Spatially Concentrated Industries as Innovation Driver? – Empirical Evidence from East Germany

Abstract
A positive relation between the spatial concentration of sectors and their capacity of innovation is frequently assumed in regional science as well as in regional development policy. Therefore, with the support of sectoral agglomeration, effects on the regional technological performance are expected. However, previous empirical work is inconsistent in supporting this interdependency.
This study aims to examine the effects of sectoral agglomeration on innovative activities in East-German regions. For this purpose, spatially concentrated industries are identified and included in the estimation of regional ‘knowledge-production-functions’. Contrary to expectations, the spatial concentration seems to inhibit the amount of patent-activities of the sector in the specific region. In contrast, positive effects are generated from research facilities. Moreover, we find evidence for intersectoral spillovers.
The results show that for innovative activities, urbanization effects have a higher relevance as localization effects. So far, spatially concentrated industries are not an innovation driver in East Germany.

Abstract
Growth in advanced economies is essentially driven by innovation activities. The question rises from a demographic point of view as to whether the trend of an ageing workforce will affect the innovation capacities of these economies. To answer this question, the paper examines on the basis of a German linked-employer-employee-dataset whether an older workforce lowers a firm’s potential to generate product innovations. The empirical approach is based on an Ordered-logit regression model, relating a firm’s innovation potential to the age composition of its employees. The analysis provides evidence of significant age effects. The estimated age-innovation-profile follows an inverted U-shaped pattern, it peaks at the age of about 40 years. A separate estimation shows that technicians and engineers age seems to be particularly relevant.

Globalisation Forces an Acceleration of Standardization Processes

Abstract
The increase in the intensity of competition in recent years, especially in markets for industrial products, has increased the pressure for businesses to innovate. This finds expression in an accelerated introduction of new products and processes, leading to a shortening of product life cycles. Equally, the pressure to innovate also increased the pressure on research and development processes of businesses.
For this reason, the patent system and the standardization system get under pressure, because these systems for codifying and saving intellectual property rights need time for necessary inspections and to reach a consensus on different proposed specifications. This article focuses on the standardization system. Under the condition of temporal pressure, there are three possibilities for standardization: abstaining from standardization, switch to non consensus-based industrial standardization or accelerate the standardization process. This article examines if standardization organisations have successfully accelerated their processes to survive in the sandwich position between shortened product cycles and accelerated market introduction of products. It turns out that the acceleration has succeeded – through a series of institutional reforms, such as a prioritization of international before the national standards by the beginning and middle of the last decade agreements.

Foreign Subsidiaries in the East German Innovation System – Evidence from Manufacturing Industries

Abstract
This paper analyses the extent of technological capability of foreign subsidiaries located in East Germany, and looks at the determinants of foreign subsidiaries’ technological sourcing behaviour. The theory of international production underlines the importance of strategic and regional level variables. However, existing empirical approaches omit by and large regional level factors. We employ survey evidence from the “FDI micro data- base” of the IWH, that was only recently made available, to conduct our analyses. We find that foreign subsidiaries are above average technologically active in comparison to the whole East German manufacturing. This can be partially explained by the industrial structure of foreign direct investment. However, only a limited share of foreign subsidiaries with R&D and/or innovation activity source technological knowledge from the East German innovation system. If a subsidiary follows a competence augmenting strategy or does local trade, it is more likely to source technological knowledge locally. The endowment of a region with human capital and a scientific infrastructure has a positive effect too. The findings suggest that foreign subsidiaries in East Germany are only partially linked with the regional innovation system. Policy implications are discussed.

