Abstract

Oktober 2013 in Halle (Saale) trafen sich zum nunmehr zehnten Mal Vertreter aus Wissenschaft, Politik, Verwaltung und Wirtschaft, um über neue Entwicklungen und Erkenntnisse zum Thema „Internationale und regionale Arbeitsmobilität“ zu diskutieren. Der Schwerpunkt der Vorträge und Diskussionsbeiträge lag auf den speziellen Problemen der Zuwanderung aus dem Ausland und den damit verbundenen Herausforderungen.

Changing Forces of Gravity: How the Crisis Affected International Banking

Abstract
The global financial crisis has brought to an end a rather unprecedented period of banks’ international expansion. We analyze the effects of the crisis on international banking. Using a detailed dataset on the international assets of all German banks with foreign affiliates for the years 2002-2011, we study bank internationalization before and during the crisis. Our data allow analyzing not only the international assets of the banks’ headquarters but also of their foreign affiliates. We show that banks have lowered their international assets, both along the extensive and the intensive margin. This withdrawal from foreign markets is the result of changing market conditions, of policy interventions, and of a weakly increasing sensitivity of banks to financial frictions.

Abstract
Germany will have an increasing need of qualified staff across regions and economical sectors. Not only does this concern highly qualified of so-called MINT-professions (mathematics, IT, natural sciences and technology), but expands to qualified laborers of the health business and the arts and crafts sector. This demand cannot be met through the employment of jobless people from within the country, as the demographic change of a shrinking and ageing population works against it. Societal responsibility thus demands to attract qualified laborers as immigrants. In order to improve Germany’s image as a country of immigration for qualified staff, so-called soft-criteria should be strengthened aside hard facts, like income or employment opportunities. Such a policy actively needs to communicate to migrants that they and their family members are welcome to stay for good. Such an approach has recently been discussed as “Willkommenskultur” (“culture of welcoming”). It signals a change of paradigm in German immigration policy. A policy of „Willkommenskultur“ does not yet exist in Germany, at least it has not yet reached a satisfying level to be recognized and accepted as such by potential immigrants. Based on the theoretical conception of the Institutional Economy, approaches of a political change and its implementation are outlined. Those changes would imply governmental, societal and micro-economical shifts and changes.

Is There a Gap in the Gap? Regional Differences in the Gender Pay Gap

Abstract
In this paper, we investigate regional differences in the gender pay gap both theoretically and empirically. Within a spatial model of monopsonistic competition, we show that more densely populated labour markets are more competitive and constrain employers’ ability to discriminate against women. Utilizing a large administrative data set for western Germany and a flexible semi-parametric propensity score matching approach, we find that the unexplained gender pay gap for young workers is substantially lower in large metropolitan than in rural areas. This regional gap in the gap of roughly 10 percentage points remained surprisingly constant over the entire observation period of 30 years.

Abstract
In der Öffentlichkeit wird zurzeit die Einführung eines flächendeckenden Mindestlohnes in Höhe von 8,50 Euro je Stunde diskutiert. Der Bundesrat hat hierzu eine entsprechende Gesetzesinitiative gestartet. Dabei stellt sich die Frage, wie viele Menschen von einem Mindestlohn dieser Höhe betroffen wären. Die vorliegende Analyse ergibt, dass im Jahr 2011 in Ostdeutschland etwa 25% und in Westdeutschland knapp 12% der Beschäftigten für einen vereinbarten Bruttostundenlohn von weniger als 8,50 Euro arbeiteten. Die Relation des anvisierten Mindestlohnes zum Medianlohn beträgt in Ostdeutschland 71% und in Westdeutschland knapp 54%. In einzelnen Branchen wäre diese Relation jedoch wesentlich höher. Im ostdeutschen Gastgewerbe und in der ostdeutschen Land- und Forstwirtschaft/Fischerei würde der Schwellenwert von 8,50 Euro sogar über den im Jahr 2011 in diesen Branchen gezahlten Medianlöhnen liegen. Betrachtet man statt des vereinbarten den effektiven Bruttostundenlohn, der u. a. unbezahlte Überstunden einbezieht, so steigt die Zahl der im Jahr 2011 für weniger als 8,50 Euro pro Stunde beschäftigten Arbeitnehmer auf 32% (Ostdeutschland) bzw. 17% (Westdeutschland).

