Abstract
The trend of cities, serving as a location for universities and research institutes, to take into consideration new strategies utilizing this location factor for growth-oriented urban development can also be observed in Germany. An overview of the quantitative preconditions shows that many German cities dispose of favorite preconditions for such a knowledge city strategy. An analysis of the policy arena comes to the result that the political actors are confronted with the task of a complex multi-level-policy where networking skills become essential. A comparison with the policy conditions in the U.S. makes it quite clear that especially the German universities have the status of semi-autonomous actors complicating negotiating and coordinating activities between city and science representatives. First examples of deregulation show that these hurdles can be overcome in the future.

Does too much Transparency of Central Banks Prevent Agents from Using their Private Information Efficiently?

Abstract
This paper analyses in a simple global games framework welfare effects of different communication strategies of a central bank: it can either publish no more than its overall assessment of the economy or be more transparent, giving detailed reasons for this assessment. The latter strategy is shown to be superior because it enables agents to use private information and to be less dependent on common knowledge. This result holds true even if the strategies of agents are strategic complements, for which case it has been argued that too much transparency might induce agents to neglect their private knowledge.

Abstract
Based on theoretical considerations about the “third mission” of universities and the discussion of the nature of different university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct ways to transfer technology from academia to industry as well as indirect connections to industry via entrepreneurship education and training. While existing literature usually deals with one or another linking mechanism separately, our central hypothesises is that direct and indirect mechanisms should be interrelated and mutually complementary. We emphasize the importance of a more holistic view and empirically investigate the scope and interrelatedness of entrepreneurship education and direct technology transfer mechanisms at German universities. We find a variety of activities in both fields and evidence for an identification of HEI with the mission of knowledge commercialisation. Furthermore, it shows that the HEIs’ technology transfer facilities and the entrepreneurship education providers co-operate in support of the creation of spin-offs and innovative start-ups.

Optimizing knowledge transfer by new employees in companies

Abstract
Companies realize innovations by creating and implementing new knowledge. One possible source of innovative ideas are new employees. Based on an existing game-theoretic model the conditions of efficient knowledge transfer in a team are analyzed. Offering knowledge to a colleague cannot be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives, which motivate the employees to act in favor of the company. The aim of this paper is to show what influences the propensity of the employees to engage in knowledge transfer and how the management can design the incentive structure for optimal transfer. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is at least partly generalized on more players. The relevance of the adequate team size is shown: too few or too many developers decrease the remaining company profit. A further result is that depending on the cost structure, perfect knowledge transfer is not always best for the profit of the company.

Abstract
Standards are an important part of the codified knowledge of a society. In contrast to industry standards, formal standards are created in a consensus-based procedure open to all interested parties. Only if an economic interest for application exists will formal standards be produced. Interested parties have to shoulder participation costs themselves, which enforces economic interest. Up to a certain extent, governments also trigger and finance formal standardisation processes through the new approach, which creates a framework that is filled by private activity. Standards stand at the end of intellectual property rights if the totality of the value chain of knowledge production is looked at. One important aspect is their accessibility and the inclusion of all necessary intellectual property rights, especially patents, at reasonable prices. Conversely, consortia may exclude groups from the use of their standards. By preventing the licensing of those patents included in a standard, they can effectively block market entry. Thus, “successful” standards often face antitrust problems. Formal standards reduce costs of production through economies of scale, economies of scope and network-economies. Goods and processes that are standardized signal quality, the inclusion of high technological standards and permanent presence in the markets, which again accelerates market dissemination. Firms face a dilemma: On the one hand, the penetration of a markets with industry standards offers potentials for high profits; on the other hand, this has to be balanced against the risk of failure, especially if clients are hesitant because they do not know which standard will be successful in the end. Formal standards create and stabilize trust markets. This is especially true in the area of globalisation. Europe, which has to face an enormous competition in the international knowledge economy, needs an institutionally efficient approach to formal standardisation. This contribution addresses future problems of the European standardisation that have been developed within the framework of a working group of the European Standardisation Organisation called Future Landscape of European Standardisation (FLES).

