Abstract
Employee participation via works councils is at the heart of the industrial relations in Germany. Despite considerable research, there is still no consensus on the effect works councils exert on establishment productivity. I estimate the statistical relationship between works council existence and establishment productivity using the most recent information from the IAB establishment panel and find that works council existence is related with a nine percent higher productivity. Based on the results of earlier studies, it is argued that the productivity effect of works councils exceeds the estimated statistical relationship.

Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen haben ihre Geschäfte im April 2011 sowohl gegenüber der vorangegangenen Befragung im Februar als auch gegenüber Vorjahresfrist besser beurteilt. Das gilt für die aktuell abgelaufenen wie auch für die in Aussicht stehenden Baugeschäfte. Die zuletzt gemeldete gute Baukonjunktur bleibt somit intakt, auch wenn die Bauunternehmen unter Ausschluss der üblichen Saisonfaktoren die Geschäftslage scheinbar etwas weniger gut bewerten.

Abstract
Die Berichterstattung über die Anstrengungen zur Reduktion von Treibhausgasen konzentriert sich seit längerem auf die CO2-Emissionen aus der Energieerzeugung und dem Verkehr. Dabei muss durchaus nicht immer nur an den „ganz großen Rädern“ gedreht werden; eine Fülle von Detailverbesserungen summiert sich ebenfalls. Zudem existieren neben Kohlendioxid noch andere Verbindungen, die ein wesentlich höheres Treibhausgaspotenzial besitzen als CO2 selbst. Dazu zählen etwa Methan und Lachgas. Dabei besitzt Lachgas nach den Angaben des Weltklimarats nicht nur ein um den Faktor 298 stärkeres Treibhausgaspotenzial als CO2, sondern greift auch indirekt die Ozonschicht an. Derzeit (Stand: 2009) beträgt der Anteil der Lachgasemission 7,3% an der gesamten Treibhausgas-Freisetzung Deutschlands, wobei die Landwirtschaft hier als großer Emittent zu werten ist.

Abstract
Aus Sicht der systemischen Innovationstheorie gehören Wissenschaft und Wirtschaft eng zusammen, und auch die Wirtschaftspolitik setzt auf die Kooperation zwischen beiden Seiten. Wo die Grenzen des Zusammenrückens liegen, ist jedoch Gegenstand zahlreicher Diskussionen. Was dabei häufig übersehen wird, ist, dass die Verbindungen zwischen Wissenschaft und Wirtschaft kein neues Phänomen sind. Beispielsweise ist die Geschichte der Chemie als wissenschaftliche Disziplin eng mit der Entstehung und Entwicklung der Chemischen Industrie verknüpft. Umgekehrt ist die Entstehung einiger großer Industriebetriebe wie zum Beispiel Siemens der wissenschaftlichen Neugierde einzelner Erfinderpersönlichkeiten geschuldet, die ihre Erkenntnisse auch unternehmerisch nutzen wollten und den Grundstein für industrielle Forschungslabore legten.

Abstract
This study analyses patenting activities by public research organizations (PROs) in the Free State of Saxony in the period 2002-2007 in order to shed some light on the strategies of PROs for industrial exploitation of scientific research results as well as on PROs-industry interaction. The analysis is based on published patent applications at the German Patent and Trademark Office (DPMA) in the period 2002-2007. The study shows that in the period of analysis (2002-2007) the number of patent applications by PROs in Saxony has risen almost continuously. Institutes of the Fraunhofer-Gesellschaft and the Technical University of Dresden have played a major role in this development. The results for PROs in Saxony are compared with patenting by PROs located in the states of Thuringia, Lower Saxony and North Rhine-Westphalia. Overall, the comparative analysis shows positive results for the industrial exploitation of scientific research results by PROs in Saxony. In what concerns the networking of PROs with private companies through co-patenting, there are no significant differences between the PROs of the four states considered. The results suggest that PROs in Saxony could further improve their performance in PROs-industry interaction. These results should however be interpreted with caution since the underlying patent statistics (co-patenting) do not capture all forms of PROs-industry interaction for the industrial exploitation of research results.

Abstract
The present paper compares expected inflation to (econometric) inflation forecasts based on a number of forecasting techniques from the literature using a panel of ten industrialized countries during the period of 1988 to 2007. To capture expected inflation, we develop a recursive filtering algorithm which extracts unexpected inflation from real interest rate data, even in the presence of diverse risks and a potential Mundell-Tobin-effect.
The extracted unexpected inflation is compared to the forecasting errors of ten
econometric forecasts. Beside the standard AR(p) and ARMA(1,1) models, which
are known to perform best on average, we also employ several Phillips curve based approaches, VAR, dynamic factor models and two simple model avering approaches.

Abstract
Die Geschäftsaktivitäten im Verarbeitenden Gewerbe Ostdeutschlands bewegen sich weiter auf hohem Niveau. Darauf verweisen die Ergebnisse der IWH-Industrieumfrage vom März unter knapp 300 Unternehmen. Gegenüber der Umfrage vom Januar hat sich die aktuelle Geschäftslage um fünf Saldenpunkte verbessert, und die Beurteilung der Geschäftsaussichten ist seit Jahresbeginn nahezu unverändert geblieben.

Staying, Dropping, or Switching: The Impacts of Bank Mergers on Small Firms

Abstract
Assessing the impacts of bank mergers on small firms requires separating borrowers with single versus multiple banking relationships and distinguishing the three alternatives of “staying,” “dropping,” and “switching” of relationships. Single-relationship borrowers who “switch” to another bank following a merger will be less harmed than those whose relationship is “dropped” and not replaced. Using Belgian data, we find that single-relationship borrowers of target banks are more likely than other borrowers to be dropped. We track postmerger performance and show that many dropped target-bank borrowers are harmed by the merger. Multiple-relationship borrowers are less harmed, as they can better hedge against relationship discontinuations.
