Abstract
The German economy is on the verge of an upturn driven by domestic demand. The improving global economic climate and decreasing uncertainty are fuelling investment. Private consumption is benefitting from favourable employment and income prospects. Real gross domestic product looks set to grow by 1.8 percent in 2014, after an increase of just 0.4 percent this year. Consumer prices are expected to rise by a moderate 1.6 percent this year and by 1.9 percent next year. The German public budget will continue to show a surplus.

Abstract
Realwirtschaftliche Indikatoren deuten daraufhin, dass die Schwächephase der deutschen Konjunktur im Frühsommer ausläuft. So werden im Baugewerbe die witterungsbedingten Produktionsausfälle aufgeholt, und Aktivitäten zur Beseitigung der Hochwasserschäden kommen hinzu. Auch der private Konsum wirkt stützend. Das Bruttoinlandsprodukt wird im laufenden Jahr wohl um 0,7% und im kommenden Jahr um 2% steigen. Die Arbeitslosenquote wird im Jahr 2013 6,5% und im Jahr 2014 6,1% betragen. Der Finanzierungssaldo der öffentlichen Haushalte wird sich im Jahr 2013 bei einer leicht expansiv ausgerichteten Finanzpolitik geringfügig verschlechtern und im kommenden Jahr aufgrund wieder etwas stärker expandierender Einnahmen einen Überschuss in Höhe von 0,4% in Relation zum Bruttoinlandsprodukt aufweisen. Die Schulden- und Vertrauenskrise im Euroraum stellt nach wie vor das Hauptrisiko für die deutsche Konjunktur dar.

Does Central Bank Staff Beat Private Forecasters?

Abstract
In the tradition of Romer and Romer (2000), this paper compares staff forecasts of the Federal Reserve (Fed) and the European Central Bank (ECB) for inflation and output with corresponding private forecasts. Standard tests show that the Fed and less so the ECB have a considerable information advantage about inflation and output. Using novel tests for conditional predictive ability and forecast stability for the US, we identify the driving forces of the narrowing of the information advantage of Greenbook forecasts coinciding with the Great Moderation.

Midterm Projection: Economic Development and the Public Budget in the Years 2011 - 2015

Abstract
In 2010 economic activity in Germany improved steadily. While global trade increased in the first half of the year – and, thus, German exports – domestic demand became increasingly important. Private Investment recovered and – even more important – consumption contributed to economic growth. Moreover, employment reached an all-time high and unemployment decreased further during the year.
Until 2015 economic growth will keep to be relatively high. German external trade will still gain momentum by the development of global trade. However, economic development will be driven more and more by domestic demand. Interest rates will remain relatively low and stimulate investment activity. Moreover, unemployment will continually shrink, partly reflecting demographic developments, but partly mirrored in increasing employment. Due to a higher degree of employment security and rising wages consumption will gain momentum. Real GDP will increase by 2.3% in 2011 and by 1.7% in 2012. From 2013 – 2015 it will rise by 1½% on average.
While the German economy will gain strength, public budgets will clearly improve. In 2010 the deficit ratio exceeds the Maastricht threshold only slightly; in relation to nominal GDP the German budget deficit was about 3.2%. Concerning the high fiscal stimulus, mainly given in the years 2009 and 2010, the deficit ratio is surprisingly low. While income and wage taxes as well as the receipts from social security contributions already increased, unemployment benefits already declined substantially.
The midterm projection shows a favorable development of public budgets. While employment remains high and unemployment continually decreases, the wage tax and the social security contributions will boost revenue. On contrast the same development will lessen public expenditure, especially transfers.
This projection relies heavily on the assumption that fiscal policy will trace its consolidation plans. For instance, it is assumed that the federal level will implement their plans from summer/autumn 2010 and that there will be no additional measures. In this case, in 2015 the German public budget will show a surplus of ¼% in relation to GDP.

Abstract
Die weltwirtschaftliche Erholung wird sich im Jahr 2010 weiter fortsetzen. Besonders hoch ist die Dynamik in den asiatischen Volkswirtschaften. Auch in den USA erholt sich die wirtschaftliche Aktivität trotz weiterhin bremsender Einflüsse aus dem Immobiliensektor und vom Arbeitsmarkt so weit, dass das
Bruttoinlandsprodukt in diesem Jahr bereits wieder das Vorkrisenniveau erreichen wird. Im Euroraum verläuft die Erholung hingegen schleppend. Für einige Länder bestehen Zweifel daran, ob die Wirtschaftspolitik über die Handlungsspielräume verfügt, die hohen Haushalts- und Leistungsbilanzdefizite einzudämmen. Dies erhöht die Unsicherheit über die wirtschaftliche Entwicklung und bremst die Konsum- und Investitionsgüternachfrage. In Deutschland kam die Erholung Ende 2009 ins Stocken; der private Konsum und die Bauinvestitionen fielen schwach aus. Der Arbeitsmarkt zeigt sich hingegen weiterhin sehr robust. Die Unternehmen haben bisher trotz des starken Einbruchs weitgehend auf Entlassungen verzichtet, und eine abrupte Entlassungswelle im Nachgang der Krise wird wohl ausbleiben. Erklären lässt sich dies durch die ausgeweiteten Kurzarbeiterregelungen und die Kosten, die bei Entlassung und erneutem Personalaufbau im Zuge der wirtschaftlichen Erholung entstehen. Die Arbeitsproduktivität wird somit noch einige Zeit unter dem Vorkrisenniveau liegen und keinen großen Spielraum für Lohnerhöhungen bieten, sodass die realen Einkommen nur wenig steigen werden. Der private Konsum dürfte jedoch von der robusten Arbeitsmarktlage tendenziell gestützt werden. Die Hauptantriebskraft für die deutsche Konjunktur ist allerdings nach wie vor die weltwirtschaftliche Dynamik. Sie wird die Exporte nach dem Einbruch in der Krise wieder beflügeln und nach und nach zu einer Wiederbelebung der Unternehmensinvestitionen führen. Insgesamt wird das Bruttoinlandsprodukt in Deutschland im Jahr 2010 um 1,8% zulegen, und auch 2011 setzt sich der Erholungskurs fort. Das Produktionsniveau wird aber Ende 2011 noch unter dem Vorkrisenniveau und unter dem Produktionspotenzial liegen. Für die Wirtschaftspolitik bleibt der sanfte Ausstieg aus der expansiven Geld- und Finanzpolitik die zentrale Aufgabe. Die Nachwehen der globalen Finanz- und Wirtschaftskrise können nicht als Vorwand dienen, die notwendige Konsolidierung aufzuschieben. Denn eine wichtige Erkenntnis aus der jüngsten Vergangenheit ist, dass nur einem auch finanziell handlungsfähigen Staat die Stabilisierung schwerer wirtschaftlicher Krisen gelingen kann.
