Abstract
Schumpeterian growth theory has operationalized Schumpeter’s notion of creative destruction by developing models based on this concept. These models shed light on several aspects of the growth process that could not be properly addressed by alternative theories. In this survey, we focus on four important aspects, namely: (i) the role of competition and market structure; (ii) firm dynamics; (iii) the relationship between growth and development with the notion of appropriate growth institutions; and (iv) the emergence and impact of long-term technological waves. In each case, Schumpeterian growth theory delivers predictions that distinguish it from other growth models and which can be tested using micro data.

Start-up Competitions as an Instrument of Entrepreneurship Policy: The German Experience

Abstract
The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.

Default Options and Social Welfare: Opt In versus Opt Out

Abstract
We offer a social-welfare comparison of the two most prominent default options – opt in and opt out – using a two-period model of localized competition. We demonstrate that when consumers stick to the default option, the prevailing default policy shapes firms' ability to collect and use customer information, and affects their pricing strategy and entry decision differently. The free-entry analysis reveals that fewer firms enter under opt out as competition becomes harsher, and that opt out is the socially preferred default option.

Abstract
Sachsen-Anhalt’s regional development has been heavily determined by the transition from a centrally planned economy to a market economy after German unification in 1990. The process of transition took place during the 1990s as the formal rules associated with a market economy system were adopted. Nevertheless, a number of structural peculiarities which have their roots in the transition period continue to have an impact. This feature is not specific to Sachsen-Anhalt; it concerns all East German regions.

Abstract
European trade unions have attempted to coordinate their bargaining strategies transnationally in order to counter downward pressures on wages. Such coordination is most feasible in broadly integrated and exposed sectors that have to face common competitive constraints on wages. This article investigates collectively negotiated wage increases in the metal sector in Belgium, the Netherlands and Germany. We assume a specific logic of transnational pattern bargaining, with Germany as the ‘anchor’ country. We investigate the emergence of a transnational wage coordination effect before and after institutions for the coordination of wage bargaining were established. Finally, we draw conclusions on prospects for wage bargaining coordination with further integration of Economic and Monetary Union.

Abstract
State aid and its control within the European Union have a long and controversial history. This study looks at the effects and implications of the independence of state aid control arising with the Eastern enlargement process of the EU. Qualitative analysis in case studies is used to supplement a quantitative description of state aid levels in East and West. Findings suggest that in recent years a level playing field across the EU has indeed emerged. In fact, the most pronounced differences in this respect are not observed between CEECs and the EU-15 but rather between Northern and Southern member states. However, the strong and independent status of the EU Commissioner from national influence could be shown clearly – apart from some exceptions.

Abstract
There is an ongoing debate on the effectiveness and efficiency of EU structural policies. New empiricial results for this discussion are now presented by a research group of the German Academy for Spatial Research and Planning (Akademie für Raumforschung und Raumordnung, ARL) for the institutional settings in the field of interregional support measures in Northwest Germany. The conclusions by the research group for future policies for regional and local economic development policies are not only relevant for Germany’s Northwest Region, but may in general stimulate the academic and public discussion on interregional support policy.

Abstract
Regulators and competition authorities often prevent firms with significant market power, or dominant firms, from practicing price discrimination. The goal of such an asymmetric no-discrimination constraint is to encourage entry and serve consumers' interests. This constraint prohibits the firm with significant market power from practicing both behaviour-based price discrimination within the competitive segment and third-degree price discrimination across the monopolistic and competitive segments. We find that this constraint hinders entry and reduces welfare when the monopolistic segment is small.

Abstract
Due to ongoing globalisation tendencies and the increasing intensity of exchanges of information, goods and services, competition between regions seems likely to continue to intensify. Numerous changes in framework conditions also give rise to new approaches to planning and management. These range from various types of competition to questions relating to new strategies for regional and urban development policy. This volume uses various different issues to trace, order and specify the multiple dimensions and underlying causes of structural changes in competition between locations, supported by cross-sectional studies primarily based on existing investigations. As empirical proof of the concrete consequences of changed competitive conditions is largely lacking in the existing literature, explorative case-studies of chosen cities and regions are also used to investigate the extent to which changes expected to arise from new structures of locational competition can be verified and how the political actors responsible have reacted thus far.

Abstract
The example of Leipzig is used to investigate the effects ofstructural changes and increasin¬gly intense locational competition. Leipzig is particularly interesting because the city was traditionally a location for knowledge and trade, factors and/or activities that are being assigned particular significance under present day conditions of locational competition. Leipzig is currently well equipped with important potential factors. However, in terms of economic results the city has not yet been able to regain the position it occupied before the Second World War. In this context the consequences of the command economy and system transformation have played just as important a role as the changes in locational competition. The influence of these changes in Leipzig is made particularly clear by, among otherthings, L. the way in which the city - in common with other cities too - applies “modern“ economic policy strategies (cluster promotion, amenity strategy, metropolitan region strategy).
