Economic Effects of Investment Grants for Water and Sewerage Infrastructure – The Case of Saxony

Abstract
The article deals with the regional economic growth effects of the German “Joint Scheme” for the improvement of regional economic structures (“GA-Infra”). It focuses on water and sewerage projects located in the federal state of Saxony (Germany) during the funding period 2000-2007. Evaluating these projects is important for scientific as well as for economic policy reasons.
First of all, according to general economic theory, the potential direct and indirect supply-side effects of the water and sewerage infrastructure as well as the price effects caused by this infrastructure are relevant for location decisions only to certain branches of the manufacturing industry.
Subsidies for the development of the sewerage infrastructure have been granted mostly according to the growth target of regional policy, i.e. primarily to municipalities with above-average volumes of industry sewage. This finding could not be confirmed for water provision.
A regression analysis (estimating the labour demand of the local manufacturing industry) showed no empirical evidence for any relationship between the changes in labour demand and the amount of GA-Infra funded water and sewerage infrastructure investments. This might be a consequence of the already satisfactory development condition of the infrastructure in question at the beginning of the funding period (“ubiquitous infrastructure”).
According to a survey of local governments conducted by the IWH, these results might be explained by the fact that business customers did not benefit from price reductions despite the GA-Infra funding granted to their local water and sewage disposal providers. Even though there might be some intuitively plausible reasons (decreasing population, no connection fees) for these findings, no effect on firm location decisions can be expected under these circumstances.
All in all, we do not consider the further extension of these funding priorities to be necessary. Especially, the GA-Infra water/sewerage grants should neither be used to mitigate the cost effects of demographic changes or regulation nor to compensate for losses caused by the buyer power of large firms.

Political Institutionalisation and Economic Specialisation in Polycentric Metropolitan Regions – The Case of the East German ‚Saxony Triangle‘

Abstract
The rising focus of politicians as well as scientists in the EU on the large urban agglomerations as centres of economic growth is accompanied by political efforts to identify and to demarcate such agglomerations under the label ‘metropolitan regions’. This study develops a theoretical framework broaching the issue of cooperation between municipalities from the perspective of regional economics as well as political science. The framework is applied to the empirical case of the polycentric metropolitan region of the ‘Saxony triangle’ in east Germany. The results show that various intervening factors prevent intense co-operation between the actors in the region. Policy implications and conclusions for future research are discussed.

Sharing Competences: The Impact of Local Institutional Settings on Voter Turnout

Abstract
Institutions are common predictors of voter turnout. Most research in this field focuses on cross-country comparisons of voting systems, like the impact of compulsory voting or registration systems. Fewer efforts have been devoted to understand the role of local institutions and their impact on political participation. Especially the impact of divided competences in relation to public good provision and its impact on voter turnout has been widely ignored. In the present paper, we analyze the effects of different institutional settings for inter-municipal cooperation on voter turnout. We use data from local elections in Germany, held in 2003 and 2004. Overall, we analyze aggregate voter turnout of 1661 municipalities and find strong evidence for our hypothesis that local institutional settings are influential in this context. Further, our results indicate that the better competences correspond to the spatial dimension of local public goods, the higher should be the voter turnout.

Abstract
In cities with decreasing population there is an increasing concern about the future cost of technical infrastructure. A diminishing number of inhabitants will have to bear the costs of the public services provided by their community. Beyond the pure cost arithmetic the main research question of our project was how urban planning can contribute to alleviating the rising average cost per service unit (cbm, sqm). The study was carried out for three medium-sized cities in the eastern part of Germany with a time horizon of 2030. The focus is on water, sewage and communal roads.
The rather surprising result was that urban planning (attempts for densification, inner city development instead of extensivation of the urban fabric) has little effect on long-term cost compared to the unavoidable yearly renovation requirements of the technical infrastructure. Because of the dominant block of fixed cost in technical infrastructure systems, the demographic development is the main cost determinant. Therefore, in future a massive problem in financing today’s standard of public services will be imminent.

Abstract
The article discusses primarily the potential long-term (supply-side) effects of the public investments subsidized by the German „Economic Stimulus Package II“. Considering the allocative aspects, especially the productivity and financing effects of publicly provided capital as well as the factor price effects of investment grants (municipalities are „lured to the concrete“) have to be taken into account. The theoretical problems are supported empirically by the subsidy practice in Saxony and its focus on local consumer goods (sports and leisure facilities) and on not directly economy-related educational facilities (kindergartens, primary schools). From a distributive point of view no interdependence between the financial strength (or weakness) of the municipalities and the amount of their ESPII-grants received could be confirmed empirically. Finally, with respect to the economic short-term stabilization effects of the program a significant increase of the municipal investments – although with a time lag - was found for Saxony.

