Spatially Concentrated Industries as Innovation Driver? – Empirical Evidence from East Germany

Abstract
A positive relation between the spatial concentration of sectors and their capacity of innovation is frequently assumed in regional science as well as in regional development policy. Therefore, with the support of sectoral agglomeration, effects on the regional technological performance are expected. However, previous empirical work is inconsistent in supporting this interdependency.
This study aims to examine the effects of sectoral agglomeration on innovative activities in East-German regions. For this purpose, spatially concentrated industries are identified and included in the estimation of regional ‘knowledge-production-functions’. Contrary to expectations, the spatial concentration seems to inhibit the amount of patent-activities of the sector in the specific region. In contrast, positive effects are generated from research facilities. Moreover, we find evidence for intersectoral spillovers.
The results show that for innovative activities, urbanization effects have a higher relevance as localization effects. So far, spatially concentrated industries are not an innovation driver in East Germany.

Evaluating the German (New Keynesian) Phillips Curve

Abstract
This paper evaluates the New Keynesian Phillips Curve (NKPC) and its hybrid
variant within a limited information framework for Germany. The main interest rests on the average frequency of price re-optimization of firms. We use the labor income share as the driving variable and consider a source of real rigidity by allowing for a fixed firm-specific capital stock. A GMM estimation strategy is employed as well as an identification robust method that is based upon the Anderson-Rubin statistic. We find out that the German Phillips Curve is purely forward looking. Moreover, our point estimates are consistent with the view that firms re-optimize prices every two to three quarters. While these estimates seem plausible from an economic point of view, the uncertainties around these estimates are very large and also consistent with perfect nominal price rigidity where firms never re-optimize prices. This analysis also offers some explanations why previous results for the German NKPC based on GMM differ considerably. First, standard GMM results are very sensitive to the way how orthogonality conditions are formulated. Additionally, model misspecifications may be left undetected by conventional J tests. Taken together, this analysis points out
the need for identification robust methods to get reliable estimates for the NKPC.

Abstract
This paper describes the IWH macroeconometric model, a quarterly structural model for the German Economy. It focuses on the specification and estimation on supply-side aspects of the model. This approach guarantees a theoretical derived long-run model equilibrium. It combines short-run forecasting requirements with a long-run theoretical foundation. For some macroeconomic aggregates short- and long-run effects of supply- and demand shocks are illustrated. Additionally, effects of external shocks are investigated through model simulations to illustrate aggregate model characteristics.

Abstract
Growth in advanced economies is essentially driven by innovation activities. The question rises from a demographic point of view as to whether the trend of an ageing workforce will affect the innovation capacities of these economies. To answer this question, the paper examines on the basis of a German linked-employer-employee-dataset whether an older workforce lowers a firm’s potential to generate product innovations. The empirical approach is based on an Ordered-logit regression model, relating a firm’s innovation potential to the age composition of its employees. The analysis provides evidence of significant age effects. The estimated age-innovation-profile follows an inverted U-shaped pattern, it peaks at the age of about 40 years. A separate estimation shows that technicians and engineers age seems to be particularly relevant.

A note on GMM-estimation of probit models with endogenous regressors

Abstract
Dagenais (1999) and Lucchetti (2002) have demonstrated that the naive GMM estimator of Grogger (1990) for the probit model with an endogenous regressor is not consistent. This paper completes their discussion by explaining the reason for the inconsistency and presenting a natural solution. Furthermore, the resulting GMM estimator is analyzed in a Monte-Carlo simulation and compared with alternative estimators.

Abstract
Modeling the price risk of CO2 certificates is one important aspect of integral corporate risk management related to emissions trading. The paper presents a risk model which may be the basis for evaluating the risk of emission certificate prices. We assume that the certificate price is determined by the expected marginal CO2 abatement costs prevailing at the current trade period and stochastically fluctuates around the respective level as returned from the mean reversion process. Due to uncertainties about future environmental states we suppose that within one trade period, erratic changes in the expected marginal abatement costs may occur leading to shifts in the price level. The aim of the work is to model the erratic changes of the expected reversion level and to estimate the parameters of the mean reversion process.

