Abstract
The impact of environmental regulation on technology diffusion and innovations is studied using a unique data set of German residential buildings. We analyze how energy effi ciency regulations, in terms of minimum standards, affects energy-use in newly constructed buildings and how it induces innovation in the residential-building industry. The data used consists of a large sample of German apartment houses built between 1950 and 2005. Based on this information, we determine their real energy requirements from energy performance certificates and energy billing information. We develop a new measure for regulation intensity and apply a panel-error-correction regression model to energy requirements of low and high quality housing. Our findings suggest that regulation significantly impacts technology adoption in low quality housing. This, in turn, induces improvements in the high quality segment where innovators respond to market signals.

MNEs and Regional R&D Co-operation: Evidence from Post-Transition Economies

Abstract
The aim of this paper is to contribute to the literature by investigating the determinants of R&D co-operation between MNEs’ foreign subsidiaries and enterprises in the region of location, thereby leading to a better understanding which firm- and region-specific factors influence this co-operation behavior. Applying a logit model, this paper investigates which firm- and region-specific determinants influence technological cooperation between foreign subsidiaries and suppliers, customers, and research institutions in the region of location. Results suggest that especially the foreign subsidiary’s mandate in terms of R&D, its internal technological embeddedness, its technological capability but also the regional knowledge stock are positively associated with these co-operations. The analysis focuses on post-transition economies, using the example of five selected CEE countries and East Germany. We exploit a unique dataset - the IWH FDI Micro database - which holds information on 1,245 foreign subsidiaries in this region.

IT Use, Productivity, and Market Power in Banking

Abstract
Information management is a core process in banking that can resolve information asymmetries and thereby help to mitigate competitive pressure. We test if the use of information technology (IT) contributes to bank output, and how IT-augmented bank productivity relates to differences in market power. Detailed bank-level information on the use of IT reveals a substantial upward bias in bank productivity estimates when ignoring banks’ IT expenditures. IT-augmented bank productivity correlates positively with Lerner markups. A mere increase in IT expenditures, however, reduces markups. Results hold across a range of bank output definitions and productivity estimation methods.

Cluster Policies in the Federal States of Bavaria and Thuringia: Discrepancies between Practice and Theory

Abstract
The contribution analyzes cluster policies pursued in the Federal States of Bavaria and Thuringia. The investigation is based on the exploration of government documents. In both countries cluster policy is target at strengthening competitiveness. The documents explored do not reveal an economic justification for cluster policy in the sense of eliminating market failures, e. g. externalities, information asymmetries and coordination failures. Therefore, it is unclear whether the support schemes under consideration really tie in with factors that hamper cluster evolution. Policies in both states support state-wider clusters and networks. The state-wide focus, however, might undervalue advantages of spatial proximity. As another critical point the ex-ante selection of industries or technologies eligible under cluster policy can be regarded. Despite readiness of considering new technologies etc., public administration generally suffers from a lack of information about the future development perspectives of industries and technologies. A way to mitigate the limited capability of public administration in terms of forecasting might be favoring economic support based on competition for the best concepts/projects instead of focusing on certain industries. Several support schemes offered by the Federal government in Germany are already competition-based. In Thuringia cluster policy is strongly motivated by several structural shortcomings, e. g. by the fragmented firm landscape mainly consisting of small units. Therefore, beyond cluster policy, the necessity will remain to abolish directly the structural shortcomings mentioned, especially by providing an economic environment that enhances firm growth.

Rules versus Discretion in Loan Rate Setting

Abstract
Loan rates for seemingly identical borrowers often exhibit substantial dispersion. This paper investigates the determinants of the dispersion in interest rates on loans granted by banks to small and medium sized enterprises. We associate this dispersion with the loan officers’ use of “discretion” in the loan rate setting process. We find that “discretion” is most important if: (i) loans are small and unsecured; (ii) firms are small and opaque; (iii) the firm operates in a large and highly concentrated banking market; and (iv) the firm is distantly located from the lender. Consistent with the proliferation of information-technologies in the banking industry, we find a decreasing role for “discretion” over time in the provision of small credits to opaque firms. While widely used in the pricing of loans, “discretion” plays only a minor role in the decisions to grant loans.

ICT Adoption and Heterogeneity in Production Technologies: Evidence for Chilean Retailers

Abstract
The adoption of information and communication technology (ICT) can have far-reaching effects on the nature of production technologies. Because ICT adoption is incomplete, especially in developing countries, different groups of firms will have different production technologies. We estimate a latent class stochastic frontier model, which allows us to test for the existence of multiple production technologies across firms and consider the associated implications for efficiency measures. We use a unique data set of Chilean retailers, which includes detailed information on ICT adoption. We find three distinct production technologies. The probability of membership in a more productive group is positively related to ICT use.

What Drives FDI in Central-eastern Europe? Evidence from the IWH-FDI-Micro Database

Abstract
The focus of this paper is on the match between strategic motives of foreign investments into Central-Eastern Europe and locational advantages offered by these countries. Our analysis makes use of the IWH-FDI-Micro Database, a unique dataset that contains information from 2009 about the determinants of locational factors, technological activity of the subsidiaries, and the potentials for knowledge spillovers in the Czech Republic, Hungary, Poland, Romania, and Slovakia. The analysis suggests that investors in these countries are mainly interested in low (unit) labour costs coupled with a well-trained and educated workforce and an expanding market with the high growth rates in the purchasing power of potential buyers. It also suggests that the financial crisis reduced the attractiveness of the region as a source for localised knowledge and technology. There appears to be a match between investors’ expectations and the quantitative supply of unqualified labour, not however for the supply of medium qualified workers. But the analysis suggests that it is not technology-seeking investments that are particularly content with the capabilities of their host economies in terms of technological cooperation. Finally, technological cooperation within the local host economy is assessed more favourably with domestic firms than with local scientific institutions – an important message for domestic economic policy.

An Introduction to the IWH FDI Micro Database

Abstract
The paper introduces to the IWH FDI micro database. It describes the conceptual ideas of the micro data collection and how the database distinguishes from other existing micro data on foreign investors. Since 2007, the IWH FDI micro database has been collecting firm level information on general business indicators, technological activities and information on governance structures within the enterprise. The data collection takes place at the foreign subsidiaries of multinational firms in East Germany and selected East European countries. The paper outlines which research gaps could already be addressed by use of the database and closes with an outlook on future research potential.

Abstract
This study presents empirical insight into willingness to pay (WTP) for microgeneration technologies and the relative influence of subjective consumer perceptions. First, we apply a double-bounded-contingent valuation method to elicit Irish home owners’ willingness to pay for micro wind turbines, wood pellet boilers, solar panels and solar water heaters. Utilizing findings from the adoption of innovation literature, in a second step, we assess the influence of different antecedents on WTP for each of the four technologies, including (1) home owners’ perception of product characteristics, (2) normative influences, and (3) socio demographic characteristics. Our results show that WTP varies significantly between the four technologies. More importantly, however, home owners’ hold different beliefs about the respective technologies, which significantly influence their WTP. The results provide valuable information for marketers and policy makers, aiming to promote microgeneration technologies more effectively in consumer markets.
