Abstract
Die Software CO2-Navigator wendet den Realoptionsansatz und den Risikomanagementprozess auf den unternehmerischen Umgang mit dem Klimawandel an. Er richtet sich in erster Linie an emissionsintensive, kleine und mittlere Unternehmen ist jedoch auch in größeren Unternehmen, die beispielsweise eine eigene „Sustainability“-Abteilung unterhalten, anwendbar. Der Wertbeitrag des Softwaretools besteht darin, dass es die Aspekte Klimastrategie, quantitative Bewertung von Klimaschutzinvestitionen sowie Emissionsrechtemanagement vereint. Es kann im Unternehmen in Bereichen strategisches Management, regulatorisches Management, Energie- und Umweltmanagement, Technologiemanagement sowie Controlling Anwendung finden. Der spezielle Wertbeitrag dieses Artikels liegt in der Verknüpfung von Klimarisikomanagement und Realoptionsansatz sowie in der Darstellung des CO2-NAVIGATORs vor dem Hintergrund seiner Entwicklung im Sinne konstruktionsorientierter Forschung.

Energy Efficient Homes in Germany: Lower Energy Requirement in the East and the South – Results of the ista-IWH-Energy-Efficiency-Index 2007

Abstract
At the latest since the oil crisis in the beginning of the 1970s, energy efficiency of homes became a widely discussed topic. In the past, it were in first line aspects of the scarcity of fossil energy sources that motivated the debate. Nowadays, climate protection is a main goal of the European energy policy. For this purpose, a new instrument was introduced in 2009. Europe-wide, the “Energy Performance Certificate” for buildings presents detailed information on the required energy for heating, warm water and (indirectly) the resulting costs for tenants. This instrument is designed to provide further information for consumers to influence their behavior in favor of energy efficient buildings.
Until now, there is only little information on spatial aspects of the energy efficiency of housing in Germany. This article presents data on the level of Germany’s NUTS2 regions. In our calculations, we include information on more than 2.6 million flats, interpolating it representatively for the total stock of multifamily buildings and considering the regional climate.
The results of the first ista-IWH-Energy-Efficiency-Index indicate large differences between regions. The required energy for housing is much lower in the eastern and southern parts of Germany, compared to the western or northern parts. Explanations can be seen in a different structure of the housing stock (e.g. age of construction, level of refurbishment). Moreover, first analyses of the market structure indicate that owner occupied flats are more efficient in energy requirement than rental flats. Vacancy rates, the duration of occupation of rented flats and the level of regional income play an additional role for the energy efficiency of the regional housing stock.

Die Vermeidung von CO2 und das EEG – eine unnötig teure Lösung – ein Kommentar

Abstract
In Deutschland existiert mit dem Erneuerbare-Energien-Gesetz (EEG) ein Instrument, das auch die Senkung von CO2-Emissionen zum Zweck hat. Die Sinnhaftigkeit dieses Gesetzes wird in jüngster Zeit in der deutschen Medienlandschaft vehement in Zweifel gezogen. Es wird bemängelt, dass die Verschmutzungsrechte, die aufgrund der mit dem EEG eingesparten CO2-Emissionen frei werden, verkauft werden können. So würden die eingesparten Emissionen in gleicher Menge an anderer Stelle entstehen. Der CO2-Zertifikatehandel wurde 2005 als Instrument der europäischen Klimapolitik eingeführt. Ziel ist es, zu erreichen, dass eine von der Politik für einen bestimmten Zeitraum vorgegebene Emissionsmenge nicht überschritten wird. Der Emissionshandel wurde deshalb gewählt, da durch dieses Instrument genau dort Emissionen eingespart werden, wo die Reduktion am kosteneffizientesten ist. Durch die sukzessive Reduktion der von der Politik erlaubten CO2-Menge soll so ein Beitrag zum Klimaschutz geleistet werden. Leider trifft die Kritik am EEG nicht immer den eigentlichen Kern. Es ist wenig zielführend, darüber zu streiten, ob die durch das EEG eingesparten Zertifikate in Deutschland oder in Polen verbraucht werden – das ist ein Effekt des Emissionshandels. Relevant hingegen ist die Frage, ob es effizient ist, durch das EEG CO2 einzusparen, oder ob dieselbe Menge CO2 preiswerter an anderer Stelle eingespart werden kann. Mit der Einführung des CO2-Zertifikatehandels hat die Politik aber anerkannt, dass der Markt am besten in der Lage ist, die Investitionsmöglichkeiten zu identifizieren, mit denen eine gewünschte Reduktionsmenge am preiswertesten realisiert werden kann. Sobald die Politik durch Anreize diesen Allokationsmechanismus stört, mindert sie die gesamtwirtschaftliche Wohlfahrt.

