Abstract
The article describes the modified labour-market statement as produced by The Halle Institute for Economic Research (IWH) on the example of East Germany. There are included different new measures of labour-market policy which allow to reflect the extent of underemployment (including job creation measures) more completely and transparentely as before.

Abstract
The evaluation on job creation programs shows a longer unemployment duration of treatment than the non-treatment. In a case study we calculate the additional public cost of the treatment and the subsequent demand of treatment compared with the outcome in a non-treated situation. Additionally we are looking on the break even.

Abstract
This paper evaluates job creation schemes and further training in East Germany for the period 1990-1998. We identify the causal effect of the treatment-on-the-treated by a two-step procedure: First, we apply the matching technique based on estimated propensity scores. Secondly, we use the Difference-in-Differences estimator. Hereby, we take especially consideration on Ashenfelter s Dip, which characterize a significant decrease in the participants employment shortly before the start of a program. This can be assumed to be related to the anticipation of the participation.