Abstract
Standards are an important part of the codified knowledge of a society. In contrast to industry standards, formal standards are created in a consensus-based procedure open to all interested parties. Only if an economic interest for application exists will formal standards be produced. Interested parties have to shoulder participation costs themselves, which enforces economic interest. Up to a certain extent, governments also trigger and finance formal standardisation processes through the new approach, which creates a framework that is filled by private activity. Standards stand at the end of intellectual property rights if the totality of the value chain of knowledge production is looked at. One important aspect is their accessibility and the inclusion of all necessary intellectual property rights, especially patents, at reasonable prices. Conversely, consortia may exclude groups from the use of their standards. By preventing the licensing of those patents included in a standard, they can effectively block market entry. Thus, “successful” standards often face antitrust problems. Formal standards reduce costs of production through economies of scale, economies of scope and network-economies. Goods and processes that are standardized signal quality, the inclusion of high technological standards and permanent presence in the markets, which again accelerates market dissemination. Firms face a dilemma: On the one hand, the penetration of a markets with industry standards offers potentials for high profits; on the other hand, this has to be balanced against the risk of failure, especially if clients are hesitant because they do not know which standard will be successful in the end. Formal standards create and stabilize trust markets. This is especially true in the area of globalisation. Europe, which has to face an enormous competition in the international knowledge economy, needs an institutionally efficient approach to formal standardisation. This contribution addresses future problems of the European standardisation that have been developed within the framework of a working group of the European Standardisation Organisation called Future Landscape of European Standardisation (FLES).

Does Qualification Drive Innovation? A Microeconometric Analysis Using Linked-employer-employee Data

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

Abstract
The development and successful introduction of new products is a fundamental feature of a modern knowledge society. After completion of the retrieving technological renewals in East Germany, businesses in the newly-formed German states have to stand up to the competition for marketable concepts and ideas. In doing so, the structural particularities on the strength of transformation are still in force and besides, the embedding of East Germany between high-tech in the West and catching up countries in the East constitutes an additional challenge. This article outlines the innovation activities of East German companies and pursues in the framework of an multivariate analysis to follow up intra-corporate determining factors for product innovations The empirical analysis, employing the IAB establishment panel, shows an active share of innovation participation of companies belonging to the manufacturing industry in East Germany during the years 2002 and 2003. The proportion of companies with product innovation in the newly-formed German states even lies slightly above the reference value for West Germany. Especially companies with an own Research and Development (R&D) department are introducing new products twice as much as companies without an R&D division. The regression analysis proves that own R&D represents the strongest driving force for product innovations in regard to input factors. Moreover, continuing operational education can also be attested a positive impact on innovation activities and emphasizes concurrently the meaning of long-life learning. In reference to business specific characteristics, it stands out that foreign equity participation imposes a significant negative impact of on product innovations. This result, deserving further analysis, indicates the phenomenon of so-called subcontracting.

Demographic development and its economic consequences

Abstract
Within the next decades, East Germany will continue to face strong demographic challenges. In addition to shrinking, the ageing of population and labour force will more and more affect the economic development of the new Länder. Against this background, the question rises whether the shift of workforce age structure will influence growth and innovation potential as well as structural change. The IWH recently has focused on this topic widely ignored by the research literature so far. On the basis of selected methods and data, the economic impact of workforce ageing was empirically evaluated. The first issue concerns the impact of age on productivity. Based on two separate empirical investigations, the conclusion can be drawn that above a certain stage, age diminishes productivity. But higher levels of experience might partly compensate for this reduction. Secondly, the innovation effects of ageing have been analyzed. Again, significant age effects arise. Employees at the age of about 40 years turn out to be the most innovative part of the workforce. Furthermore, the analysis shows that engineers are particularly subject to age effects. A third study sheds light on the challenging consequences of ageing on entrepreneurship potential. Hence, independently of the increasing problem of skill shortages, ageing itself will unfavourably affect growth, innovation and structural change. Though political options are limited due to the more or less fixed demographic trends, appropriate instruments regarding economic, family and education policy might lower the identified age effects.

What Determines the Efficiency of Regional Innovation Systems?

Abstract
We assess the efficiency of regional innovation systems (RIS) in Germany by means of a knowledge production function. This function relates private sector research and development (R&D) activity in a region to the number of inventions that have been registered by residents of that region. Different measures and estimation approaches lead to rather similar assessments. We find that both spillovers within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector R&D in the respective region. It is not the mere presence and size of public research institutions, but rather the intensity of interactions between private and public sector R&D that leads to high RIS efficiency. We find that relationship between the diversity of a regions’ industry structure and the efficiency of its innovation system is inversely u-shaped. Regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.