Disentangling Barriers to Internationalization

Abstract
Recent literature on multinational firms has focused on low productivity as a barrier to the internationalization of firms. But labour market frictions or financial constraints may also hamper internationalization. In order to assess the importance of these barriers, we present new empirical evidence on the extensive and intensive margin of exports and foreign direct investment (FDI) based on micro-level data of German firms. First, we find a positive impact of firm size and productivity on firms’ international activities. Second, labour market frictions can constitute barriers to foreign activities. Third, self-reported financial constraints have no impact on firms’ internationalization decisions.

Towards a Europeanization of Wage Bargaining? Evidence from the Metal Sector

Abstract
European trade unions have attempted to coordinate their bargaining strategies transnationally in order to counter downward pressures on wages. Such coordination is most feasible in broadly integrated and exposed sectors that have to face common competitive constraints on wages. This article investigates collectively negotiated wage increases in the metal sector in Belgium, the Netherlands and Germany. We assume a specific logic of transnational pattern bargaining, with Germany as the ‘anchor’ country. We investigate the emergence of a transnational wage coordination effect before and after institutions for the coordination of wage bargaining were established. Finally, we draw conclusions on prospects for wage bargaining coordination with further integration of Economic and Monetary Union.

Does It Pay to Have Friends? Social Ties and Executive Appointments in Banking

Abstract
We exploit a unique sample to analyze how homophily (affinity for similar others) and social ties affect career outcomes in banking. We test if these factors increase the probability that the appointee to an executive board is an outsider without previous employment at the bank compared to being an insider. Homophily based on age and gender increase the chances of the outsider appointments. Similar educational backgrounds, in contrast, reduce the chance that the appointee is an outsider. Greater social ties also increase the probability of an outside appointment. Results from a duration model show that larger age differences shorten tenure significantly, whereas gender similarities barely affect tenure. Differences in educational backgrounds affect tenure differently across the banking sectors. Maintaining more contacts to the executive board reduces tenure. We also find weak evidence that social ties are associated with reduced profitability, consistent with cronyism in banking.

Abstract
In recent decades, the international division of labor has expanded rapidly in the wake of European integration. In this context, especially Western European high-wage countries should have specialized on (human-)capital intensively manufactured goods and should have increasingly sourced labor-intensively manufactured goods, especially parts and components, from Eastern European low wage countries. Since this should be beneficial for the high-skilled and harmful to the lower-qualified workforce in high-wage countries, the opening up of Eastern Europe is often considered as a vital reason for increasing unemployment of the lower-qualified in Western Europe. This paper addresses this issue by analyzing the skill content of Western European countries’ bilateral trade using input-output techniques in order to evaluate possible effects of international trade on labor demand. Thereby, differences in factor inputs and production technologies have been considered, allowing for vertical product differentiation. In this case, skill content of bilateral exports and imports partially differs substantially, especially in bilateral trade between Western and Eastern European countries. According to the results, East-West trade should be harmful particularly to the medium-skilled in Western European countries.

Financial Factors in Macroeconometric Models

Abstract
The important role of credit has long been identified as a key factor for economic development (see e.g. Wicksell (1898), Keynes (1931), Fisher (1933) and Minsky (1957, 1964)). Even before the financial crisis most researchers and policy makers agreed that financial frictions play an important role for business cycles and that financial turmoils can result in severe economic downturns (see e.g. Mishkin (1978), Bernanke (1981, 1983), Diamond (1984), Calomiris (1993) and Bernanke and Gertler (1995)). However, in practice researchers and policy makers mostly used simplified models for forecasting and simulation purposes. They often neglected the impact of financial frictions and emphasized other non financial market frictions when analyzing business cycle fluctuations (prominent exceptions include Kiyotaki and Moore (1997), Bernanke, Gertler, and Gilchrist (1999) and Christiano, Motto, and Rostagno (2010)). This has been due to the fact that most economic downturns did not seem to be closely related to financial market failures (see Eichenbaum (2011)). The outbreak of the subprime crises ― which caused panic in financial markets and led to the default of Lehman Brothers in September 2008 ― then led to a reconsideration of such macroeconomic frameworks (see Caballero (2010) and Trichet (2011)). To address the economic debate from a new perspective, it is therefore necessary to integrate the relevant frictions which help to explain what we have experienced during recent years.
In this thesis, I analyze different ways to incorporate relevant frictions and financial variables in macroeconometric models. I discuss the potential consequences for standard statistical inference and macroeconomic policy. I cover three different aspects in this work. Each aspect presents an idea in a self-contained unit. The following paragraphs present more detail on the main topics covered.
