Abstract
In Germany, a growing tendency can be observed to focus business incubators (BIs) and technology centers and their respective support elements and processes as well as the selection criteria applied by the incubator management on firms from solely one sector or few but complementary sectors and their specific needs and requirements. These are called specialized business incubators (SBIs). Despite the increasing importance of specialization strategies of business incubators as local and regional policy instruments, there are no reliable empirical examinations of the specifics, and advantages in particular, of SBIs compared to more diversified BIs. On the basis of survey-data, that comprises responses from 161 actual firms incubated in 13 diversified BIs and 13 specialized BIs in Germany, this study investigates the mechanisms within the specific context of specialized BIs and their value-added contribution versus the more diversified incubation model. For the first time, this study provides large-scale empirical evidence concerning the effects of adopting a specialization strategy in the context of business incubation.

East German Innovation System attractive for Foreign Investors

Abstract
Foreign direct investment (FDI) plays an important role in the catching-up process of East Germany due to direct employment- and demand related effects. However, this article takes a technological perspective on FDI in East Germany. It considers technological activities of foreign investors (R&D and innovation) and asks to what extent these are integrated into the East German innovation system. In other words, do foreign investors interact technologically with domestic enterprises and scientific institutions? So far, there seems to be a striking absence of empirical evidence on this issue. The basis for our analysis is recent data from a representative survey of foreign direct investors in East German manufacturing completed in 2007. The findings show that on average foreign investors are more R&D and innovation intensive compared to the total of East German manufacturing. In addition, their technological activities are by no means isolated from the East German innovation system. Foreign subsidiaries seem to benefit from East German customers, suppliers and especially scientific institutions with regard to locally conducted R&D and innovation. Contrary to existing assumptions the East German innovation system seems to be particularly attractive for the most technologically active foreign subsidiaries. This could constitute a major locational advantage for FDI in East Germany over Central and East Europe. However, the technologically active foreign investors believe that only East German suppliers are able to benefit from their technological cooperation. The same cannot be said about East German customers or competitors. Thus, the potential for technological externalities from FDI in East Germany seems still to be limited.

Is a Centralisation of Local Governmental Structures an Appropriate Way to Ensure an Efficient Provision of Local Public Services? Findings from Case Studies in the State of Saxony-Anhalt

Abstract
Choosing the appropriate organisational model for local government (i. e. centralised vs. federal model) forms an essential challenge for local communities. Against the background of Fiscal Federalism, a trade-off between the two models mentioned can be expected: Though the centralised model may bring up economies of scale and scope, the federal form of local government may have advantages, too, for instance regarding the extent of civil participation. The article has the intention to answer the question how the degree of centralisation/decentralisation of local governmental organisation affects the provision of services of public interest. The article is based on case studies conducted in ten municipalities located in the State of Saxony-Anhalt, Germany. The government of Saxony-Anhalt intends to implement a reform project targeted at the modernisation of local governmental organisation. The basic reform idea is to transform the local governmental structures from a situation (at the beginning of 2008) where a co-existence of centralised and federally organised municipalities is given towards a future situation where the centralised model should be dominating. In line with the expectation derived from theory, the empirical findings do not draw a picture, which is unequivocally in favour either of the centralised or of the federal model. However, the reform of modernisation of local governmental organisation should remain on the agenda, especially due to a shrinking population in the rural parts of Saxony-Anhalt. This could support the state government’s plans of a more centralized organisation of local government. But this would mean to give up the advantages of the existing federal model of local government. Therefore, in addition to the centralised model favoured by the state government, politicians in Saxony-Anhalt should look for the possibility of an alternative “third” model, which tries to combine the advantages of economies of scale with a greater degree of civil participation.

Abstract
In response to the question what secures Europe’s future competitiveness, it is often in the context of “knowledge society” referred to location advantages for research and development (R&D), innovation and knowledge. Respective point of view is not only represented by decision makers of high-duty industrial countries, but also by so called catching up economies in Central and Eastern Europe as well as Asia. The present article deals against the background of current innovation theoretic approaches with the question of what indeed constitutes the abstract notion of the knowledge society, which actors play a role and how R&D and innovation are geographically distributed. Systemic approaches are outlined, which place emphasis on the relation among different knowledge generating actors, in particular among science and economy. In effort to elucidate the geographical distribution of R&D and innovation the authors refer to the regional economic theory, which constitute the reasons why such processes are marked by spatial concentration. Thereby, the hypotheses are competing in associating the spatial concentration with either sectoral specialization or diversification. The article shows the domination of multinational companies of research and development (R&D) in the private sector and that these businesses connect regional centers of innovations beyond national borders. Based on the theory of technological accumulation and internationalization of companies, the globalization of R&D and innovation processes are explained. Thereby, it must be recognized that a hierarchy of regional innovation systems is emerging in which the disparities are increasing both at home and abroad.