Abstract
This article deals with the question whether the investments subsidized by the economic stimulus package II („Konjunkturpaket II“) do not only have short-term effects on demand but also long-term effects e.g. on local economic growth. As far as the short-term effects are concerned, the case of the German state of Saxony shows – with some delay – a rise in local government´s investments. Hence, the time-lag problem inherent in all governmental spending programmes seems to keep within reasonable limits. Up to now there have been no signs of inflationary price tendencies in the construction sector.
According to - for example - the „new“ economic growth theory, one ought to be sceptical about the long-term effects of the projects supported by the programme: Even for genuine public intermediate goods the withdrawal effects of financing have to be weighed against the positive effects on private enterprise sector productivity. Furthermore, the effects on factor prices caused by the investment grants might encourage the excess use of physical capital in public production.
This sceptical attitude of the theory is confirmed for Saxony by the fact that primarily public consumption goods (sports and leisure facilities) or educational facilities (kindergartens, primary schools), which are of no direct relevance to the local enterprises, are supported by the programme. Investments in vocational training, research and development play only a minor role at the local government level or are explicitly excluded from the programme.
Especially because of the incentives to misallocate public resources it is recommended to rely on unconditional grants in future support programmes. Then the local governments could use the grants for either „investments” in human capital (new [fixed-term contract] hires, qualification) or in physical capital, according to their needs.

Abstract
Der Beitrag ist durch in jüngster Zeit aufgekommene Überlegungen inspiriert, inwieweit Stadtregionen einer gewissen „Pflege“ durch den Staat bedürfen, um ihre Funktion als regionale Wachstumsmotoren erhalten oder stärken zu können. Vor diesem Hintergrund wird am Beispiel der kommunalen Haushalte in Sachsen-Anhalt und in Baden-Württemberg untersucht, wie städtische Räume einerseits und nichtstädtische Räume andererseits im kommunalen Finanzausgleich behandelt werden. Es wird empirisch untersucht, wie sich die fiskalische Situation sich für diese beiden Regionsarten vor, im Rahmen und nach dem kommunalen Finanzausgleich darstellt. In beiden Ländern führt der kommunale Finanzausgleich zu einer Stärkung der Position der Kernstädte. Dies entspricht tendenziell ihrer besonderen Rolle bei der Erbringung öffentlicher Dienstleistungen. Gleichwohl wird im Beitrag die Schaffung von mehr Transparenz bezüglich der beabsichtigten Umverteilung empfohlen.

Abstract
Das Institut für Wirtschaftsforschung Halle (IWH) befasst sich alle zwei Jahre im Rahmen einer Tagung mit ausgewählten Aspekten der kommunalen Wirtschaft. Am 5. und 6. November 2009 fand das „Hallesche Kolloquium zur kommunalen Wirtschaft“ zum dritten Mal statt, und zwar zum Thema „Zur Zukunft der kommunalen Wohnungspolitik“. Über dieses Thema, speziell über die Bedeutung der kommunalen Wohnungswirtschaft für die Stadtentwicklung, wird nicht erst seit dem spektakulären Verkauf der Dresdner WOBA an ein privates Unternehmen kontrovers diskutiert. Ungeachtet solcher Veränderungen ist im Osten Deutschlands als Folge der Systemtransformation der Anteil kommunaler Anbieter am Wohnungsmarkt im Vergleich zum Westen sehr hoch, was in der wissenschaftlichen wie politischen Debatte unterschiedlich bewertet wird.

Abstract
Die wirtschaftliche Entwicklung der Städte und Gemeinden in Ostdeutschland wird wesentlich von der Verfügbarkeit über finanzielle Ressourcen beeinflusst. Der vorliegende Beitrag geht den Fragen nach, inwieweit das kommunale Finanzsystem im Osten Deutschlands heute den Anforderungen entspricht, die aus der Sicht der Theorie des Fiskalföderalismus an ein funktionsfähiges kommunales Finanzsystem zu stellen sind, ob sich hinsichtlich des Erreichens der Anforderungen systematische Unterschiede zwischen Ost und West feststellen lassen und welche Veränderungen des Finanzsystems gegebenenfalls erfolgen sollten.
Im Vergleich zu den Verhältnissen in West-deutschland sind die Grundprobleme der Kommunalfinanzen in den Neuen Ländern in den geringen Steuererträgen und in der flächendeckenden Zuweisungsabhängigkeit der Kommunen zu sehen. Es lässt sich vermuten, dass die hohen Zuweisungen teilweise nicht nur Folge der schwierigen wirtschaftlichen Lage sind, sondern ihrerseits auch zu einer ungünstigen wirtschaftlichen Entwicklung beitragen. Gerade für den geringen Beitrag der Steuern zu den kommunalen Haushalten, aber auch für andere Defizite der ostdeutschen Kommunalfinanzen spielen neben der wirtschaftlichen Situation auch institutionelle Aspekte eine Rolle, wie z. B. die gegenwärtigen Regelungen der Steueraufteilung zwischen Bund, Ländern und Kommunen oder die heutige Ausgestaltung der kommunalen Steuern. Vor diesem Hintergrund ist zu erwarten, dass sich ohne institutionelle Neuregelungen mittelfristig keine nachhaltige Verbesserung der kommunalen Finanzsituation in Ostdeutschland erreichen lässt. Insbesondere sollten die seit langem geforderten Reformen im Bereich der Gemeindesteuern umgesetzt werden; zudem spricht vieles dafür, auch für die Systeme des Kommunalen Finanzausgleichs (auf Länderebene) zu einer Neuordnung zu kommen.