Abstract
Die Vereinigten Staaten von Amerika sind mit einem Anteil von rund 21% neben China (ebenfalls rund 21%) und der EU (ca. 16%) der größte CO2-Emittent der Erde. Anfang November haben die USA einen neuen Präsidenten gewählt: Barack Obama. Während des Wahlkampfs wurden zeitweilig Spekulationen laut, dass Arnold Schwarzenegger Umwelt- bzw. Energieminister werden soll, wenn Obama Präsident wird. Der Gouverneur von Kalifornien gilt als Vorreiter in Sachen Klimaschutz und nachhaltige Energiepolitik in den USA. Seine Position führte in der Vergangenheit wiederholt zu Spannungen zwischen ihm und Präsident George W. Bush. Schwarzenegger hatte mit dem ‚California Global Warming Solutions Act of 2006‘ ein Gesetz unterzeichnet, mit Hilfe dessen der Ausstoß von Treibhausgasen bis 2020 auf das Niveau von 1990 sinken soll. Im November 2008 unterzeichnete der Gouverneur eine Verordnung, die besagt, dass bis 2020 ein Drittel des Energieverbrauchs Kaliforniens aus erneuerbaren Quellen gewonnen werden soll. Zusammen mit sechs weiteren US-Staaten und vier kanadischen Provinzen will Kalifornien ab 2012 ein CO2-Emissionshandelssystem einführen.

German Economy on the Brink of Recession

Abstract
In autumn 2008, the word economy is in a downswing, caused by the commodity and energy price hike of the first half of the year, housing crises in the US and some other important countries, and in particular by the financial crisis that has recently intensified. The downswing will continue this year and for some time during 2009, and will only come to an end later next year if governments and central banks succeed in stabilizing financial markets in the coming months. In this case, lower prices of commodities and still high growth dynamics in important emerging markets countries will lead to a tentative revival of the world economy.
The German economy is on the brink of a recession. It is particularly vulnerable to a global downswing because exports of investment goods are of upmost importance for the overall economy. Because the uncertainty about the worldwide effects of the financial crisis is very high, the forecast is split. A more probable scenario is based on the assumption of a stabilizing world economy. In this scenario, the growth rate of the German economy in 2009 is 0.2%. The second scenario is based on the assumption of a worldwide recession next year and forecasts that German GDP will shrink by 0.8% in 2009.
Concerning policy, the institutes recommend a strengthening of the capital base of banks via injection of government money. This should be done in a way that gives incentives to banks for attracting additional capital from private sources.

Business Cycle Forecast, Summer 2008: Price Hikes and Financial Crisis Cloud Growth Prospects

Abstract
In the summer of 2008 the turmoil on financial markets and that on the markets for energy dim the prospects for the world economy. The acceleration of the oil price hike during the first half of the year has led to an increase in expected inflation and to higher interest rates on capital markets, while stock prices are going down. At the same time, the financial crisis is far from over, and banks in the US and in Western Europe continue in their efforts to consolidate their balance sheets. Thus, the expansion of credit supply will be scarcer in the next quarters. All this means that demand will slow in the developed economies during the next quarters. However, the massive fiscal stimulus will help the US economy to stabilize, and the world economy still benefits from the high growth dynamics in the emerging markets economies. All in all, the developed economies will not reach their potential growth rate before the second half of 2009. In Germany, the upswing comes to a temporary halt during summer of this year. Slowing foreign demand and the oil price hike induce firms to postpone investments, and private consumption, the soft spot of the upswing in Germany, is still sluggish due to high inflation rates that impair purchasing power. For the end of 2008, chances are good that growth in Germany accelerates again, because German exporters are still penetrating emerging markets as competitiveness does not diminish. All in all, the German economy will grow by 2.3% in 2008 (mainly due to the very high dynamics at the beginning of the year) and by 1.3% in 2009. A main risk of this forecast is that monetary policy fails in easing the high inflationary pressures. As to fiscal policy, efforts to reach sustainable public finances should not weaken.

