Abstract
This paper analyses the problem of “original sin“ (the fact that the currency of an emerging market economy usually cannot be used to borrow abroad) in a simple thirdgeneration model of currency crises. The approach differs from alternative frameworks by explicitly modeling the price setting behavior of firms if prices are sticky and the future exchange rate is uncertain. Monetary policy optimally trades off effects on price competitiveness and on debt burdens of firms. It is shown that the proposal by Eichengreen and Hausmann of creating an artificial basket currency as denominator of debt is attractive as a provision against contagion.

Abstract
Die ostdeutsche Wirtschaft ist von einem niedrigen Niveau aus in das neue Jahr gestartet. Das Schlußquartal verlief äußerst schwach, obwohl das Verarbeitende Gewerbe und selbst das Baugewerbe – sonst mitverantwortlich für Rückschläge – deutlich zulegten. Die negativen Wachstumsbeiträge kamen diesmal aus dem Dienstleistungssektor, insbesondere von Handel, Gastgewerbe und Verkehr, vor allem aber vom öffentlichen Bereich. In den ersten Monaten des neuen Jahres wurden diese Rückgänge gestoppt. Allerdings rutschte das Baugewerbe – nicht zuletzt wegen der Unbilden des verhältnismäßig lang anhaltenden Winterwetters – deutlich ins Minus. Das Verarbeitende Gewerbe zog dagegen weiter kräftig durch.

Fiscal economy potentials of a county structure reform in Saxony-Anhalt

Abstract
In view of the foreseeable demographic and finance-political developments the public house holds of Eastern Germany are under considerable strain to consolidate. This applies particularly to Saxony-Anhalt and there especially to local authorities. In 2003 the municipal expenses level (running material expenses and personnel expenses) of counties and communities in Saxony-Anhalt amounted 1,015 Euro per inhabitant and was clearly higher than the other East German states. Beyond the means of economisation through the efficient application of public funds, considerations are given to the potentials of country structure reforms. In the last legislative period, the CDU/FDP government already established the amalgamation of 24 counties to eleven new ones with the bill of 11.11.2005. The SPD - as an oppositional party at that time - submitted a proposal for an even further-reaching structural change with a concentration to five counties. This article comprises an estimation of the fiscal economisation potentials of both versions. In the first step, the (long term accessible) county expense levels of Saxony-Anhalt within the scope of the existing structure of a county is determined with the help of a Benchmarkanalysis. These results are then compared with expected expense levels of a reformed county structure which leads to the saving effect of the respective county reform. In the result of the analysis it appears that the suggestion of the SPD to the county structure reform allows to expect clearly higher saving effects than the suggestion of the former CDU/FDP government, a strong meaning of the already enforced community administrative reform is imputable.

Workplace Equipment and Workplace Gap by Gender in East and West Germany

Abstract
The paper investigates (a) the number and structure of available jobs by gender in East and West Germany, (b) the gap between the supply and demand of jobs by gender in both regions and (c) the reasons for the wider “job gap” in East Germany compared with West Germany. The paper uses data from the Regional National Accounts and the Federal Labor Office. The analysis shows no significant difference in the number of jobs per 1000 persons in working age between East and West Germany. For women, the East German economy offers more jobs. Nevertheless, the gap between labour demand and the supply of jobs is wider in East Germany. This is caused not only by problems concerning the production structure, but also by the significantly higher partizipation rate of women in the labor market. Reasons are the traditional behaviour of East German woman and – compared with West Germany – the considerably lower household income.

Abstract
Current currency crises in emerging market economies show the insufficiency of preventive measures on national, regional and international level. The task of the book is therefore to analyze systematically which conditions monetary policy has to fulfill in order to prevent currency crises. In a first step optimal, crises-preventing monetary policy is modeled. Further the chances for overcoming the limitations of national policy are discussed on the regional and international level. The main result of the descriptive, theoretical and econometric analysis is the construction of an instrument for international monetary policy: the International Lender of Last Resort.

