Abstract
We build an endogenous growth model to analyze the relationships between taxation, corruption, and economic growth. Entrepreneurs lie at the center of the model and face disincentive effects from taxation but acquire positive benefits from public infrastructure. Political corruption governs the efficiency with which tax revenues are translated into infrastructure. The model predicts an inverted-U relationship between taxation and growth, with corruption reducing the optimal taxation level. We find evidence consistent with these predictions and the entrepreneurial channel using data from the Longitudinal Business Database of the US Census Bureau. The marginal effect of taxation for growth for a state at the 10th or 25th percentile of corruption is significantly positive; on the other hand, the marginal effects of taxation for growth for a state at the 90th percentile of corruption are much lower across the board. We make progress towards causality through Granger-style tests and by considering periphery counties where effective tax policy is largely driven by bordering states. Finally, we calibrate our model and find that the calibrated taxation rate of 37% is fairly close to the model׳s estimated welfare maximizing taxation rate of 42%. Reducing corruption provides the largest potential impact for welfare gain through its impact on the uses of tax revenues.

Abstract
Die Wirtschaftsforschungsinstitute haben in ihrem Frühjahrsgutachten 2015 vorgeschlagen, das System der Abgaben auf Arbeitseinkommen in Deutschland zu reformieren. Eine solche Reform sollte vier Kernelemente beinhalten: Erstens nimmt die steuerliche Belastung mit steigenden Einkommen (Progression) bei kleinen und mittleren Einkommen schneller zu als bei hohen; dieser so genannte Mittelstandsbauch im Einkommensteuertarif sollte eingeebnet werden. Zweitens wird der Spitzensteuersatz schon bei Einkommen erreicht, die etwa dem 1,3-fachen des Durchschnittseinkommens entsprechen; bei der Ein-führung des progressiven Steuertarifs im Jahr 1958 griff er beim 17-fachen des damaligen Durchschnittseinkommens. Der Spitzensteuersatz sollte tatsächlich erst bei Spitzeneinkommen greifen. Drittens verliert der Solidaritätszuschlag mehr und mehr seine Berechtigung; es handelt sich dabei um eine Ergänzungsabgabe, die ursprünglich zur Finanzierung der Deutschen Einheit vorgesehen war und nur vorübergehender Natur sein sollte. Zudem kommt es immer wieder zu dem Missverständnis, der Solidaritätszuschlag werde nur im Westen bezahlt, obwohl er im Osten genauso erhoben wird. Diese Ergänzungssteuer sollte abgeschafft werden. Viertens sind in der Vergangenheit immer mehr Lasten, die aus allgemeinen Steuern zu finanzieren wären, wie etwa die „Mütterrente“, allein den Sozialversicherungen aufgebürdet worden. Entsprechende Zuschüsse aus Steuermitteln an die Sozialversicherung würden zu niedrigeren Beitragssätzen in der Sozialversicherung führen und damit die Arbeitnehmer entlasten, denn die Steuern speisen sich auch aus Selbstständigen- und Vermögenseinkünften.

Arbeitnehmer und Arbeitnehmerinnen entlasten: Jetzt Steuern und Sozialbeiträge reformieren
Die Abgabenlast von Arbeitnehmern und Arbeitnehmerinnen in Deutschland ist im internationalen Vergleich hoch. Bereits die progressive Natur des Einkommensteuersystems lässt die Abgaben automatisch ansteigen. Zudem ist in Zukunft durch den demographischen Wandel ein Anstieg insbesondere der Rentenversicherungsbeiträge zu erwarten. Um die Abgabenlast der Arbeitnehmer und Arbeitnehmerinnen zu verringern und den Arbeitsmarkt effizienter zu machen, empfehlen die Wirtschaftsforschungsinstitute in ihrem Frühjahrsgutachten 2015, das System der Abgaben auf Arbeitseinkommen in Deutschland jetzt zu reformieren.

Interrelationship between Industrial and Innovation Development in East Germany

Abstract
The article demonstrates that the most important reason for the slowdown and stagnation of economic convergence in East Germany is the weakness in terms of research and development and innovation. It analyzes the interrelationship between industrial and innovative development in the East German federal states since 1990. The article shows how the East German industry sector and its R&D activities looked like in the late 1980s and which transition it had undergone in the course of privatization. The industrial development of the new federal states after 1990 is analyzed. The paper reveals structural shortcomings in East Germany's economy and considers their impact on the progress in R&D.

