Abstract
The joint task force ‘Improving Regional Economic Structures’ (GRW) is the most important regional policy scheme in Germany and was extensively used to support the economic transformation process in the new states after reunification. The article provides an overview of national and international causal analytical studies on the effects of investment grants. The analysis shows that such programmes have positive effects on development — especially of employment and income. It not only affects the subsidised establishment benefit from this type of support, but the regions as a whole. Even though the studies do not go back to the early 1990s, we can conclude that the GRW contributed to economic development in East Germany — and to the catching-up process.

Abstract
The “Joint Task ‘Improving Regional Economic Structures’ (GRW)” represents the most important regional policy scheme in Germany. The program provides non-repayable grants as a share of total investment costs to establishments (and municipalities) in structurally weak regions. The definition of eligible areas is based on i) a composite indicator measuring regional structural weakness and ii) a threshold determined by the European Union consisting of the population share of the respective country that lives in assisted regions. Responsible for the selection of the supported projects is the respective Federal State in which the GRW project is applied for.

Abstract
The German government provides discretionary investment grants to structurally weak regions in order to reduce regional inequality. We use a regression discontinuity design that exploits an exogenous discrete jump in the probability of regional actors to receive investment grants to identify the causal effects of the policy. We find positive effects of the programme on district-level gross value-added and productivity growth, but no effects on employment and gross wage growth.

Study: How financial crises lower life satisfaction and how to prevent this
Financial crises not only result in severe disruptions to the economic system, they also affect people’s life satisfaction. A new study by Martin Luther University Halle-Wittenberg (MLU) and the Halle Institute for Economic Research (IWH) shows that weaker members of society are more affected by increased uncertainty during crisis times, even if they may not be speculating on the stock market themselves. This could potentially also lower their propensity to consume, thereby intensifying the impact of a financial crisis. The study was recently published in “The B.E. Journal of Economic Analysis & Policy”.

Public Investment Subsidies and Firm Performance – Evidence from Germany

Abstract
This paper assesses firm-level effects of the single largest investment subsidy programme in Germany. The analysis considers grants allocated to firms in East German regions over the period 2007 to 2013 under the regional policy scheme Joint Task ‘Improving Regional Economic Structures’ (GRW). We apply a coarsened exact matching (CEM) in combination with a fixed effects difference-in-differences (FEDiD) estimator to identify the effects of programme participation on the treated firms. For the assessment, we use administrative data from the Federal Statistical Office and the Offices of the Länder to demonstrate that this administrative database offers a huge potential for evidence-based policy advice. The results suggest that investment subsidies have a positive impact on different dimensions of firm development, but do not affect overall firm competitiveness. We find positive short- and medium-run effects on firm employment. The effects on firm turnover remain significant and positive only in the medium-run. Gross fixed capital formation responses positively to GRW funding only during the mean implementation period of the projects but becomes insignificant afterwards. Finally, the effect of GRW-funding on labour productivity remains insignificant throughout the whole period of analysis.

Abstract
This study on healthy young male students aimed to enlighten the associations between an individual’s financial decision making and surrogate makers for environmental factors covering long-term financial socialization, the current financial security/responsibility, and the personal affinity to financial affairs as represented by parental income, funding situation, and field of study. A group of 150 male young healthy students underwent two versions of the Holt and Laury (2002) lottery paradigm (matrix and random sequential version). Their financial decision was mainly driven by the factor “source of funding”: students with strict performance control (grants, scholarships) had much higher rates of relative risk aversion (RRA) than subjects with support from family (ΔRRA = 0.22; p = 0.018). Personality scores only modestly affected the outcome. In an ANOVA, however, also the intelligence quotient significantly and relevantly contributed to the explanation of variance; the effects of parental income and the personality factors “agreeableness” and “openness” showed moderate to modest – but significant – effects. These findings suggest that environmental factors more than personality factors affect risk aversion.

Abstract
Recent empirical studies have found – seemingly − efficiency-enhancing effects of vertical grants on local public service provision. The main purpose of this paper is to prepare an elaborate theoretical and empirical analysis of these contradictory results. Therefore, it investigates if certain fiscal and institutional conditions (fiscal stress, fiscal rank-preserving vertical grant systems, input- and output regulation), that might help to explain these empirical findings, are characteristic of at least some parts of the local government sector or certain regions. The German state of Saxony-Anhalt is chosen for case study purposes. The main results are: First, the local governments suffer from severe fiscal problems such as high grant dependency, low tax revenues and the prevalent inability to finance investments by own resources. Second, the output- and input-regulation density of certain mandatory municipal services (schools, childcare facilities, fire protection) is high. Finally, the most important vertical grant category for local governments, the formula-based grants (“Schlüsselzuweisungen”), can be described as mainly exogenous, unconditional block grants that in most cases preserve the relative fiscal position of the grant recipients.

Abstract
The chapter analyses theoretically and empirically the supply-side effects of the public investments funded by the German „Economic Stimulus Package II“(Konjunkturpaket II), which was implemented in 2009. In the theoretical part, we address the distortionary effects of investment grants on public capital provision and local economic development. According to the theoretical literature on the efficient provision of public goods, public inputs and economic growth, conditional investment grants have several negative allocation effects: First, they distort the relative factor prices for the local government stimulating excess public capital stocks and Pareto-inefficient provision of public goods. Second, long-term growth-enhancing effects of debt-financed public investment could only be expected for public inputs, which either directly increase the productivity of the private sector or increase factor productivity, especially by increasing the stock of human capital. In the empirical part, we find that despite of the recent increase in municipal investments in the German state of Saxony our regression results do not confirm a connection with the ESPII funds. Furthermore, no relationship between the municipal fiscal strength and the amount of ESPII grants received could be found. All in all, due to the focus of the grants on public consumption goods rather than public inputs only marginal future growth effects can be expected from the subsidized investments.

Effects of Local Public Investment into Infrastructure for Tourism: The Example of Saxony

Abstract
The mass of investments into infrastructure for tourism in the so-called “New States” (Neue Länder) of the Federal Republic of Germany after 1990 was huge. They were aimed to the maintenance and recovery, respectively of competitiveness of traditional destinations, as well as to promote service-oriented structural change in industrial wastelands. A big part of these investments was supported by funds of the so called “Joint Task for Improving the Regional Economic Structure”. We analyse the effects of local public investment into infrastructure for tourism supported by investment grants on the local employment in accommodation and food service activities in the state of Saxony. The results provide evidence for correlations between special types of investment in the time period 2000–2007 and the development of employment in hospitality industry. However, this is subject to some requirements, such as the existence of complementary factors, or an existing regional touristic tradition as well.
