Abstract
Globalization may impose a double-burden on low-skilled workers. On the one hand, the relative supply of low-skilled labor increases. This suppresses wages of low-skilled workers and/or increases their unemployment rates. On the other hand, low-skilled workers typically face more limited access to financial markets than high-skilled workers. This limits their ability to smooth shocks to income intertemporally and to share risks across borders. Using cross-country, industry-level data for the years 1970 - 2004, we document how the volatility of hours worked and of wages of workers at different skill levels has changed over time. We develop a stylized theoretical model that is consistent with the empirical evidence, and we test the predictions of the model. Our results show that greater financial globalization and development increases the volatility of employment, and this effect is strongest for low-skilled workers. A higher share of low-skilled employment has a dampening impact.

Abstract
This study identifies five distinctive stages of the current global financial crisis: the meltdown of the subprime mortgage market; spillovers into broader credit market; the liquidity crisis epitomized by the fallout of Northern Rock, Bear Stearns and Lehman Brothers with counterparty risk effects on other financial institutions; the commodity price bubble, and the ultimate demise of investment banking in the U.S. The study argues that the severity of the crisis is influenced strongly by changeable allocations of global savings coupled with excessive credit creation, which lead to over-pricing of varied types of assets. The study calls such process a “wandering asset-price bubble“. Unstable allocations elevate market, credit, and liquidity risks. Monetary policy responses aimed at stabilizing financial markets are proposed.

Abstract
This study argues that the severity of the current global financial crisis is strongly influenced by changeable allocations of the global savings. This process is named a “wandering asset bubble”. Since its original outbreak induced by the demise of the subprime mortgage market and the mortgage-backed securities in the U.S., this crisis has reverberated across other credit areas, structured financial products and global financial institutions. Four distinctive stages of the crisis are identified: the meltdown of the subprime mortgage market, spillovers into broader credit market, the liquidity crisis epitomized by the fallout of Bear Sterns with some contagion effects on other financial institutions, and the commodity price bubble. Monetary policy responses aimed at stabilizing financial markets are proposed.

Abstract
Private equity is a very specific institutional way of providing private capital to enterprises. The contribution inquires why it increased its economic importance and public visibility over the last years. The role of private capital within the framework of the innovation theory, transaction cost theory and the risk theory is assessed. Private equity is a specific way of organizing the procurement with private capital for enterprises in risky markets in order to efficiently reducing transaction costs. More and above, it is important for credible market-entry strategies. As most markets are incomplete and because of tax regulations which cannot be considered to be efficient under present conditions, the economic role of private equity has increased. The increase economic role, but also importance in the firm, necessitates a steering of enterprises along value-oriented objectives. As the “hype” has decreased in summer 2007, the article ends with an assessment of future prospects.

Abstract
The paper analyzes to what extent the reform of the German social security and welfare system, known as the “Hartz-IV-Reforms” under the “Agenda 2010”, has been successful. It is shown that the integration of welfare and social security payments increased efficiency as did prior deregulations of the labor market. However, the implementation was partly inefficient due to a misalignment between crucial instruments and incentive structure of individuals. This led to unforeseen expenditures that partly continue until today. Due to this inefficiency, parts of the reform lost its political acceptance. Furthermore, the article shows that many of these reforms had already been prepared intellectually by selected think tanks in the 90ies. The reforms are consistent with a consensus among scholars regarding the ability of the modern state to protect citizens from individual life risks. Finally, the article discusses the future agenda with respect to other important economic policy instruments beyond the integration of welfare and social security such as incentive structure in the established taxation system.

Parenting Benefit – A New Risk for Companies

Abstract
One of the aims of the new parenting benefit – introduced by the German government in January 2007 – is to motivate fathers to take parental leave in order to take care of their young children. Until now, the effects of the parenting benefit have been discussed predominantly from the viewpoint of family policy. In contrast, this paper analyses how companies are affected by the new law. In 2007, the number of fathers who stayed at home to spend more time with their children increased significantly. More than half of the working applicants were already fathers. In the past, it was easy for companies to reduce their risk of losing an important employee due to the birth of a child as companies rather hired men than women. But this strategy will be less important in the future. It is expected that the risk-environment of companies will change because of a larger group of fathers taking parental leave. Such a changed risk-environment could increase the career opportunities of women and might reduce the gender wage gap. However, it is also expected that the overall risk of companies increases. Assumed that companies need equity to cover risks, an increase of the overall risk reduces investment opportunities if it is not possible to increase equity in the same way. This could influence the current economic development negatively.

