Abstract
In this paper we develop an open economy model explaining the joint determination of output, inflation, interest rates, unemployment and the exchange rate in a multi-country framework. Our model -- the Halle Economic Projection Model (HEPM) -- is closely related to studies published by Carabenciov et al. Our main contribution is that we model the Euro area countries separately. In doing so, we consider Germany, France, and Italy which represent together about 70 percent of Euro area GDP. The model combines core equations of the New-Keynesian standard DSGE model with empirically useful ad-hoc equations. We estimate this model using Bayesian techniques and evaluate the forecasting properties. Additionally, we provide an impulse response analysis and a historical shock decomposition.

International Trade Patterns and Labour Markets – An Empirical Analysis for EU Member States

Abstract
During the last decades, international trade flows of the industrialized countries became more and more intra-industry. At the same time, employment perspectives particularly of the low-skilled by tendency deteriorated in these countries. This phenomenon is often traced back to the fact that intra-industry trade (IIT), which should theoretically involve low labour market adjustment, became increasingly vertical in nature. Against this background, the present paper investigates the relationship between international trade patterns and selected labour market indicators in European countries. As the results show, neither inter- nor vertical intra-industry trade (VIIT) do have a verifiable effect on wage spread in EU member states. As far as structural unemployment is concerned, the latter increases only with the degree of countries’ specialization on capital intensively manufactured products in inter-industry trade relations. Only for unemployment of the less-skilled, a slightly significant impact of superior VIIT seems to exist.

Introducing Financial Frictions and Unemployment into a Small Open Economy Model

Abstract
Which are the main frictions and the driving forces of business cycle dynamics in an open economy? To answer this question we extend the standard new Keynesian model in three dimensions: we incorporate financing frictions for capital, employment frictions for labor and extend the model into a small open economy setting. We estimate the model on Swedish data. Our main results are that (i) a financial shock is pivotal for explaining fluctuations in investment and GDP. (ii) The marginal efficiency of investment shock has negligible importance. (iii) The labor supply shock is unimportant in explaining GDP and no high frequency wage markup shock is needed.

The Changing Process of the Quality of Work – 8th Joint Workshop of the IWH and IAB on Labor Market Policy

Abstract
During October 20th and 21st the 8th workshop on Labor Market Policy in Halle (Saale) took place. The major theme was related to changes in the quality of work. One reason for selecting this topic points out that there is a declining number of unemployed people in the German labor market for now a couple of months. This development is often interpreted as the result of a successful labor market policy. But focusing only on quantitative aspects of labor market developments ignores the important aspect of the quality of work.
Over the last years there was also a contemporary debate about changes in the working world. And within this discussion the focus was not only on aspects like income, certainty of employment, and career opportunities. In addition to these issues and with considerable emphasis on the new aspects, the discussion extended to topics such as sense and meaning of activities, work-life balances, self-realization, autonomy, and job satisfaction. It is the aim of the 8th workshop to present and to discuss the current state of the quality of work-debate in the labor market research to a broad audience of scientists as well as practical women and men, and to shed light on possible further research topics in this area. Besides of the opening lecture given by Dr. Ulrich Walwei (IAB), eleven additional papers have been presented during the two-day’s conference.

East Germany: Number of Employees Subject to Social Insurance Will Continue to Increase

Abstract
In 2011 the employment situation in East Germany has again improved. Approximately half of the employment growth is attributable to the industry (incl. construction). Registered unemployment declined considerably. Labor supply decreased like in recent years. In forecasting horizon the number of employees subject to social insurance will still increase despite of lower economic growth. The unemployment rate will amount to 11.0% in 2011 and to 10.9% in 2012.

Retirement Income Systems in Middle and Eastern Europe: Between Change and Continuity

Abstract
During the process of transition the Middle and Eastern European Countries introduced pension insurance plans on a Pay-as-you-go-basis following the Western European pattern. Rising financing problems caused by increasing unemployment as well as the demographic change led to the awareness of the need of reform. Hence in most of these countries mandatory funded pension schemes were established. This way proved to be costly since the actual active generation has to simultaneously finance both the new capital stock and the pensions of today’s retirees. The financial crisis revealed the vulnerability of funded pension plans. On this background especially Poland and Hungary partly roll back their reforms. In the Czech Republic whose pension plans were not harmed by the financial crisis the government plans to support private pension schemes increasingly. Bearing in mind the recent experiences it is recommendable to build up funded pension schemes very carefully and slowly. A further weakening of pension plans on a Pay-as-you-go basis is not advisable.
