Economy recovers from the shutdown – but a quick return to pre-crisis normality is unlikely
The German economy has bounced back strongly over the summer, recovering a considerable part of the production slump caused by the shutdown in spring. Nevertheless, real gross domestic product in 2020 is likely to contract by 5.7%. In 2021, growth is expected to average 3.2% according to IWH autumn economic forecast. The decline in production in 2020 is likely to be less pronounced in East Germany com¬pared to Germany as a whole.

Abstract
Die Corona-Pandemie hat die deutsche Wirtschaft im Frühjahr 2020 in eine tiefe Rezession gerissen. Das Bruttoinlandsprodukt sank im zweiten Quartal 2020 um 10,1%, nach einem Rückgang von 2,0% im Quartal zuvor. Dieser massive Wirtschaftseinbruch war insbesondere den Lockdown-Maßnahmen geschuldet, die das öffentliche und wirtschaftliche Leben zeitweise auf ein Minimum reduzierten. Seit Anfang Mai wurden die Restriktionen zur Eindämmung der Pandemie gelockert, und die wirtschaftlichen Aktivitäten haben wieder deutlich zugenommen. Der Tiefpunkt der Rezession ist also durchschritten, allerdings dürfte die Rückkehr zum Vorkrisenniveau auch aufgrund der wieder höheren Fallzahlen und der damit verbundenen Unsicherheit noch länger auf sich warten lassen. Die Wirtschaft dürfte im dritten Quartal 2020 um 4,6% und im vierten Quartal dann um 4,0% expandieren. (vgl. Abbildung).

IWH issues warning of a new banking crisis
The coronavirus recession could mean the end for dozens of banks across Germany – even if Germany survives the economic crisis relatively unscathed. An analysis by the Halle Institute for Economic Research (IWH) shows that many savings banks and cooperative banks are particularly at risk. Loans worth hundreds of billions of euros are on the balance sheets of the financial institutions concerned. IWH President Gropp warns of a potentially high additional burden for the already weakened real economy.

The economy adapts to the pandemic
In the first half of 2020, the pandemic has exacted a heavy toll on the German economy, causing a slump in production that will not be fully recovered within the next year. According to IWH summer economic forecast, gross domestic product is expected to contract by 5.1% in 2020 and to increase by 3.2% in 2021. The decline in production in Eastern Germany is likely to be less pronounced compared to Germany as a whole and estimated at 3.2% in 2020.

Abstract
Die Corona-Pandemie hat dazu geführt, dass das deutsche Bruttoinlandsprodukt im ersten Quartal 2020 um 2,2% im Vergleich zum Vorquartal gesunken ist. Dieser starke Rückgang ist vor allem auf die im Laufe des Monats März in Deutschland und in anderen Ländern eingeführten Maßnahmen zur Eindämmung des Virus zurückzuführen. Bereits aus anderen Gründen war das Bruttoinlandsprodukt schon im vierten Quartal 2019 leicht zurückgegangen. Die Rezession wird sich im laufenden Quartal noch weiter vertiefen und das Bruttoinlandsprodukt um 7,2% zurückgehen, weil bis Mitte Mai die Restriktionen zur Eindämmung der Pandemie noch gravierend waren, aber auch weil private Haushalte und Unternehmen eine Vielzahl von wirtschaftlichen Aktivitäten individuell eingeschränkt haben. Im dritten Quartal 2020 dürfte die Produktion dann wieder zulegen, sofern die Eindämmungsmaßnahmen weiter gelockert werden können (vgl. Abbildung 1).

Economy in Shock – Fiscal Policy to Counteract
The coronavirus pandemic is triggering a severe recession in Germany. Economic output will shrink by 4.2% this year. This is what the leading economics research institutes expect in their spring report. For next year, they are forecasting a recovery and growth of 5.8%.

Global economy under the spell of the coronavirus epidemic
The epidemic is obstructing the economic recovery in Germany. Foreign demand is falling, private households forgo domestic consumption if it comes with infection risk, and investments are postponed. Assuming that the spread of the disease can be contained in short time, GDP growth in 2020 is expected to be 0.6% according to IWH spring economic forecast. Growth in East Germany is expected to be 0.9% and thus higher than in West Germany. If the number of new infections cannot be decreased in short time, we expect a recession in Germany.

Für das erste und das zweite Quartal 2020 deutet der IWH-Flash-Indikator wieder auf eine Zunahme des Bruttoinlandsprodukts hin (vgl. Abbildung 1). Allerdings gehen in den Indikator keine Daten ein, die der chinesischen Corona-Epidemie Rechnung tragen.

Global economy slowly gains momentum – but Germany still stuck in a downturn
In 2020, the global economy is likely to benefit from the recent thaw in trade disputes. Germany’s manufacturing sector, however, will recover only slowly. “In 2020, the German economy will probably grow at a rate of 1.1%, and adjusted for the unusually high number of working days the growth rate will only be 0.7%”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at Halle Institute for Economic Research (IWH). With an estimated growth rate of 1.3%, production in East Germany will outpace total German production growth.
