Abstract
This introducturory chapter of Part II of the book represents a comparative overview of economic development and the changing conditions for and results of FDI as a mechanism of productivity growth in Estonia, Hungary, Poland, the Slovakia-Republic, Slovenia. By summarising briefly the main similarities and differences by countries depend on their different stages in FDI attractiveness, labour productivity, economic development levels and restructuring by technology intensity.

Flexible utilization of labor strengthens industrial enterprises´ ability to adapt to fluctuations in business - an empirical east-west comparison based on the IAB company panel

Abstract
Based on an individual data set, this article investigates the question of which conventional methods and new instruments companies use to adapt to fluctuations in business and what distinguishes these companies from other ones which have not implemented such instruments. In particular, the role of the technical equipment as well as the personnel policy and tariff policy are analyzed. An empirical comparison between the East and West German manufacturing industries demonstrates whether East German firms have competitive advantages. While the technological conditions for firms´ flexibility are somewhat less pronounced in East German, the proportion of “standardized“ and flexible employment is nearly the same in the East-West comparison. Differences exist among small, middle-sized and large firms as well as among types of yield. The weak orientation with respect to agreed wages and hours worked as well as the mainly gratuitous reduction of unpaid overtime which can be implemented over the whole year, prove to be an advantage. The investigation is based on a data set from the IAB company panel of manufacturing industries in 2003.

Abstract
Due to the increasing competition from abroad which is able to offer services for lower prices because of lower wage standards the stress of competition intensifies in Germany. With regard to West Germany the East German companies - paying lower wages – represent an immediate business competition. The supporter of the Tariftreuegesetze (laws concerning the construction industry which restrict public contracts only to contractors who pay union wages) see the laws` advantage in eliminating the existing differences in competitive conditions, which emerge from differences on the wage level. The IWH study concludes that the named wage laws do not seem necessary from an economic point of view.

Abstract
One of the expected outcomes of the German unification was a rapidly rising living standard in East Germany. With the realization that the convergence oft the living conditions between East and West Germany will take much longer than most people anticipated, widespread disillusionment set in. Our analysis of a survey reveals that there are still significant differences in the assessment of their personal economic conditions and their views about the general business situation between East- and West-Germans.

Abstract
Though the basic economic problems are still of the same kind all over East Germany, partially considerable regional differences exist in respect to the conditions for further economic development. Therefore, detailed empirical analyses for the individual Länder and their sub-regions are necessary making economic policy recommendations. The following contribution deals with this task taking Saxony-Anhalt as an example.
A multitude of indicators is used to bring out the specific strengths and weaknesses of the economy of this state (Land) and its sub-regions. The outstanding strength of Saxony-Anhalt are the high private investment outlays which served to build a modern capital stock during the past ten years. Another fundamental strength of the Land are the universities and public research institutions. Besides these unambiguous strengths some ‘ambivalent’ growth factors exist which are characterized by strengths as well as by weaknesses. Such ‘ambivalent’ growth factors are the infrastructure and the situation of important sectors and branches of economic activity. The weaknesses of Saxony-Anhalt’s economic structure find expression especially in its low supply with human capital and entrepreneurial initiative as well as in the few research and development efforts of its firms.
The aforementioned strengths of the Land are reflected insufficiently in its economic output. Consequently some economic policy measures are proposed to bring about an improvement: Amongst other things Saxony-Anhalt should develop a clear idea of its economic development (Leitbild). Such a Leitbild could be related to the Land’s strengths or to the elimination of its major weaknesses. This also would facilitate a concentrated use of the different economic policy instruments. The latter shouldn’t only be concentrated on singular economic growth factors but also spatially, on the economically stronger sub-regions, as this can lead to larger growth effects for the entire Land. The good provision with public research institutions in Saxony-Anhalt should be used to bring about an improvement of the economic structure to a larger extent than until now. This could be done for example by means of a further strengthening of applied research vs. basic research, possibly via orienting the public research more towards the existing branches of economic activity. Finally, the Land should intensify its efforts to increase the entrepreneurial initiative in Saxony-Anhalt, e. g. by means of introducing courses in economics in its schools.

Abstract
The article examines the validity of real interest parity as a long run condition for the G7 countries. According to the hypothesis, differences of real interest rates are stationary. The hypothesis is supported by the means of panel unit root tests. Compared with standard unit root tests, these procedures rely on a broader long run information set and are better suited to detect a false null hypothesis.

Abstract
Since 1990, the date of German reunification, urban development and especially the recovery of inner cities in East Germany has been delayed by several factors including real estate restitution claims, inflexible preservation codes for historic buildings, and the shortage of stores for retailers. This blockade situation has resulted in the quick and intensified development of shopping centres as „inner city substitutes“ on the urban periphery. The combined effect of the factors preventing revitalisation strategies and the newly realised and practised potential for autonomous action by the authorities of smaller municipalities was a severe restriction for the governing capacities of the authorities of the larger cities. in regaining their governance capability city governments are dependent on urban groups joining and supporting public developmental strategies. In accordance with Stone (1993) and Stoker and Mossberger (1994) urban groups active in urban development policy can be described as urban regimes. In Germany three types of regimes can be differentiated. The cities differ with respect to the political strength and the forms of coalition and conflict between different urban regimes. Specific conditions in East Germany have led to a special regime constellation with a powerful „conservation regime“ on the one hand and a vivid „globalisation regime“ on the other hand. This conflicting constellation results in a developmental blockade. The hypothesis is that a third regime type, the „local alliance“, is missing and still has to be created by practices such as city marketing and city management. Only when this regime building process has advanced will new constellations of political coalitions and compromise become possible and be able to reduce governance problems of city government in the long run.