Abstract
In the summer of 2008 the turmoil on financial markets and that on the markets for energy dim the prospects for the world economy. The acceleration of the oil price hike during the first half of the year has led to an increase in expected inflation and to higher interest rates on capital markets, while stock prices are going down. At the same time, the financial crisis is far from over, and banks in the US and in Western Europe continue in their efforts to consolidate their balance sheets. Thus, the expansion of credit supply will be scarcer in the next quarters. All this means that demand will slow in the developed economies during the next quarters. However, the massive fiscal stimulus will help the US economy to stabilize, and the world economy still benefits from the high growth dynamics in the emerging markets economies. All in all, the developed economies will not reach their potential growth rate before the second half of 2009. In Germany, the upswing comes to a temporary halt during summer of this year. Slowing foreign demand and the oil price hike induce firms to postpone investments, and private consumption, the soft spot of the upswing in Germany, is still sluggish due to high inflation rates that impair purchasing power. For the end of 2008, chances are good that growth in Germany accelerates again, because German exporters are still penetrating emerging markets as competitiveness does not diminish. All in all, the German economy will grow by 2.3% in 2008 (mainly due to the very high dynamics at the beginning of the year) and by 1.3% in 2009. A main risk of this forecast is that monetary policy fails in easing the high inflationary pressures. As to fiscal policy, efforts to reach sustainable public finances should not weaken.

Oil Prices and International Trade: How Petrodollar Recycling Affects the Industrialised Countries

Abstract
Since 2004, prices for crude oil nearly tripled at international commodity markets. In the wake of the oil crises of the 1970s and ‘80s, numerous empirical studies analysing the macroeconomic effects of sharp increases in commodity prices were carried out pointing at the risks of oil price rises for GDP growth in oil-importing countries. However, in most of these analyses, the impact of oil price increases on international trade of oil-importing countries, which gained in importance in the course of globalisation, is considered only marginally. This is especially the case for the additional revenues of oil-exporting countries spent in large parts for imports from and investment in the industrialised economies.
The present article examines the impact of oil price increases on merchandise exports and imports of single oil-importing industrialised countries. The results show that the curbing effects on merchandise exports are lower than on imports. Whereas import demand responds disproportionally high on the decline in consumption and investment in consequence of oil price increases, the effects on merchandise exports are ambivalent. On the one hand, exports to oil-importing trading partner countries decline due to the local economic downturns, but on the other, exports to oil-exporting countries sharply increase. As a consequence, the negative impact of rising oil prices on macroeconomic activity in oil-importing countries is lowered by the external sector due to growing net exports.

The Maximum Level of Fines Restricts the Effect of European Competition Law

Abstract
In 2006, the fining guidelines for competition law infringements were completely renewed. The aim of this reform was twofold: on the one hand to decrease the incentive for cartelization and on the other hand to increase the likelihood of cartel detection.
The article studies how company’s decision for or against a cartel is influenced by these guidelines. We show that due to the maximum level of fines – which refers to the worldwide group turnover - an effective deterrence level can be achieved only for those companies, which realize just a small part of their turnover in the relevant market. Their incentive to blow the whistle increases with the cartel duration. This leads to a rising instability of cartels where one member generates only a small part of its turnover in the relevant market. In contrast, the deterrence level for companies that realize a large part of their sales in the relevant market is quite low due to the maximum level of fines.
The article gives a short overview of the risk factor competition law – from a company perspective. We illustrate how the expenditures related to cartel law infringements can be calculated. Further on, the minimum profit margins that are necessary for an economically advantageous cartel are determined. We show that for certain types of cartels already small rates of return are sufficient to make cartel participation attractive.

Abstract
During the last couple of years the European Commission increased the fines for competition law infringements. Regardless whether an infringement was only negligent or intended it can result in enormous financial risks for companies. The following article shows a distribution of the financial risk of cartel law infringements in Europe. The potential fine - which can amount to a multiple of annual sales in the relevant market - should sensitize managers to check their own undertaking whether they are involved in such violations.
