Economic 'Clusters' in East Germany: Evidence on the Location and the Characteristics of Spatially Concentrated Industries

Abstract
The contribution provides empirical findings, which regions in East Germany show spatially concentrated industries possessing ”cluster” qualities. The latter are regarded as being existent if spatially concentrated industries coincide with networking activities and innovative competences. The findings reveal that spatially concentrated industries possessing the qualities sketched are relatively rare, and they are, if existent, primarily located in the East German agglomerated spaces. This in mind, the article draws the conclusion, that spreading regional policy schemes by the “watering can principle” should be avoided. Instead, the resources should be concentrated on locations where spatially concentrated industries are existent. Networks and innovative competences should be strengthened there.

Analysis of location of large-area shopping centres - A probalistic gravity model for the Halle-Leipzig area

Abstract
A profund analysis of large-area shopping centres from the perspective of retail, but also of communes is of importance for the choice of site selection. In central Germany, the Halle–Leipzig area represents an example of strong competitiveness between the different participants in retail. The analysis described in this article is based on the MCI Model of Nakanishi and Cooper, which is used to investigate the regional influences of nine large shopping centres in the area of interest. The analysis demonstrates, that the studied shopping centres intensely affect the structure of retail in the region and exert a strong influence on the structural weakness of the surrounding cities due to their relative success in comparison to other retail locations city centres. An important volume of the turnover of the administrative districts flows to the analysed shopping centres. On the other hand, the article describes the influence of a systematic location decision on the reachable turnover potential of the modelized large-area shopping centres among each other. The shopping centres Saale Park (today Nova Eventis) near Leipzig and the Paunsdorf Center in Leipzig show the biggest influence on the competing centres.

Interregional equalization policy in focus: Donor regions and beneficiary regions and their economic performance

Abstract
The future of the interregional equalization policy in Germany is discussed intensively at present. While in the past the interest of equalization policy was focussed primarily on the regions which benefit from interregional equalization policy (beneficiary regions) and the effects obtained there, recently the view is directed also toward the regions which bear the fiscal burden of the equalisation policy (donor regions). Concerning the donor regions, a fear of growth-absorbing withdrawal effects exists, which gives reason in view of declining economic growth rates on the national level to think about the future of interregional equalization policy. The IWH contributed to this debate together with two project partners by an investigation, which was accomplished on behalf of the Federal Office for Building and Regional Planning. The following findings will show the economic performance of the donor regions (exclusively West German regions) and of the beneficiary regions (all East German regions and a few West German regions) and their changing economic growth patterns. Concerning the level of economic performance, measured by means of the gross domestic product (GDP) per capita, as expected, the donor regions, consisting of West German regions, in the period 1992-2003 altogether show an above average GDP per capita. In contrast, the beneficiary regions, both the East German and (less strongly) the West German show a GDP per capita below average. Concerning the development of the economic performance, which was measured on the basis of the relative GDP per capita (GDP per capita of the region concerned in relation to the national average), the East German beneficiary regions could catch up in the first period (1992-1998) strongly. This catching up process, however, clearly slowed down in the second period 1998-2003. Like a mirror-image the lead of the donor regions regarding GDP per capita in relation to the national average became smaller. But after 1998 many West German donor regions regained their growth dynamics. Additionally the contributions of the regions to the absolute increase of the GDP in the period 1998-2003 were investigated: 30 of 271 regions have a share of around 50% in the overall GDP increase, 28 of them located in West Germany, and 21 of them donor regions. This in mind, the policy should further provide and secure favourable development conditions for those regions, which contribute at most to the increase of the overall economic performance and thus create the economic base for the interregional equalization policy.

Measurement Matters — Alternative Input Price Proxies for Bank Efficiency Analyses

Abstract
Most bank efficiency studies that use stochastic frontier analysis (SFA) employ each bank’s own implicit input price when estimating efficient frontiers. But at the same time, most studies are based on cost and/or profit models that assume perfect input markets. Traditional input price proxies therefore contain at least substantial measurement error. We suggest here two alternative input market definitions to approximate exogenous input prices. We have access to Bundesbank data, which allows us to cover virtually all German universal banks between 1993 and 2003. The use of alternative input price proxies leads to mean cost efficiency that is significantly five percentage points lower compared to traditional input prices. Mean profit efficiency is hardly affected. Across models, small cooperative banks located in large western states perform best while large banks and those located in eastern states rank lowest.

