Abstract
Individuals’ preferences in transition regions are still shaped by the former communist system. We test this ‘communist legacy’ hypothesis by examining the impact of acculturation in a communist regime on social network participation and, as a consequence, on preferences for spatial mobility. We focus on the paradigmatic case of Eastern Germany, where mobility intentions seem to be substantially weaker than in the Western part. Applying an IV ordered probit approach we first find that Eastern people acculturated in a communist system are more invested in locally bounded informal social capital than Western people. Second, we confirm that membership in such locally bounded social networks reduces the intention to move away. Third, after controlling for the social network effect the mobility gap between East and West is substantially reduced. Low spatial mobility of the Eastern population, we conclude, is to an important extent attributable to a social capital endowment characteristic of post-communist economies

Human Capital in a regional Comparison of East and West Germany: Catching up of the New Laender

Abstract
The endowment with human capital is not only a factor that strongly influences the region’s current economical potential, but also has a considerable effect on its future economical potential, i.o.w. economic growth. Human capital describes the employable peoples’ skills and their personal knowledge, which can be used in the production of goods and services as well as in the further development of them.
The public debate about East Germany’s economic development is referring to this crucial relation when exposing the problems of the medium-term development of the supply of professionals or the firm’s research- and development intensity. For a better assessment of the situation on the aggregation level of the New Laender this article attempts to estimate the human capital endowment and its evolution over time in comparison to West Germany.
The average human capital of the employed persons and the labour force potential is estimated by means of the earned income for East and West Germany separately. As a result the average human capital of the employed persons can be shown to have risen slightly from 1995 to 2004 in East Germany while there is nearly no increase in West Germany. This may be considered as a catching-up process, without already having led to equalization.

Urban Development by Protecting Historic Buildings? An Analysis of Incentives and Regulations in Heritage Conservation

Abstract
Regulations in heritage conservation play an important role in the redevelopment processes of East German cities. Numerous cities dispose of built cultural heritage still lending the cityscapes its character. As a reaction to the neglect of this cultural heritage during the GDR regime the East German Länder have enacted relatively restrictive heritage conservation laws. In addition to this the federal program “Städtebaulicher Denkmalschutz” was started in 1991 especially for the East German cities. In many cities activities for and investment in historic buildings have led to attractive urban centers. On the other side indicators become visible that an exaggerated heritage protection policy can turn out to be an obstacle for urban development. This paper takes an economic perspective on the topic of built heritage protection. In addition to this it contains a systematic overview over the policy arena, involving national and sub-national levels, actors and regulations. The financing of built heritage protection and recognizable intended and not intended effects of its measures are further topics of the paper. The results show that in East Germany a higher proportion of buildings is listed as in West Germany. The same is true when the public expenditures per head for heritage protection are compared. The analysis suffers from difficulties in assessing an optimal state of built heritage protection; a fact that signals further need in specific research.

Is East Germany Catching Up? A Time Series Perspective

Abstract
This article assesses whether the economy of East Germany is catching up with the West German region in terms of welfare. While the primary measure for convergence and catching up is per capita output, we also look at other macroeconomic indicators such as unemployment rates, wage rates and production levels in the manufacturing sector. In contrast to existing studies of convergence between regions of the reunified Germany, our approach is based purely upon the time series dimension and is thus directly focused on the catching up process in East Germany as a region. Our testing set-up includes standard ADF unit root tests as well as unit root tests that endogenously allow for a break in the deterministic component of the process. We find evidence of catching up for East Germany for most of the indicators. However, the convergence speed is slow, and thus it can be expected that the catching up process will take further decades until the regional gap is closed.

