Abstract
In this paper we study interdependencies between corporate foreign investment and the capital structure of banks. By committing to invest predominantly at home, firms can reduce the credit default risk of their lending banks. Therefore, banks can refinance loans to a larger extent through deposits thereby reducing firms’ effective financing costs. Firms thus have an incentive to allocate resources inefficiently as they then save on financing costs. We argue that imposing minimum capital adequacy for banks can eliminate this incentive by putting a lower bound on financing costs. However, the Basel II framework is shown to miss this potential.

Too old to work? The impact of age on productivity

Abstract
Due to the public debate on the raising legal re-tirement age in Germany labor market research has recently focused on an explanation of the low labor market participation rate of elders. In the economic discussion the low participation is pri-marily explained by a supposed imbalance of la-bor costs and returns for old workers. Whereas wages rise with increasing age, the individual productivity seems to fall beyond a certain age. Gerontological research supports this view, since it documents an age-driven decline of physical and certain mental abilities. The study empirically evaluates the thesis of a diminishing individual productivity at higher ages. The analysis is done on the basis of a new dataset for German firms of the manufacturing sector. Using these data the effect of the employee’s age on a firm’s productiv-ity is estimated and conclusions on the job per-formance of workers at different ages are drawn. The performed cross-section-regressions of the years 2003 and 2000 indicate an inverted u-shaped age-productivity-profile. The 25-44 year olds turn out to be the most productive, the share of the over 44 year old workers seems to dampen productivity. However the 15-24 age group makes the lowest productivity contribution. Moreover a positive effect of firm-related experience can be found. Due to elders’ higher stock of firm specific human capital this might at least partly compen-sate the unfavorable effects of aging.
From a political perspective these findings sup-port the view, that an increasing legal retirement age will not automatically lead to a remarkable extension of the labor demand for older people. In addition to legal aspects the wage schemes and the actual productivity profiles in higher age have to be linked more closely together.

Implementing an International Lender of Last Resort

Abstract
Current research discusses various general frameworks for installing an international lender of last resort (ILOLR). However, it remains unclear how the ILOLR should actually operate. This paper discusses six different options of construction of an ILOLR who supports central banks in the case of currency crises. The paper concludes that the cost efficient version of the ILOLR would be direct interventions by the IMF by the use of IMF resources and the right to dispose additional reserves from central banks. The paper considers measures of cost efficiency, such as cost of borrowing, intervention, and sterilization and moral hazard problems.

Abstract
This paper studies how capital requirements influence a bank’s mode of entry into foreign financial markets. We develop a model of an internationally operating bank that creates and allocates liquidity across countries and argue that the advantage of multinational banking over offering cross-border financial services depends on the benefit and the cost of intimacy with local markets. The benefit is that it allows to create more liquidity. The cost is that it causes inefficiencies in internal capital markets, on which a multinational bank relies to allocate liquidity across countries. Capital requirements affect this trade-off by influencing the degree of inefficiency in internal capital markets.

Abstract
The Government of the State of Brandenburg subsidised the company CargoLifter AG on the basis of the „new industrial policy“. Following this policy the government supports individually selected industries or companies. The „new industrial policy“ is supported by the strategic trade policy, which states that subsidising domestic companies in incomplete markets with declining average costs and high entry barriers can increase the welfare level of a particular region. The following article provides an analysis whether in the case of Cargo-Lifter the Government of the State of Brandenburg pursued an effective strategic trade policy. Moreover the article investigates particular problems of the strategic trade policy.

Measurement Matters — Alternative Input Price Proxies for Bank Efficiency Analyses

Abstract
Most bank efficiency studies that use stochastic frontier analysis (SFA) employ each bank’s own implicit input price when estimating efficient frontiers. But at the same time, most studies are based on cost and/or profit models that assume perfect input markets. Traditional input price proxies therefore contain at least substantial measurement error. We suggest here two alternative input market definitions to approximate exogenous input prices. We have access to Bundesbank data, which allows us to cover virtually all German universal banks between 1993 and 2003. The use of alternative input price proxies leads to mean cost efficiency that is significantly five percentage points lower compared to traditional input prices. Mean profit efficiency is hardly affected. Across models, small cooperative banks located in large western states perform best while large banks and those located in eastern states rank lowest.

Abstract
Currently the idea of introducing a Basic Income is politically debated. A Basic Income is “an income paid by a political community to all its members, without means test or consideration” (Vanderborght/Van Parijs). It would replace the existing tax and welfare schemes which guarantee the subsistence levels for all individuals. The Basic Income would prevent poverty, simplify the tax and social security system and disburden labour from the costs of social security. It would put an end to the highly problematic governmental controls concerning the ability and willingness of the unemployed to work. The main challenges of the proposal are the difficulty of funding and the danger of reduced labour incentives, problems which limit the possibility for implementing the model.

Abstract
The last reform of benefits for long-term unemployed in Germany ("Hartz IV") did not reduce costs. Moreover, the number of recipients is much higher than it was expected before. Therefore, the institutional settings might be less effective than they could be. Initially, the paper describes the institutional changes by the "Hartz IV" reform. Afterwards, these changes are evaluated with respect to their effects on the number of recipients. The evaluation is based on the results of econometric studies concerning the former social assistance. It is pointed out that the reform improved basic conditions and incentives only partly, whereas some of its elements worsened the institutional settings.

Vertical Intra-industry Trade between EU and Accession Countries

Abstract
The paper analyses vertical intra-industry trade between EU and Accession countries, and concentrates on two country-specific determinants: Differences in personal income distribution and in technology. Both determinants have a strong link to national policies and to cross-border investment flows. In contrast to most other studies, income distribution is not seen as time-invariant variable, but as changing over time. What is new is also that differences in technology are tested in comparison with cost advantages from capital/labour ratios. The study applies panel estimation techniques with GLS. Results show country-pair fixed effects to be of high relevance for explaining vertical intraindustry trade. In addition, bilateral differences in personal income distribution and their changes are positive related to vertical intra-industry trade in this special regional integration framework; hence, distributional effects of policies matter. Also, technology differences turn out to be positively correlated with vertical intra-industry trade. However, the cost variable (here: relative GDP per capita) shows no clear picture, particularly not in combination with the technology variable.

Abstract
We inquire into the possibilities to improve the stability of the firms by better managing risk. We propose to directly link risk management to rating, i.e. the ability to meet future financial obligations. Principal elements of rating methodology are discussed against the background of risk management. Next to the rating mark the risk-related requirements for equity become the central measure for risk. Firms must balance the costs of improving their rating against the gains of an improved rating. Risk management is a major driver to improve shareholder value. Risk aggregation is the dominant method that uses information from risk management and synthesizes unique measure of value.