Capital Stock Approximation using Firm Level Panel Data: A Modified Perpetual Inventory Approach

Abstract
Many recent studies exploring conditional factor demand or factor substitution issues use firm level panel data. A considerable number of establishment panels contains no direct information on the capital input, necessary for production or cost function estimation. Incorrect measurement of capital leads to biased estimates and casts doubt on any inference on output elasticities or input substitution properties. The perpetual inventory approach, commonly used for long panels, is a method that attenuates these problems. In this paper a modified perpetual inventory approach is proposed. This method provides more reliable measures for capital input when short firm panels are used and no direct information on capital input is available. The empirical results based on a replication study of Addison et al. (2006) support the conclusion that modified perpetual inventory is superior to previous attempts in particular when fixed effects estimation techniques are used. The method thus makes a considerable number of recently established firm panels accessible to more sophisticated production function or factor demand analyses.

Consequences of the US-subprime Crisis Dampen Economic Growth in Germany

Abstract
The crises of the housing and the financial sector in the US and the turmoil on worldwide financial markets have clouded the prospects of the world economy for this and next year. In particular, conditions for financing consumption and investment will worsen. In addition, the price hikes for energy and food entail a redistribution of purchasing power from ordinary households to the producers of these goods. As a consequence of all this, the economy in the US will be more or less stagnating this year, and world growth will slow down. Firms in the nonfinancial sector, however, are generally in good financial condition, policy in the US takes strong measures to contain the crisis, and growth dynamics in emerging markets economies appear to be robust enough to withstand the dampening effects. In Germany, the economy is, in spite of the adverse effects from abroad and in particular the strong appreciation of the euro, still in good shape. Apparently, the economy has become more robust in the past years, partly due to increased competitiveness of German producers. Still, economic expansion will slow down, with annual growth rates of 1.8% for this year and 1.4% for 2009.
For the first time the forecast of the institutes comprises a medium term projection. For this, the potential growth rate of the German Economy is estimated to be 1.6%. As to policy recommendations, the institutes advise against the establishment of minimum wages in Germany, because they fear adverse effects for employment. In this point the IWH and its partners take a different view.

Does Temporary Employment Affect the Work-related Training of Low-skilled Employees?

Abstract
Using the German Mikrozensus 2004, this paper analyses the effect of temporary contracts on work-related training for low-skilled workers. To take systematic differences between temporary and permanent employees into account, we estimate a bivariate probit model for whether fixed-term employment affects participation in work-related training. We conclude that holding a temporary contract does not have systematic disadvantages in access to further training.

The Transition to Post-industrial BMI Values Among US Children

Abstract
In our opinion, the trend in the BMI values of US children has not been estimated accurately. We use five models to estimate the BMI trends of non-Hispanic US-born black and white children and adolescents ages 2-19 born 1941-2006 on the basis of all NHES and NHANES data sets. We also use some historical BMI values for comparison. The increase in BMIZ values during the period considered was on average 1.3σ (95% CI: 1.16σ; 1.44σ) among black girls, 0.8σ for black boys, 0.7σ for white boys, and 0.6σ for white girls. This translates into an increase in BMI values of some 5.6, 3.3, 2.4, and 1.5 units respectively. While the increase in BMI values started among the birth cohorts of the 1940s among black females, the rate of increase tended to accelerate among all four groups born in the mid-1950s to early-1960s with the contemporaneous spread of TV viewing. The rate of increase levelled off somewhat thereafter. There is some indication that among black boys and white girls born after c. 1990 adiposity has remained unchanged or perhaps even declined. The affects of the IT revolution of the last two decades of the century is less evident. Some regional evidence leads to the speculation that the spread of automobiles and radios affected the BMI values of boys already in the interwar period. We infer that the incremental weight increases are associated with the labor-saving technological developments of the 20th century which brought about many faceted cultural and nutritional revolutions.