Abstract
Despite extensive government support the gap between East and West Germany has still not been successfully closed nearly 20 years post German unification. Hence, some economists tend to compare East Germany with Mezzogiorno – underdeveloped Southern Italy. East Germany is still subject to sever structural problems in comparison to West Germany: lower per capita income, lower productivity, higher unemployment rates, fewer firm headquarters and fewer innovation activities. There are East German regions with less than desirable rates of development. Nevertheless, the new federal states have shown some evidence of a convergence process. Some regions have developed very positively – they have improved their competitiveness and employment levels. As such, the comparison of East Germany with Mezzogiorno does not seem applicable today.
According to Neoclassical Growth Theory, regional policy is targeted enhancing investment (hereafter the notion ‘investment policy’ is used). has been the most important instrument in forcing the ‘reconstruction of the East’. Overall, the investment policy is seen as having been successful. It is not, however, the only factor influencing regional development – political policy makers noted in the mid 1990s that research and development (R&D) activities and regional concentrated production networks, amongst other factors, may also play a part. The investment policy instrument has therefore been adjusted. Nevertheless, it cannot be excluded that investment policy may fail in particular cases because it contains potentially conflicting targets. A ‘better road’ for future regional policy may lie in the support of regional production and innovation networks – the so-called industrial clusters. These clusters would need to be exactingly identified however to ensure effective and efficient cluster policies.

Immigration to East Germany: Last chance 2011

Abstract
Due to population ageing and shrinking Germany – particularly East Germany – experiences a demographic constellation causing remarkable economic and social problems. One option to cope with the demography based challenges is immigration. In a historical part the article firstly illustrates the history of immigration in Germany during the 20th century and concludes that substantial immigration initially occurred in the 1950th in the Western part of Germany when the so called “Gastarbeiter” were attracted to the West German labour market. Regions in East Germany, instead, show a rather low share of immigrants – a result of the GDR immigration policy that permitted only a low level of temporary migration.
However, prospects of success to stimulate immigration to East Germany seem to be rather limited. Firstly, since 2000 Germany as a whole faces reducing immigration numbers. Secondly, the low immigration experience and density of foreigners’ networks could torpedo existing immigration potentials. The sole opportunity for improving the migration balance seems to be the immigration from Central Eastern European regions. Spatial proximity might compensate for lacking migration incentives and initiate substantial migration flows towards East Germany. Yet, one should not have to high expectation regarding the dimension of immi-gration from Central Eastern Europe. Large parts of the migratory population already moved to other EU member states that implemented the Freedom of Movement for Workers immediately after 2004. Therefore, it seems to be crucial to stay away from every supplementary regulation that might discourage potential labour market migrants from Central East Europe after May 2011.

20 years of innovation policy in East Germany – from a pure “survival support” to high-tech subsidy

Abstract
The article uses the occasion of “20 years German re-unification” in order to provide an overview of the range of innovation policy schemes in East Germany with the intention to identify changing patterns or paradigms in its philosophy and priorities over time. In general, innovation policy schemes aim at increasing research and development (R&D) activities of companies in order to strengthen their competitiveness as market incentives for R&D are usually too low (problem of market failure). However, in East Germany in the early 1990s the situation was different. At the very beginning, the transformation process in East Germany was accompanied by innovation policy schemes that aimed at the pure maintenance of industrial research and the stock of R&D personnel since the potential for innovation was at a risk to be eliminated completely. In the late 1990s the intention of innovation policies changed. Instead of financial support primarily for human resources, innovation policy schemes since then focused on the support of cooperation projects between different research entities (companies and scientific organizations) and, later on, also the setup of networks in order to close the economic differences between East and West Germany.

Abstract
Often the rise from the ruins of socialism is only considered from an economic perspective. In fact we know that economic success relates to considerable extent to its cultural prerequisites. The article analyzes the present development of the New Lander within the perspective of pre-economic cultural imprints of East Germany. It shows for East Germany that beside the specific mixture of protestant work ethic and status seeking, which generated own “living worlds”, the different development of society, especially the middleclass basis and entrepreneurship are of special importance. In addition, the lost interest in unification by West Germany is an important factor that explains why West Germans had little interest to explain their own economic and social system. These conditions put economic performance in a critical perspective.

Abstract
20 years after the fall of the wall the interest in the evaluation of the economic development of Germany after unification has increased. The article shows that from a Western German perspective, unification generated large gains because in an expending fail of economic development highly qualified personal from East Germany could be attracted and triggered growth in the West. This also generated a modernization of industry. The perspective on the Eastern side is more mixed. After a first transitory face, an ultra-modern industry has emerged, but gaps in the headquarter functions still exist. They can only be closed within a context of a new technology cycle. From the perspective of unified Germany, the high transfers of 1.3 trillion Euros in the last 20 years, dominantly used for stabilizing social security systems in the East, could mostly be faced out of unification-related additional economic performance in West Germany.