Progressivity and Flexibility in Developing an Effective Competition Regime: Using Experiences of Poland, Ukraine, and South Africa for developing countries

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

Economies of Scope in European Railways: An Efficiency Analysis

Abstract
In the course of railway reforms in the end of the last century, national European governments, as well the EU Commission, decided to open markets and to separate railway networks from train operations. Vertically integrated railway companies – companies owning a network and providing transport services – argue that such a separation of infrastructure and operations would diminish the advantages of vertical integration and would therefore not be suitable to raise economic welfare. In this paper, we conduct a pan-European analysis to investigate the performance of European railways with a particular focus on economies of vertical integration. We test the hypothesis that integrated railways realise economies of joint production and, thus, produce railway services on a higher level of efficiency. To determine whether joint or separate production is more efficient we apply a Data Envelopment Analysis super-efficiency bootstrapping model which relates the efficiency for integrated production to a virtual reference set consisting of the separated production technology. Our findings are that in a majority of European Railway companies exist economies of scope.

Abstract
Rußland zählt zu den wenigen Ländern, die seit einer Reihe von Jahren ein kräftiges Wirtschaftswachstum verzeichnen. Dafür ausschlaggebend sind allerdings nach wie vor weniger die Wirtschaftsreformen im Land selbst als vor allem günstige außenwirtschaftliche Rahmenbedingungen, wie die Entwicklung der Nachfrage und der Preise für Öl und andere Rohstoffe auf den Weltmärkten. Seit einigen Jahren gehen auch von der Inlandsnachfrage kräftige Impulse für die Produktion aus: Der private Konsum und die Investitionen expandieren mit zweistelligen Zuwachsraten. Im Prognosezeitraum bleiben die wirtschaftlichen Aussichten insgesamt günstig. Die nach wie vor starke Abhängigkeit der russischen Wirtschaft vom Energiesektor stellt jedoch längerfristig ein Risiko für eine stabile Wirtschaftsentwicklung dar. Die Politik ist sich dessen inzwischen zwar bewußt, so hat Wirtschaftsminister Gref ein mittelfristiges Entwicklungsprogramm vorgelegt, um die Wettbewerbsfähigkeit anderer Wirtschaftszweige zu fördern und den Strukturwandel voranzutreiben. Allerdings läßt die nur zögerliche Umsetzung des Programms durch konkrete Maßnahmen bislang noch keine ernsthaften Anstrengungen in dieser Richtung erkennen.

Working time arrangement in the EU from the viewpoint of the employees: Results from the ad hoc labour market surveys

Abstract
Despite the general improvement in the EU’s labour market performance, there are still large differences between individual countries. And there are differences in some fields between the pre-enlargement EU Member States and the recently acceded Member States. One explanation for these differences may be the predominance of former socialist countries with centrally planned economies among new member states. The article deals with the results of the ad hoc labour market survey of the European Commission. One of its subjects is the flexible use of labour. The main findings are: A working week of between 35 and 40 hours, distributed more or less evenly over the five working days, is the rule for the majority of employees. Part-time work is still dominated by women. Overtime is relatively common for most of the full-time employed. When asked if they would be prepared to accept more flexible working time, the interviewees do not favour all possible types of flexibility to the same extent. The most favoured model is either lengthening or shortening the regular working day. In the former socialist countries people work longer hours and they are more flexible with respect to how far they have to travel and the hours they have to work in order to keep their job.

A Game Theoretic Analysis of the Conditions of Knowledge Transfer by New Employees in Companies

Abstract
The availability of knowledge is an essential factor for an economy in global competition. Companies realise innovations by creating and implementing new knowledge. Sources of innovative ideas are partners in the production network but also new employees coming from another company or academia. Based on a model by HECKATHORN (1996) the conditions of efficient knowledge transfer in a team are analysed. Offering knowledge to a colleague can not be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives which motivate the employees to act in favour of the company by providing their knowledge to the rest of the team and likewise to learn from colleagues. The game theoretic analysis aims at investigating how to arrange these incentives efficiently. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is a 2x2 game but is at least partly generalised on more players. The relevance of the adequate team size is shown: more developers may increase the total profit of an innovation
(before paying the involved people) but when additional wages are paid to each person a greater team decreases the remaining company profit. A further result is
that depending on the cost structure perfect knowledge transfer is not always best for the profit of the company. These formal results are consistent with empirical studies to the absorptive capacity and the working atmosphere.
