Abstract
The number of aspiring entrepreneurs in high-tech industries that succeed in completing the transition from nascent entrepreneurship to new venture creation is too low in Germany. Responding to this unsatisfactory situation, since the mid 1990s, numerous start-up competitions (or business plan competitions) have been established to stimulate the transition from nascent to real entrepreneurship. Those competitions have too major objectives: Increasing start-up probabilities by mobilizing potential entrepreneurs while simultaneously increasing the probability of start-up success of the prospective start-ups. Despite their importance as (policy) measure to encourage entrepreneurship, a discussion of their effectiveness is missing so far. The present article tries to contribute to the understanding of start-up competitions by providing broad empirical evidence on the development, on the regional distribution and on the most important characteristics of existing start-up competitions in Germany. Further, the article presents and discusses most important empirical results regarding the effectiveness of those start-up competitions (and other important factors as well) to act as a driving force behind the transition from nascent entrepreneurship to new venture creation in high-technology industries. Finally, we derive conclusions for an agenda of main future research questions.

Investment Grants: Which Requirements Should be Fulfilled?

Abstract
Since the year 1969 the German government has applied investment grants to improve regional economic development of disadvantaged regions. The support of eligible firms shall enhance its investment activities. Such activities may force a sustainable development of the respective region. One requirement – amongst others – for the grant of this investment support scheme is the firm’s verification of supra-regional sales. The gains resulting from the firms’ export activities lead to additional income for that region, and this stimulates multiplicative (reinforcing) regional income processes. Since the German reunification this instrument has been applied in the new federal states, too. Due to the fact that structural deficits still exist in East Germany investment grants are adopted primarily in the new federal states. Today, some policy decision makers think that the catching-up process of disadvantaged regions is not fast enough. Against this background, the further application of investment grants is discussed controversially. Some criticism tends to the criterion of supra-regional sales. It has been argued that particularly small firms are excluded from this support scheme. However, small firms are considered as key players for regional economic activities. Moreover, firms which are highly integrated in international markets depend on world trade cycles and that might be risky for the respective region. Finally, critics believe that regional actors should be boosted in order to strengthen regional identities in terms of regional buyer-supplier-networks. This article shows that policy decision makers should maintain the criterion of supra-regional sales. Particularly, regions with a loss of inhabitants need gains from supra-regional sales to stabilise their local purchasing power. Otherwise, these regions are strongly dependent on transfer flows stemming from other regions. Beyond that, supra-regional sales indicate the firm’s international competitiveness. Finally, the most important argument for supra-regional sale might be linkages to supra-regional knowledge flows which strongly affect the region’s innovative capabilities.

Economic Effects of Investment Grants for Water and Sewerage Infrastructure – The Case of Saxony

Abstract
The article deals with the regional economic growth effects of the German “Joint Scheme” for the improvement of regional economic structures (“GA-Infra”). It focuses on water and sewerage projects located in the federal state of Saxony (Germany) during the funding period 2000-2007. Evaluating these projects is important for scientific as well as for economic policy reasons.
First of all, according to general economic theory, the potential direct and indirect supply-side effects of the water and sewerage infrastructure as well as the price effects caused by this infrastructure are relevant for location decisions only to certain branches of the manufacturing industry.
Subsidies for the development of the sewerage infrastructure have been granted mostly according to the growth target of regional policy, i.e. primarily to municipalities with above-average volumes of industry sewage. This finding could not be confirmed for water provision.
A regression analysis (estimating the labour demand of the local manufacturing industry) showed no empirical evidence for any relationship between the changes in labour demand and the amount of GA-Infra funded water and sewerage infrastructure investments. This might be a consequence of the already satisfactory development condition of the infrastructure in question at the beginning of the funding period (“ubiquitous infrastructure”).
According to a survey of local governments conducted by the IWH, these results might be explained by the fact that business customers did not benefit from price reductions despite the GA-Infra funding granted to their local water and sewage disposal providers. Even though there might be some intuitively plausible reasons (decreasing population, no connection fees) for these findings, no effect on firm location decisions can be expected under these circumstances.
All in all, we do not consider the further extension of these funding priorities to be necessary. Especially, the GA-Infra water/sewerage grants should neither be used to mitigate the cost effects of demographic changes or regulation nor to compensate for losses caused by the buyer power of large firms.

Abstract
This inquiry relies on an Institutionalist and Post Keynesian analysis to explore Germany's neo-liberal project, noting cumulative effects emerging as measurable economic and societal outcomes. Investments in technologies generate rising output-to-capital ratios. Increasing exports offset the Domar problem, but give rise to capital surpluses. National income redistributes in favor of capital. Novel labor market institutions emerge. Following Minsky, good times lead to bad: as seeming successes of neo-liberal policies are accompanied by financial instability, growing disparities in household incomes, and sharp declines in German exports on world markets, resulting in one of the deepest, recent contractions in the industrialized world.

The Dilemma of Delegating Search: Budgeting in Public Employment Services

Abstract
The poor performance often attributed to many public employment services may be explained in part by a delegation problem between the central office and local job centers. In markets characterized by frictions, job centers function as match-makers, linking job seekers with relevant vacancies. Because their search intensity in contacting employers and collecting data is not verifiable by the central authority, a typical moral hazard problem can arise. To overcome the delegation problem and provide high-powered incentives for high levels of search effort on the part of job centers, we propose output-related schemes that assign greater staff capacity to agencies achieving high strike rates.

