German Economy Stays Stable Despite Shaky Environment
The German economy had a good start into the year 2016, in spite of heightened risks for the world economy and political turmoil in Europe. Employment and incomes are expanding, as is internal de-mand, additionally supported by government spending related to the high number of newly arrived refugees. However, sliding sentiment indicates a temporary slow down of the economy during this spring. We assume that the present political tensions inside the European Union can be mitigated in the coming months and that confidence will rise again. All in all, gross domestic product (GDP) is forecast to rise by 1.5% in 2016.

Size of Training Firms and Cumulated Long-run Unemployment Exposure – The Role of Firms, Luck, and Ability in Young Workers’ Careers

Abstract
This paper analyzes how life-cycle unemployment of former apprentices depends on the size of the training firm. We start from the hypotheses that the size of training firms reduces long-run cumulated unemployment exposure, e.g. via differences in training quality and in the availability of internal labor markets, and that the access to large training firms depends positively on young workers’ ability and their luck to live in a region with many large and medium-sized training firms. We test these hypotheses empirically by using a large administrative data set for Germany and find corroborative evidence.

Abstract
This paper looks at the surprisingly different labor market performance of the United States, Canada, Germany, and several other OECD countries during and after the Great Recession of 2008–9. A first important finding is that the large employment swings in the construction sector linked to the boom and bust in US housing markets is an important factor behind the different labor market performances of the three countries. We also find that cross-country differences among OECD countries are consistent with a conventional Okun relationship linking gross domestic product growth to employment performance.

Abstract
The focus of this paper is on the steady state of a two-sector economy with undirected search where employed and unemployed workers can search for jobs, both within a sector and between the sectors. As in the one-sector model, on-the-job search generates wage dispersion among homogeneous workers. The analysis of the two-sector model uncovers a property called constant tension that is responsible for analytical tractability. We characterize the steady state in all cases with constant tension. When time discounting vanishes, constant tension yields the endogenous separation rate in each sector as a linear function of the present value for a worker. The one-sector economy automatically satisfies constant tension, in which case the linear separation rate implies that equilibrium offers of the worker value are uniformly distributed. Constant tension also has strong predictions for worker transitions and value/wage dispersion, both within a sector and between the two sectors. When constant tension does not hold, we compute the steady state numerically and illustrate its properties.

Abstract
Der seit dem vierten Quartal 2014 zu beobachtende Beschäftigungsrückgang hat sich fortgesetzt. Im zweiten Quartal 2015 nahm die Zahl der Erwerbstätigen saisonbereinigt mit 0,2% sogar noch etwas stärker ab als in den beiden Quartalen zuvor. Dabei lag im ersten Halbjahr 2015 das Bruttoinlandsprodukt um 1,1% über dem Vorjahresstand. In Westdeutschland, wo das Bruttoinlandsprodukt um 1,5% zunahm, legte die Beschäftigung weiter zu.

German Economy: Strong domestic demand compensates for weak exports
The upturn of the German economy is expected to gain further momentum as a consequence of strong domestic demand. Real gross domestic product is expected to increase by 1.6% in 2016. Consumer prices are expected to rise by 0.9%. Unemployment is expected to rise slightly because it will take time to integrate refugees into the labour market.

Migration Affects Labour Market in Eastern Germany
Migration increasingly affects the labour market in Eastern Germany, having effects on employment and unemployment figures as well as the number of recipients of social assistance benefits under the SGB II regulations. Particularly with countries in Middle and Eastern Europe, countries affected by the European debt and confidence crisis and with people seeking asylum, there are large increases meeting the dimensions in Western Germany. However, migrants overall still form a significantly smaller percentage of the population and other labour market parameters in Eastern Germany, since migration was a lot stronger in Western Germany during the last decades. While on the short run negative effects on unemployment have to be expected, there are also chances, in the medium- and long-term, to soften the expectable demographic problems, if integration and qualification are supported.

Abstract
According to the Autumn 2015 Joint Forecast German GDP will grow by 1.8% in this year and in the next year also. Thus the business cycle upswing will continue to be moderate. Lower growth in the emerging markets will show a dampening effect on exports whereas private consumption will gain momentum, given a strong labor market and an increase in real wages. However, new workers are increasingly recruited from the non-active population and among immigrants, leaving unemployment more or less unchanged. In the next year, the huge current inflow of refugees will increasingly influence the number of unemployed. For economic policy the challenge is to integrate refugees into the labour market as soon as possible.

Dabei trafen sich hochkarätige Forscher (u. a. von der University of California Berkeley und der Harvard University) aus zahlreichen Ländern, um aktuelle Arbeiten zu Themen wie Unternehmenswachstum und Beschäftigungsstabilität zu diskutieren. Kernthema des Workshops war jedoch die aktuelle Forschung zu den Folgen unfreiwilliger Arbeitsplatzverluste (job displacement).