Related Variety, Unrelated Variety and Regional Functions: A spatial panel approach

Abstract
The paper presents estimates for the impact of related variety, unrelated variety and the functions a region performs in the production process on regional employment growth in Germany. We argue that regions benefit from the existence of related activities that facilitate economic development. Thereby the sole reliance of the related and unrelated variety concept on standard industrial classifications (SIC) remains debatable. We offer estimations for establishing that conceptual progress can be made when the focus of analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety and test our hypothesis by the help of spatial panel approach. Our findings suggest that related variety as same as unrelated variety facilitate regional employment growth in Germany. However, the drivers behind these effects do differ. While the positive effect of related variety is driven by high degrees of relatedness in the regional “R&D” and “White-Collar”-functions, the effects of unrelated variety are spurred by “Blue Collar”-functions in this period.

Abstract
Der grundsätzlich positiv zu bewertende Ausgleich des gesamtstaatlichen Haushaltes in Deutschland im Jahr 2012 unterlag Sonderfaktoren. Hier ist zum einen die Verringerung des Schuldendienstes durch die historisch niedrige Verzinsung deutscher Staatsschuldtitel zu nennen, zum anderen die Zuwächse beim Steueraufkommen durch die kalte Progression. Unter Berücksichtigung des Prinzips der Vorsicht muss darauf hingewiesen werden, dass sowohl die günstige Verzinsung als auch die kalte Progression keinen langfristigen Beitrag zur strukturellen Haushaltskonsolidierung und zur Erfüllung der Vorgaben aus der Schuldenbremse leisten können. In langer Frist könnte die Berechenbarkeit und Transparenz staatlicher Konsolidierungspolitik durch konsequente Beseitigung der kalten Progression, etwa durch eine Indexierung der Tarifparameter, die langfristige Effektivität der Schuldenbremse sogar steigern.
Die Wirtschaftspolitik ringt gegenwärtig um eine Lösung für die Probleme Griechenlands. Die Tragfähigkeit der Staatsverschuldung in Griechenland kann nur dadurch wiederhergestellt werden, dass die Staatsverschuldung spürbar sinkt. Dies gelingt nicht, indem neue Kredite vergeben werden. Vielmehr müssen die privaten und öffentlichen Gläubiger Griechenlands auf einen Teil ihrer Forderungen verzichten, sodass der Gesamtschulden-stand auf ein Maß sinkt, das eine dauerhaft nachhaltige Staatsfinanzierung ermöglicht. Der enorme Reputations-verlust Griechenlands durch den dann zweiten Schuldenschnitt in Folge sollte durch die Euroländer mit einer an Bedingungen geknüpften Übernahme von Garantien bei der Emission von neuen griechischen Staatsschuld-papieren abgemildert werden. Die bedingte Gewährung von Garantien ermöglicht den europäischen Partner-ländern, auch weiterhin Einfluss auf die Reformen in Griechenland zu nehmen.
Zudem sollte die europäische Wirtschaftspolitik jetzt auch Maßnahmen zur Institutionalisierung eines Ver-fahrens zum Umgang mit Staatsinsolvenzen in der Währungsunion angehen. Mit dessen Hilfe könnte nicht nur der Umgang mit Staatsinsolvenzen deutlich verbessert und vereinfacht werden. Es würde zudem ein Instrument geschaffen, das eine Risikobeurteilung bezüglich der Solvenz von Staaten erleichtert. Dadurch reduziert sich die Unsicherheit, und eine effektive Marktsanktionierung wäre möglich.

The Effects of Building Energy Codes in Rental Housing: The German Experience

Abstract
This paper investigates the effect of building energy codes on housings' real energy consumption. We argue that building codes should have a twofold effect: lower levels of energy consumption after its implementation and decreasing energy requirements over time, because tighter building codes induce technical progress in the construction sector. We find evidence for both aspects. Based on a large and unique sample of energy certificates from Germany, this study is the first that deals with the empirical effects of energy efficiency standards in apartment/rental housing. Moreover, it is the first, which includes different stages of regulation.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization
of the region facilitates regional growth in Germany. Additionally, also unrelated
variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.

Abstract
The gross domestic product of Saxony-Anhalt will increase by 2.6% in 2011. Due to structural reasons the growth is lower than in Germany. In Saxony-Anhalt the key growth driver, the engineering industry, are poorly represented. The previously strong food industry suffers under the pressure of rising commodity prices. The growth gap is explained also from a slowing dynamics in the industry later this year, what is already indicated in the intermediate goods sector, which is the most important part in Saxony-Anhalt´s industry. In addition, the dynamics of household demand for consumer goods and housing is weaker because of the sharp decline in population. Furthermore, the government sector slows in connection with the consolidation of public budgets. The growth gap compared to the average of the New Federal States in total also stems from the fact that the recovery in Saxony-Anhalt had progressed rapidly in the previous year.

Abstract
All in all, the IWH expects that GDP of East Germany will increase by 2.8% this year. With this forecast, the growth gap with the West will indeed reduce significantly, but the growth rate remains once again behind the West. The reason is not only that the East German federal states have to consolidate their budgets. The weaker increase in aggregate output is also due to export and innovation weakness, the lack of large enterprises, the aging and declining population.
