Abstract
The Joint Task “For the Improvement of the Regional Economic Structure” is one of the most important instruments for the “Reconstruction East”. Herein the federal states have an extensive flexibility to define their own kind of industrial policy. Due to their structural deficits this paper is focused on the federal states in East-Germany. A decrease in the budget constrains the governments to improve efficiency of subsidies. However, there is one way to solve this problem: change unselective government aid to regional as well as sectoral government aid. This paper shows that there is no federal state, which has applied this kind of policy forcefully.

Abstract
Until 2003, public savings in the art sector have been immense. But lately there has been a tendency of increasing public expenditures in this field. Nevertheless one has to ask if these allowances are required to sustain artistic and cultural life.
If, however, art cannot be financed by the contributions of their consumers, the question arises whether and to which extend the government should pay for it. In spring 2007, we realized a survey in cooperation with the “neue theater“ in Halle and the “Anhaltisches Theater Dessau“. Among other subjects, we asked the audience to evaluate the current ticket prices. As a result, we analyzed how these theatres could adjust their ticket prices in order to reduce the need of public subsidies. The conclusion of this survey is that the visitors are reacting rather weakly to moderate price increases. So it can be stated that the theatres could in fact boost their revenues by appropriately raising their ticket prices. Unfortunately, the resulting extra revenue is not sufficient to finance the performing arts without the help of public subsidies.
Finally, an additional argument for subsidizing art is that not only the customers benefit from it, but also the society as a whole because of so-called positive external effects.

Abstract
This paper shows how the state of Brandenburg has subsidized large investments. The Focus of this papers is the case of the CargoLifter AG. The government intended to prevent in the mid 90's the total break-down of the economy in the state of Brandenburg, which is particularly affected by structural changes. This kind of policy is highly controversial casing lengthy discussions. After raising approximately 220 millions of Euro in the capital market and receiving nearly 50 million Euros from the state of Brandenburg the CargoLifter AG run into financial difficulties. The Government subsidized the CargoLifter AG as part of the “Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur - (GA)“. There were arguments to subsidize the CargoLifter AG. This paper analyzes the project management of the company as well as the subsidization with the “Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur - (GA)“of the state of Brandenburg in terms of their contribution to the insolvency of the CargoLifter AG.

Housing Vacancies in East German Cities: A Problem not only for Housing Policy

Abstract
In numerous East German cities extreme imbalances in the housing
market have developed with the consequence of extensive housing vacancies. Primarily inner city housing units constructed in the late 19th and early 20th century and housing units constructed within the period of the socialist regime are concerned. The causes for these imbalances can be found in decisions of socialist urban planning, in demographic
factors, in oversized federal promotion of new housing construction after the German unification, and in income increases of private households. The commission “Structural Change in the Housing Economy of the New Länder“, installed by the federal government, has examined this problem and submitted preliminary political recommendations on the federal level in order to reduce the housing market imbalances. The commission recommends federal subsidies for tearing off vacant housing units within a period of ten years. A measure like this raises the question how the risk can be handled that too many flats are torn down. In addition, the commission recommends to double the subsidies for households acquiring already existing flats for own use and to halve the subsidies for households investing in newly built owner-occupied housing in East Germany. These incentives to acquire existing housing units might prove too weak because of the strong preferences of East German households to live in single-family houses. Measures on the federal level can support but cannot replace necessary concrete planning and solution strategies in the vacancy-plagued cities “in situ“.