Abstract
The trend of cities, serving as a location for universities and research institutes, to take into consideration new strategies utilizing this location factor for growth-oriented urban development can also be observed in Germany. An overview of the quantitative preconditions shows that many German cities dispose of favorite preconditions for such a knowledge city strategy. An analysis of the policy arena comes to the result that the political actors are confronted with the task of a complex multi-level-policy where networking skills become essential. A comparison with the policy conditions in the U.S. makes it quite clear that especially the German universities have the status of semi-autonomous actors complicating negotiating and coordinating activities between city and science representatives. First examples of deregulation show that these hurdles can be overcome in the future.

Abstract
Offshoring is defined as the moving of entrepreneurial functions or business functions to other places, mostly third countries, or ordering the respective services from an independent company in a third country. Today, offshoring activities are mostly interesting if they relate to the service, especially those parts in which digital processes play an important role. Also activities with low transaction costs and advantages of locations are best suited for offshoring. But the question of what to outsource and what to keep in-house is also related to the limits of the firm and the limits of a legal system.

Network activities and the productivity gap in East Germany: The role of agglomeration advantages

Abstract
The article presents first some theoretical considerations about the connection between productivity and networking activities of enterprises. By operationalizing networks as an agglomeration of firms in a specific region, it is argued with respect to the East German economy that such networks have not yet developped in a sufficiently matter. Additionally, a “critical“ degree of agglomeration, from which networking activities lead to higher productivity, is missing in nearly all East German regions.

Innovative Milieux: Advanced Posts of Interpenetration between the Economic System and the Science System

Abstract
A growing number of governments, political parties, and enterprises set the theme „innovation“ on their agenda and join in the global race to more competitive national economies. In this race the concept of the „innovative milieu“ serves as an important point of orientation and as a political target that, on the first glance, seems to be transferable in concrete political measures. A basic feature of innovative milieux is the quick and easy transfer of knowledge to products in demand. This speed-up in the diffusion of knowledge is not only interesting with respect to the economic advantages but also with respect to science. It is the basic thesis of this paper that innovative milieux represent special cases where the economic system and the science system interpenetrate in an extreme way. Empirical findings show that the actors of innovative milieux have a strong cultural proximity to basic attitudes and behavior within the science system. This relates to the institutionalization of trial and error, the reinforcement of exploratory behavior, the flow of information, and to a special mixture of cooperation and competition. An essential feature of innovative milieux derives from the network relations of its actors. These relations have to be balanced a) to the need to create trust and reduce uncertainty, and b) to the need to stay permeable enough for linkages with new actors from outside. With regard to time innovative milieux have to be conceived from an evolutionary perspective. This involves several steps: Development of prerequisites, consolidation, attraction of labor and enterprises from other regions. From the evolutionary perspective, too, possible factors of preventing or accelerating the „entropic death“ (Camagni 1991) of innovative milieux can be discussed. The exceptional character of innovative milieux has consequences for innovation-oriented political strategies. The self-enforcing dynamics of innovative milieux create a tendency to more economic inequality between regions (core-periphery differences). This is contradictory to political strategies in which innovation-oriented policy is applied to reach an offset between prospering and impoverished regions. In many cases a strategy starting from the assumption of an enduring non-innovative milieu seems to be more realistic and more promising. Further on, the new more direct links between enterprises and research institutes question the current shape of technology transfer institutions. Finally the potential effects of the new trend to encourage the entrepreneurship of research staff on the science system are discussed.

Does the German economy have any location advantages in the EU's enlargement to the East?

Deutschland wird aufgrund seiner geographischen Lage ein Standortvorteil gegenüber anderen EU-Ländern, insbesondere den west- und südwesteuropäischen Mitgliedern, nachgesagt, falls es zu einer Ost-Erweiterung der EU käme. Zieht ein Land aber stärker als andere Mitgliedsländer ökonomische Vorteile aus einer Ost-Erweiterung, so wird sich zwangsläufig auch seine politische Position in der Gemeinschaft verbessern. Diese Furcht könnte neben der Gefährdung sensibler Industrien der Gemeinschaft und hohen Transfers aus EU-Fonds ein Motiv für den Widerstand einiger Mitgliedsländer gegen eine Ost-Erweiterung der EU sein. Die These eines deutschen Standortvorteils wird auf den ersten Blick durch die Entwicklung des Außenhandels der früheren RGW-Länder gestützt. Danach ist Deutschland zum wichtigsten Partner aufgestiegen. 1992 entfielen 27 vH der Exporte der mittel- und osteuropäischen Reformländer auf Deutschland, nach nur 13 vH im Jahre 1989. Bei den Importen waren es 22 vH gegenüber 16 vH (Tabelle 1). Dies hat weniger mit Handelserleichterungen seitens der EU zunächst in Form von Handels- und Kooperationsabkommen und später (ab 1.3.1992) von den sog. Interimsabkommen zu tun, sondern mit der ReOrientierung dieser Länder auf ihre natürlichen Handelspartner nach der Auflösung des RGW.