Ten years of entrepreneurship education in Germany: a positive interim result

Abstract
Innovative business start-ups are an essential component and an expression of dynamic economic development. Nevertheless, start-ups do not emerge in a vacuum but require an appropriate institutional framework. Therefore, the topic of entrepreneurial education attracts gradually more interest of German universities since the 1990s. In 1997, the first professorship for this subject was announced and the number of respective chairs is rising ever since. The present article draws a balance by asking: To what extend and with which contents entrepreneurship education is currently offered at colleges and universities? What are the contents of teaching and what teaching manuals are dominant? To what extend are universities endowed with an infrastructure for commercializing knowledge complementary to their education? Are professorships and technology transfer centers of universities cooperatively aligned? These and further questions about the entrepreneurial education as part of academic technology transfer will be addressed in this article. Overall, a positive development regarding the range of teaching as well as the embedding in the overarching theme of technology transfer is recognizable. However, further efforts appear to be required, so that the in principle positive assessments can only form a first interim balance on the way towards “More enterprise start-ups out of university”.

Research and Development: important source for product innovation also in East Germany

Abstract
The development and successful introduction of new products is a fundamental feature of a modern knowledge society. After completion of the retrieving technological renewals in East Germany, businesses in the newly-formed German states have to stand up to the competition for marketable concepts and ideas. In doing so, the structural particularities on the strength of transformation are still in force and besides, the embedding of East Germany between high-tech in the West and catching up countries in the East constitutes an additional challenge. This article outlines the innovation activities of East German companies and pursues in the framework of an multivariate analysis to follow up intra-corporate determining factors for product innovations The empirical analysis, employing the IAB establishment panel, shows an active share of innovation participation of companies belonging to the manufacturing industry in East Germany during the years 2002 and 2003. The proportion of companies with product innovation in the newly-formed German states even lies slightly above the reference value for West Germany. Especially companies with an own Research and Development (R&D) department are introducing new products twice as much as companies without an R&D division. The regression analysis proves that own R&D represents the strongest driving force for product innovations in regard to input factors. Moreover, continuing operational education can also be attested a positive impact on innovation activities and emphasizes concurrently the meaning of long-life learning. In reference to business specific characteristics, it stands out that foreign equity participation imposes a significant negative impact of on product innovations. This result, deserving further analysis, indicates the phenomenon of so-called subcontracting.

Abstract
In response to the question what secures Europe’s future competitiveness, it is often in the context of “knowledge society” referred to location advantages for research and development (R&D), innovation and knowledge. Respective point of view is not only represented by decision makers of high-duty industrial countries, but also by so called catching up economies in Central and Eastern Europe as well as Asia. The present article deals against the background of current innovation theoretic approaches with the question of what indeed constitutes the abstract notion of the knowledge society, which actors play a role and how R&D and innovation are geographically distributed. Systemic approaches are outlined, which place emphasis on the relation among different knowledge generating actors, in particular among science and economy. In effort to elucidate the geographical distribution of R&D and innovation the authors refer to the regional economic theory, which constitute the reasons why such processes are marked by spatial concentration. Thereby, the hypotheses are competing in associating the spatial concentration with either sectoral specialization or diversification. The article shows the domination of multinational companies of research and development (R&D) in the private sector and that these businesses connect regional centers of innovations beyond national borders. Based on the theory of technological accumulation and internationalization of companies, the globalization of R&D and innovation processes are explained. Thereby, it must be recognized that a hierarchy of regional innovation systems is emerging in which the disparities are increasing both at home and abroad.

Abstract
Innovationen sind der Motor regionaler Entwicklung. Hochschulen werden zunehmend als wichtige Akteure in regionalen Innovationsprozessen angesehen. Dieses Buch untersucht die Bedeutung von Hochschulen für Innovationsaktivitäten und für eine regional orientierte Innovationspolitik am Beispiel von vier ostdeutschen Regionen. Im Mittelpunkt steht die Frage, wie das Wissen der Hochschulen in die private Wirtschaft gelangt. Dabei kommt im Rahmen verschiedener empirischer Erhebungen dem Wissenstransfer in Form der direkten Zusammenarbeit zwischen Hochschulen und privaten Unternehmen zentrale Bedeutung zu. Die Autoren untersuchen die Motive für und die spezifischen Probleme von solchen Kooperationen sowie die Frage, inwieweit hiermit positive Wirkungen für das regionale Umfeld der Hochschulen verbunden sind. Weitere Schwerpunkte der Analyse liegen bei der Bedeutung von Hochschulpatenten für den Innovationstransfer sowie den Möglichkeiten und Grenzen der Wirksamkeit von Patentverwertungsagenturen und Technologietransferstellen. Die Handlungsempfehlungen zur Intensivierung des Wissenstransfers richten sich sowohl an die Politik als auch an die Hochschulen selbst.