Abstract
According to theoretical implications the success of enterprises benefits from co-operation in clusters and networks. Studies of cluster and network processes show this for the industries chemistry/plastics and biotechnology/Life Sciences in Central Ger-many. Therefore enterprises which are organized in networks have better economic characteristics. Estimations of the productivity of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity to co-operate as well as networking. In this regard scientific institutions and universities located in the region of firms play an important role. From this analysis it can be generalized and concluded, also concerning other industries, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency strengthening of public research and university education as well as the intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
Urban and regional economics put great emphasis on urban spaces and, in general, on the importance of agglomeration forces, which is of great importance for the development perspectives of structurally weak regions. This in mind, the contribution investigates the extent and the structures of economic agglomeration characteristics, using the example of the cities in the Federal State of Mecklenburg-Vorpommern. In this context, the question is raised whether the potential given there might be better used to achieve economic progress. The contribution starts with a brief theoretical overview on the importance of agglomeration forces for urban and regional development. The empirical section comprises, first, an analysis how the cities under consideration are endowed with factors being regarded as important for economic growth; second, two essential elements of agglomeration of economic activities are investigated more in-depth: spatially concentrated industries and business networks. The investigation is based on a method which was already in use within an East-Germany wide study on Economic Development Spots (project on behalf of the Federal Office for Building and Regional Planning - BBR, finished in 2004). Finally, the contribution draws implications for the economic policy at the Laender level as well as at the municipal level.

Abstract
Der Strukturwandel im Einzelhandelsbereich führt zur Entstehung peripherer großflächiger Einzelhandelszentren. Deren Genehmigungsfähigkeit bedingt die Notwendigkeit einer sachlichen Prüfung ökonomischer Auswirkungen potentieller (neuer) Standorte. Mit diesem Beitrag wird eine geeignete Methodik zur Beantwortung dieser Problematik vorgestellt. Das entsprechende Vorgehen, das auf einem probabilistischen Gravitationsmodell beruht, wird eingehend am Beispiel einer Analyse für den Standort Nova Eventis in der Region Halle-Leipzig illustriert. Die empirische Basis stellen 1. eine Erhebung der Einzugsbereiche mittels „Licence Plate Analysis“ (PKW-Erhebung), 2. die einzelhandelsrelevanten Kaufkraft (GfK), 3. eine Distanzmatrix zwischen Kauf- und Wohnorten sowie 4. Angaben der Verkaufsfläche und absoluten Besucherzahl der einzelnen peripheren Einkaufszentren der Region dar. Aus der Analyse wird deutlich, daß die Lage (Distanz vom Kunden) und Größe (Verkaufsfläche) entscheidende Determinanten für die Einkaufswahrscheinlichkeit sind. Unter den gesetzten Annahmen kann ein Kaufkraftabfluß von rund 250 Mio. Euro p. a. aus den umliegenden Landkeisen nach Nova Eventis bestimmt werden. Mit der im Beitrag vorgestellten allgemeinen Methode wird die Möglichkeit eröffnet, ökonomische Auswirkungen der Ansiedlung peripherer Einzelhandelsstätten hinsichtlich der Verlagerung von Kaufkraftflüssen zu prognostizieren. Ausgehend von der Analyse der Kaufkraftströme der bereits bestehenden Einzelhandelsstätten wird auf die Auswirkungen des potentiellen Standortes geschlossen. Damit stellt das hier vom IWH vorgestellte Instrumentarium eine praktikable Entscheidungshilfe sowohl für die Genehmigungsbehörde als auch für das sich ansiedelnde Unternehmen dar.

Intermediate central communities in Rural Regions - A qualitative instrument for analysis

Abstract
This study shows specific strengths and weaknesses of the economic potential of rural regions by using qualitative, statistic methods. At this, groups of central communities are formed to analyze their potentials. The application of intermediate central communities, which are a functional link between periphery and main central communities, is the particular characteristic of this study, which applies the municipality as the least possible regional level of analysis. There is a massive, structural need for adjustment in the Eastern German States for these central communities. Furthermore, specific, structural deficits can be shown for the West German States as well. The recommended method allows to take all relevant deficits adequately into consideration within a regional policy. The delineated statements provide sufficient statistical support.

Abstract
The current policy for the treatment of the problems of shrinking East German cities favours too one-sided the demolition of vacant housing units and the economic recovery of large housing enterprises. In addition to this a pessimism spreads that cities with a shrinking population sooner or later will suffer from economic distress. Such policies and attitudes are not suitable to improve the chances of the cities competing interregionally for business locations. It will be recommended to integrate demolition measures in a local strategy aimed to strengthen the existing economic potentials and to ameliorate the image of the city.

From this analysis it can be generalized and concluded, concerning other industries too, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency incentives for public research and education of universities as well as an intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.
