Gas storages full – economic outlook less gloomy
The severe slump in the German economy expected last fall has not materialised because gas supply stabilises. However, due to high inflation, higher real interest rates and declining real incomes, the economy is likely to remain weak. In its spring forecast, the Halle Institute for Economic Research (IWH) expects production to grow by just 0.4% in 2023, and inflation to remain high at 5.8%.

Abstract
Asset prices are a valuable source of information about financial market participants' expectations about key macroeconomic variables. However, the presence of time-varying risk premia requires an adjustment of market prices to obtain the market's rational assessment of future price and policy developments. This paper reviews empirical approaches for recovering market-based expectations. It starts by laying out the two canonical modeling frameworks that form the backbone for estimating risk premia and highlights the proliferation of risk pricing factors that result in a wide range of different asset-price-based expectation measures. It then describes a key methodological innovation to evaluate the empirical plausibility of risk premium estimates and to identify the most accurate market-based expectation measure. The usefulness of this general approach is illustrated for price expectations in the global oil market. Then, the paper provides an overview of the body of empirical evidence for monetary policy and inflation expectations with a special emphasis on market-specific characteristics that complicate the quest for the best possible market-based expectation measure. Finally, it discusses a number of economic applications where market expectations play a key role for evaluating economic models, guiding policy analysis, and deriving shock measures.

Regional effects of a recession in Germany triggered by an import stop for Russian gas
A halt in Russian gas deliveries would lead to a recession in the German economy. Not all regions would be equally affected: The Halle Institute for Economic Research (IWH) expects a significantly stronger slump in economic output in regions where the manufacturing sector has a large weight than elsewhere.

Price shock jeopardises recovery of German economy
Russia’s war in Ukraine is hitting the German economy primarily via an energy price shock, but also by disrupting trade flows and causing general uncertainty. At the same time, however, the economy is receiving a strong boost from the lifting of many pandemic restrictions. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 3.1% in 2022. The consumer price index will be 4.8% higher than one year ago. The war affects the East German eco-nomy about as hard as the economy in Germany as a whole.

Abstract
When referring to the inflation trends over the last decade, economists speak of "puzzles": a “missing disinflation” puzzle in the aftermath of the Great Recession, and a ”missing inflation” one in the years of recovery to nowadays. To this, a specific "excess deflation" puzzle may be added during the post-crisis depression in the Euro Zone. The standard Phillips Curve model, in this context, has failed as the basic tool to produce reliable forecasts of future price developments, leading many scholars to consider this instrument to be no more adequate. The purpose of this paper is to contribute to this literature through the development of a newly specified Phillips Curve model, in which the inflation-expectation component is rationally related to the business cycle. The model is tested with the Euro Zone data 1999-2019 showing that inflation turns out to be consistently determined by output gaps and and experts' survey-based forecast errors, and that the puzzles can be explained by the interplay between these two variables.

Are Qualitative Inflation Expectations Useful to Predict Inflation?

Abstract
This paper examines the properties of qualitative inflation expectations collected from economic experts for Germany. It describes their characteristics relating to rationality and Granger causality. An out-of-sample simulation study investigates whether this indicator is suitable for inflation forecasting. Results from other standard forecasting models are considered and compared with models employing survey measures. We find that a model using survey expectations outperforms most of the competing models. Moreover, we find some evidence that the survey indicator already contains information from other model types (e. g. Phillips curve models). However, the forecast quality may be further improved by completely taking into account information from some financial indicators.

Abstract
The present paper compares expected inflation to (econometric) inflation forecasts
based on a number of forecasting techniques from the literature using a panel of
ten industrialized countries during the period of 1988 to 2007. To capture expected
inflation we develop a recursive filtering algorithm which extracts unexpected inflation from real interest rate data, even in the presence of diverse risks and a potential Mundell-Tobin-effect.
The extracted unexpected inflation is compared to the forecasting errors of ten
econometric forecasts. Beside the standard AR(p) and ARMA(1,1) models, which
are known to perform best on average, we also employ several Phillips curve based approaches, VAR, dynamic factor models and two simple model avering approaches.

Systematic Mispricing in European Equity Prices?

Abstract
One empirical argument that has been around for some time and that clearly contra- dicts equity market efficiency is that market prices seem too volatile to be optimal estimates of the present value of future discounted cash flows. Based on this, it is deduced that systematic pricing errors occur in equity markets which hence can not be efficient in the Effcient Market Hypothesis sense. The paper tries to show that this so-called excess volatility is to a large extend the result of the underlying assumptions, which are being employed to estimate the present value of cash flows. Using monthly data for three investment style indices from an integrated European Equity market, all usual assumptions are dropped. This is achieved by employing the Gordon Growth Model and using an estimation process for the dividend growth rate that was suggested by Barsky and De Long. In extension to Barsky and De Long, the discount rate is not assumed at some arbitrary level, but it is estimated from the data. In this manner, the empirical results do not rely on the prerequisites of sta- tionary dividends, constant dividend growth rates as well as non-variable discount rates. It is shown that indeed volatility declines considerably, but is not eliminated. Furthermore, it can be seen that the resulting discount factors for the three in- vestment style indices can not be considered equal, which, on a risk-adjusted basis, indicates performance differences in the investment strategies and hence stands in contradiction to an efficient market. Finally, the estimated discount rates under- went a plausibility check, by comparing their general movement to a market based interest rate. Besides the most recent data, the estimated discount rates match the movements of market interest rates fairly well.