Consequences of the US-subprime Crisis Dampen Economic Growth in Germany

Abstract
The crises of the housing and the financial sector in the US and the turmoil on worldwide financial markets have clouded the prospects of the world economy for this and next year. In particular, conditions for financing consumption and investment will worsen. In addition, the price hikes for energy and food entail a redistribution of purchasing power from ordinary households to the producers of these goods. As a consequence of all this, the economy in the US will be more or less stagnating this year, and world growth will slow down. Firms in the nonfinancial sector, however, are generally in good financial condition, policy in the US takes strong measures to contain the crisis, and growth dynamics in emerging markets economies appear to be robust enough to withstand the dampening effects. In Germany, the economy is, in spite of the adverse effects from abroad and in particular the strong appreciation of the euro, still in good shape. Apparently, the economy has become more robust in the past years, partly due to increased competitiveness of German producers. Still, economic expansion will slow down, with annual growth rates of 1.8% for this year and 1.4% for 2009.
For the first time the forecast of the institutes comprises a medium term projection. For this, the potential growth rate of the German Economy is estimated to be 1.6%. As to policy recommendations, the institutes advise against the establishment of minimum wages in Germany, because they fear adverse effects for employment. In this point the IWH and its partners take a different view.

Abstract
Renewable energies are largely promoted in the Federal Republic of Germany by means of political instruments by the federal government as well as by the federal states. However, the effects of promoting renewable energies on growth and employment are politically controversial. On the part of the scientists, the macroeconomic effects of the promotion of renewable energies were already analysed in different studies by various authors. At first sight, even the scientific results do not allow definite conclusions. The reasons for this may be seen in the diversity of the applied empirical methods and models with respect to their closeness and the model assumptions. Against the background of these difficulties, the aim of this paper is to discuss the general problems of macroeconomic policy analyses, to formulate methodical model requirements and to examine important existing scientific studies with respect to these requirements and to evaluate their results.

Negotiated Third Party Access - an Industrial Organisation Perspective

Abstract
In the course of the liberalization of European energy markets, the German government opted – diverging from all other European countries – for Negotiated Third-Party Access. In this article we analyze if, theoretically, this institutional regime can be superior to regulation. We review empirically whether certain aspects of the actual implementation, in particular publication of the network access charges for each network supplier, facilitated or inhibited competition. In the first place we reconsider previous research, showing that NTPA can – under certain conditions – be economically effective. Our empirical analysis shows that the duty of publishing access charges supported market transparency and imposed a regulatory threat, particularly to suppliers with significantly above-average charges. On the other hand observable price adjustments over time serve as an indicator of tacit collusion. Although the expensive suppliers cut their prices, the cheaper ones raised theirs.

An analysis of household electricity price developments in Germany since liberalization

Abstract
Despite the liberalization of energy markets in 1998, household electricity prices in 2004 are nearly the same as 1998, indicating a failure of market restructuring. However, such a general consideration is misleading for two main reasons. Firstly, the price development shows significant differences among the stages of the value chain. Secondly, the underlying cost structure might have changed from 1998 to 2004. While such effects can be expected to level out over time, they can distort the comparison of a small period of observation. For these reasons, we analyzed the different price components at a detailed level, finding a considerable price reduction of about 32% in generation and a much lower reduction of 13% in transmission and distribution tariffs. These decreases have been mostly compensated by a significant increase in taxes and subsidies (+56%).
