Why is there Resistance to Works Councils in Germany? An Economic Perspective

Abstract
Recent empirical research generally finds evidence of positive economic effects of works councils, for example with regard to productivity and – with some limitations – to profits. This makes it necessary to explain why employers’ associations have reservations against works councils. On the basis of an in-depth literature analysis, we show that beyond the generally positive findings, there are important heterogeneities in the impact of works councils. We argue that those groups of employers that tend to benefit little from employee participation in terms of productivity and profits may well be important enough to shape the agenda of their employers’ organisation and even gained in importance within their organisations in recent years. We also discuss the role of deviations from profit-maximising behaviour like risk aversion, short-term profit maximisation, and other non-pecuniary motives, as possible reasons for employer resistance.

Abstract
Open, transparent communication across the organisation is generally associated with improved employee motivation and organisational outcomes. For supervisors, the question arises how to deal with rather inconvenient information, such as in the case of a project failure. Informing employees after significant investments of time and effort might lead to negative effects on subsequent work motivation, one could argue. To identify a causal relationship between the meaning of previously completed work and workers’ subsequent work performance, we exploited a natural working environment in which the loss of the job’s meaning occurred as a matter of fact. At the same time, it was possible to credibly guide only part of the workforce to believe in the sudden loss of meaning by conducting a controlled experiment.

From today until Saturday, the Spring Meeting of Young Economists (SMYE) takes place in Halle (Saale). It is jointly organised by the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association and the Martin Luther University Halle-Wittenberg. The international meeting is a well-known yearly conference organised by the European Association of Young Economists (EAYE). Abstract
In the political debate voices are repeatedly heard calling for municipal territories to be enlarged and to dispense with internal administrative sub-divisions of the municipal entities, hence realising the model of the so-called unitary municipality and not that of the federally conceived municipalities. The “costs“ in terms of the economic disadvantages of this centralised model are usually only mentioned in passing, not least due to the problems of quantifying these costs. This paper attempts such a quantification for one aspect of the economic disadvantages of larger and more centralised municipal entities, namely their negative effects on election turnouts. The results of the empirical investigations show that the theoretical suppositions are confirmed, demonstrating that (1.) the choice of the organisational form of municipal administrative entity affects turnout, and (2.) the unitary municipality form leads to a significantly lower election turnout than that found in federally organised types of municipality.

Sweden’s Policy for Guaranteeing Service Provision Based on the Example of Jämtland

Abstract
The northern Swedish Jämtland county is among the most sparsely populated regions in Europe. Due to its rural/peripheral character and a dispersive settlement structure, it is particularly called upon to maintain adequate service provision. An empirical study analysed the provisions of services of general interest for children and elderly persons and adult education in the Country of Jämtland to discover how the various types of services of general interest are organised in this area, what effect the demographic change has on the provision of these services and whether any adjustment processes can be observed. It became apparent that the local players have a clear awareness of the problems related to the demographic change, although to date one cannot speak of explicit adjustment processes.

Abstract
More competition among health insurers is often recommended as a means towards enhancing efficiency in the health care sector. In this paper the effects of competition among health insurers on costs and quality of medical services are discussed. It is argued that if insurers competed with each other, costs would not decrease - on the contrary, they would increase since competing organisations are less capable of counterbalancing the strong market position of health care providers than the state or a cartel of health insurers. In addition, competition may lead to a segmentation of the market: on the one hand insurers with low premiums who only offer access to rather unpopular physicians. On the other hand insurers who guarantee free choice of medical practitioners but have higher premiums. A restriction of the free choice of medical practitioners weakens competition among physicians for patients.

The Role of Securitization in Bank Liquidity and Funding Management

Abstract
This paper studies the role of securitization in bank management. I propose a new index of “bank loan portfolio liquidity” which can be thought of as a weighted average of the potential to securitize loans of a given type, where the weights reflect the composition of a bank loan portfolio. I use this new index to show that by allowing banks to convert illiquid loans into liquid funds, securitization reduces banks' holdings of liquid securities and increases their lending ability. Furthermore, securitization provides banks with an additional source of funding and makes bank lending less sensitive to cost of funds shocks. By extension, the securitization weakens the ability of the monetary authority to affect banks' lending activity but makes banks more susceptible to liquidity and funding crisis when the securitization market is shut down.

Abstract
Mit der Globalisierungsaufgabe ist der Mensch seit Beginn seiner Existenz betraut. So heißt es im „Buch der Bücher“, im 1. Buch Mose 28: „Macht Euch die Erde untertan.“ Dieser klassische Globalisierungsauftrag findet sich auch in anderen Weltreligionen und folgt bewusst der frühgeschichtlichen Lageeinschätzung, als sich der Mensch einer feindlichen Natur gegenübersah, die es zu bewältigen galt. Globalisierung ist nichts anderes als die Organisation des eigenen, totalen Umfelds. Wenn Wettbewerb als Evolutionsprozess angesehen werden kann und, um in einer vereinfachten Darwinschen Auslegung zu sprechen, das survival of the fittest zum Erfolgsmaßstab wird, dann muss das Bessere des Guten Feind sein. Tatsächlich wissen wir heute, dass diese Darstellung zu kurz greift und es im evolutorischen Wettbewerb viele erfolgreiche symbiotische Strukturen gibt.
