deutschlands. Diese Initiative wird ergänzt durch zahlreiche weitere Programme auf allen regionalen Ebenen, sodass die Feststellung eines Cluster-Booms oder -Fiebers (vgl. Kiese und Schätzl 2008) durchaus zutreffend ist.