Abstract
Die vorliegende Studie des Instituts für Wirtschaftsforschung Halle (IWH) im Auftrag des Sächsischen Staatsministeriums für Wissenschaft und Kunst (SMWK) evaluiert das Programm „Förderung von Projekten im Forschungsbereich“ des Ministeriums. Das Programm richtet sich an Wissenschaftseinrichtungen in Sachsen. Es zielt auf die Stärkung der Spitzenforschung, der Profilbildung, der Drittmittelfähigkeit, der Internationalisierung sowie der Vernetzung der Wissenschaftseinrichtungen untereinander und mit der Wirtschaft. Gefördert werden grundlagenorientierte Projekte, Geräteausstattungen, Aufenthalte von Gastwissenschaftlern sowie wissenschaftliche Tagungen. Die Finanzierung des Programms erfolgt ausschließlich aus Landesmitteln.
Im Zeitraum 2002 bis 2008 wurden insgesamt 745 Vorhaben mit einem Gesamtvolumen von 20,51 Mio. Euro in 41 Wissenschaftseinrichtungen gefördert. Über 90% der Mittel entfielen auf die Fördergegenstände Projektförderung sowie Geräteausstattung. Befragt wurden 311 für die Fördervorhaben zuständige Wissenschaftler, von denen sich 69% an der Befragung beteiligten. Hinsichtlich der erreichten Effekte nannten die meisten Fördermittelempfänger die „Stärkung der Profilbildung“ (82%, über alle Förderlinien). Bei der Projektförderung sowie der Förderung der Geräteausstattung hoben die Befragten die hohe Wirkung auf die „Stärkung der Drittmittelfähigkeit“ hervor (über 90%). Damit wurden in der Einschätzung der Fördermittelempfänger wesentliche Zielvorgaben des Programms erreicht. Die Erhöhung der Verbundfähigkeit mit der Wirtschaft spielte aus Sicht der Befragten eine untergeordnete Rolle (54% Zustimmung). Der Grund für diesen relativ niedrigen Wert dürfte darin liegen, dass das Förderprogramm vor allem auf grundlagenorientierte Forschung abzielt. Die wissenschaftlichen Tagungen haben einen starken Effekt auf die Vernetzung der Wissenschaftseinrichtungen untereinander, insbesondere mit solchen im Ausland. Damit ist ein weiteres wesentliches Ziel des Programms erreicht worden.

A Control Group Study of Incubators’ Impact to Promote Firm Survival

Abstract
For more than half a century, publicly funded business incubators (BIs) are at the heart of urban and regional technology and innovation policies. However, it is widely unclear as to whether start-up firms supported by publicly-initiated incubator initiatives have higher survival rates than comparable start-up firms that have not received support by such initiatives. The present article contributes to the underlying discussion by performing an empirical analysis of the long-term survival of 371 incubator firms (after their graduation) from five German BIs and contrasting these results with the long-term survival of a control group of 371 comparable non-incubated firms. The analysis covers a 10-year time span. For neither of the five incubator locations, we find statistically significant higher survival probabilities for firms located in incubators compared to firms located outside those incubator organizations. For three incubator locations the analysis even reveals statistically significant lower chances of survival for those start-ups receiving support by an incubator. We therefore arrive at the conclusion that being located in an incubator does not increase the chances of long-term business survival.

The Attractiveness of East Germany as Investment Location for Multinational Enterprises (MNEs)

Abstract
The article analyses the general motives of MNEs for investment in East Germany as well as the quality of selected locational factors in East Germany from multinational affiliates’ point of view. In contrast to existing studies for East Germany the article dedicates particular attention to the role of MNEs’ heterogeneity. The research draws from the third survey of the IWH FDI-Micro database in 2009, which offers a representative sample of multinational affiliates of the East German economy. The results show a fundamental shift in the relative importance of investment motives during the transition process of East Germany. Since the mid 1990s East Germany attracts increasingly investors that target economies of scope of local technological advantage rather than low-cost advantages of local production factors as the case in the early transition period. It can be demonstrated that the investment motives depends on the country of origin, the type and timing of market entry as well as the sector of the multinational affiliate. Amongst the given locational factors affiliates value the quality of the socio-cultural context highest. This group of soft factors is followed by locational aspects related the potential for technological cooperation, the availability of labour, and finally the extent of fiscal and financial incentives. There exist significant differences in the judgment about quality of different locational aspects depending on the country of origin and the underlying investment motive. Finally the article identifies possible policy measures in the area of skilled labour, technology and investment policy in order to sustain the attractiveness of East Germany as investment location in the future.

Cooperation Patterns of Incubator Firms and the Impact of Incubator Specialization: Empirical Evidence from Germany

Abstract
The article examines cooperation patterns of 150 firms located in German business incubators (BIs). More specifically, this study distinguishes between networking within the tenant portfolio and the academic-industry linkages of the tenant firms. We further contribute to the relevant literature by explicitly considering differences in cooperation patterns between firms located on diversified and specialized incubator facilities. Empirical results do not support the common assumption that specialized incubation strategies increase the effectiveness of incubator-internal networking compared to diversified BIs. Also, incubator specialization is not superior to diversified incubators with respect to the promotion of linkages of their tenants with academic institutions. For academic linkages, industry effects matter more than incubator characteristics.
