Konjunkturberichterstattung für das Land Sachsen-Anhalt: Internationale Finanz- und Konjunkturkrise zieht erste Spuren in der Realwirtschaft Sachsen-Anhalts
Während in Deutschland insgesamt die gesamtwirtschaftliche Produktion in den Monaten Juli bis September gegenüber dem zweiten Quartal gesunken ist, hat sie in Sachsen-Anhalt noch einmal, wenn auch geringfügig, zugenommen. Nach Berechnungen des Instituts für Wirtschaftsforschung Halle übertraf das Bruttoinlandsprodukt seinen Stand vor Jahresfrist mit 2,7% kräftig. Der prozentuale Zuwachs lag damit im dritten Quartal doppelt so hoch wie im gesamtdeutschen Durchschnitt.
In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Universities can be conceived as actors in regional innovative systems with the functions to make available new knowledge for a region, to contribute to the human capital formation by teaching, and to the extension of the knowledge by research. These functions are in particular important concerning the adaptation of new technologies, e.g. photovoltaics. 89 German universities – amongst them 65 universities of applied sciences – meanwhile offer 171 full-time study courses with a degree oriented to photovoltaics. Each federal state has at least one university location offering such degrees. A certain spatial concentration of courses can be shown for Saxony, for the Ruhr Area and for the Rhine Main Region. Almost 90% of the degrees are offered by faculties of engineering. 43% of the universities with degrees in photovoltaics have successfully applied for research grants from the photovoltaics research programs of the federal government. These numbers show a spatial concentration of research in the South whereas the photovoltaics industry is concentrated in the East of Germany. This distribution indicates that the research opportunities tied to the photovoltaics industry are not in the Eastern part of Germany. Further research will have to pay more attention to the role of research institutes.

Abstract
Anlass dieser Festschrift ist der 65. Geburtstag Professor Dr. Udo Ludwigs, Leiter der makroökonomischen Abteilung am Institut für Wirtschaftsforschung Halle. Professor Ludwigs Arbeit konzentrierte sich in dieser Zeit auf zwei Themenschwerpunkte: auf den Prozess der Transformation der ostdeutschen Wirtschaft und ihr Hineinwachsen in eine neue Rolle im gesamtdeutschen und europäischen Wirtschaftsraum sowie auf die Analyse des Konjunkturzyklus in Deutschland und dessen Einbettung in den gesamtwirtschaftlichen Wachstumsprozess. Seine wissenschaftliche Neigung gehört den makroökonomischen Analysen, den auf ihnen aufbauenden Prognosen und der mit beiden verknüpften evidenzbasierten wirtschaftspolitischen Beratung. Mit dieser Festschrift bedanken sich Mitarbeiter ebenso wie Autoren, langjährige Gesprächspartner und die wissenschaftlichen Weggefährten Professor Ludwigs am IWH oder im Rahmen der Gemeinschaftsdiagnosen für die Bundesregierung, bei der er das Institut vertritt.
Der Band ist ein Dreiklang aus Reflexionen über makroökonomische Analyse, Prognostik sowie wirtschaftspolitische Beratung und streift dabei die theoretische Ökonometrie ebenso wie gesellschaftspolitische Fragen. Alle Beiträge haben Aspekte der mittelfristigen Wirtschaftsentwicklung in Ostdeutschland, Probleme der Konjunkturanalyse und -prognose oder die Natur von Politikberatung zum Gegenstand.

Getting out of the ivory tower – New perspectives on the entrepreneurial university

Abstract
Based on theoretical considerations about the ‘third mission’ of
universities and the discussion of different types of university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct
mechanisms to support the transfer of technology from academia to industry
as well as indirect mechanisms in support of new business activities via
entrepreneurship education. While existing literature usually deals with one or
another linking mechanism separately, our central hypothesis is that direct and
indirect mechanisms should be interrelated and mutually complementary. We
emphasise the importance of a more holistic view of the entrepreneurial university
and empirically investigate the scope and interrelatedness of direct technology
transfer mechanisms and indirect mechanisms, such as entrepreneurship education
at German universities. We find a variety of activities in both fields and most
universities’ technology transfer facilities and the providers of entrepreneurship
education co-operate in support of innovative start-ups.

Migration Potential of East German Regions

Abstract
The study analyses the attractiveness of East German regions as destination for inter-regional movements. We found remarkable migration flows towards East Germany even from the Western part. Urban centres particularly benefit from substantial migration inflows. But also some peripheral regions are able to attract considerable in-migration if they provide superior natural beauty and/or cultural institutions.

Economic Effects of the Halle Institute for Economic Research

Abstract
The most important approach to assess the scholarly performance of an institute is to evaluate its academic output. Economic research institutes such as the Halle Institute for Economic Research (IWH) furthermore are targeted at providing policy advice to public authorities. This adds an additional criterion, the ability to impact policy discussions in Germany and beyond.
A rarely discussed issue is the effect of an institute on the local economy. The IWH is located in a region of East Germany that is still catching up economically. Transformation problems are still very visible. In such an economic environment, the expenditures of an institute play an important role in stabilizing local demand. The analysis shows, by using input-output-methods, that the most important factor for the local economy is the demand stemming from wages earned by the employees of the institute. Especially the local area, where most of the staff lives, heavily benefits from this effect. Expenditures of about 4.6 million Euros which include the salaries of the staff of about 70 persons generates sufficient demand in the area to guarantee employment for another 35 persons. In addition, as crowding out of activities by additional demand is presently not an issue in East Germany, the taxes generated account for a considerable part of the budget.

Leipzigs Weg zur Wirtschaftsmetropole neu bestimmen
Die Industrie- und Handelskammer (IHK) zu Leipzig hat gemeinsam mit der Handwerkskammer zu Leipzig den Vertretern des Stadtrates und der Stadtverwaltung die Ergebnisse einer erstmals durchgeführten Studie zur wirtschaftlichen Entwicklung der Stadt Leipzig von Beginn der 1990er Jahre bis 2020 vorgestellt. Das Institut für Wirtschaftsforschung Halle (IWH) hat die Studie im Auftrag der Leipziger IHK erarbeitet. Die Studie identifiziert die Stärken und Schwächen des Wirtschaftsstandortes Leipzig und zeigt Handlungsstrategien auf, mit denen sich die wirtschaftliche Situation in Leipzig zukünftig weiterhin günstig gestalten lässt.

Abstract
In autumn 2008, the word economy is in a downswing, caused by the commodity and energy price hike of the first half of the year, housing crises in the US and some other important countries, and in particular by the financial crisis that has recently intensified. The downswing will continue this year and for some time during 2009, and will only come to an end later next year if governments and central banks succeed in stabilizing financial markets in the coming months. In this case, lower prices of commodities and still high growth dynamics in important emerging markets countries will lead to a tentative revival of the world economy.
The German economy is on the brink of a recession. It is particularly vulnerable to a global downswing because exports of investment goods are of upmost importance for the overall economy. Because the uncertainty about the worldwide effects of the financial crisis is very high, the forecast is split. A more probable scenario is based on the assumption of a stabilizing world economy. In this scenario, the growth rate of the German economy in 2009 is 0.2%. The second scenario is based on the assumption of a worldwide recession next year and forecasts that German GDP will shrink by 0.8% in 2009.
Concerning policy, the institutes recommend a strengthening of the capital base of banks via injection of government money. This should be done in a way that gives incentives to banks for attracting additional capital from private sources.
