Economic Failure and the Role of Plant Age and Size

Abstract
This paper introduces a large-scale administrative panel data set on corporate bankruptcy in Germany that allows for an econometric analysis of involuntary exits where previous studies mixed voluntary and involuntary exits. Approximately 83 % of all bankruptcies occur in plants with not more than 10 employees, and 61 % of all bankrupt plants are not older than 5 years. The descriptive statistics and regression analysis indicate substantial negative age dependence with respect to bankruptcy risk but confirm negative size dependence for mature plants only. Our results corroborate hypotheses stressing increasing capabilities and positional advantage, both predicting negative age dependence with respect to bankruptcy risk due to productivity improvements. The results are not consistent with the theories explaining age dependence via imprinting or structural inertia.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat nach indikatorgestützten Schätzungen im dritten Quartal 2014 in etwa stagniert, nachdem es in den beiden ersten Quartalen zu einem kräftigen Auf und Ab gekommen war. Dem wegen des ungewöhnlich milden Winterwetters überzeichneten Produktionsanstieg im ersten Quartal war erwartungsgemäß eine Korrektur im Sommerhalbjahr gefolgt, die sich auch in Deutschland zeigte. Allerdings ist die Rückbildung kräftiger ausgefallen als in Deutschland. Neben dem witterungsbedingten Effekt hat sich in Sachsen-Anhalt ein technischer Sondereffekt niedergeschlagen: Im umsatzstärksten Industriezweig, der Mineralölverarbeitung, ist es aufgrund von Wartungsarbeiten zu einem planmäßigen Produktionsausfall im zweiten Quartal gekommen, der im Folgequartal noch nicht vollständig aufgearbeitet werden konnte. Gleichzeitig hatte die deutsche Wirtschaft im Sommerhalbjahr vor dem Hintergrund der nur schleppenden weltwirtschaftlichen Erholung und zunehmender geopolitischer Risiken vor allem im Zusammenhang mit dem russisch-ukrainischen Konflikt deutlich an Schwung verloren. Dies hat sich auch in Sachsen-Anhalt niedergeschlagen. Die konjunkturbedingten Rückgänge ziehen sich durch alle Wirtschaftsbereiche. Generell nimmt die Wertschöpfung demographisch bedingt in den Bereichen, die absatzseitig stark von den privaten Haushalten abhängen wie das Baugewerbe und der Handel, langsamer zu als in Westdeutschland. Aus gleichen Gründen unterliegen die öffentlichen Dienstleister einem scharfen Konsolidierungskurs.

Abstract
In our analysis, we consider the distribution of decision power over financing and investment between MNEs’ headquarters and foreign subsidiaries and its influence on the foreign affiliates’ financial restrictions. Our research results show that headquarters of multinational enterprises have not (yet) moved much decision power to their foreign subsidiaries at all. We use data from the IWH FDI Micro Database which contains information on corporate governance structures and financial restrictions of 609 enterprises with a foreign investor in Hungary, Poland, the Czech Republic, Slovakia, Romania and East Germany. We match data from Bureau van Dijk’s AMADEUS database on financial characteristics. We find that a high concentration of decision power within the MNE’s headquarter implicates high financial restrictions within the subsidiary. Square term results show, however, that the effect of financial constraints within the subsidiary decreases and finally turns insignificant when decision power moves from headquarter to subsidiary. Thus, economic policy should encourage foreign investors in the case of foreign acquisition of local enterprises to leave decision power within the enterprise and in the case of Greenfield investment to provide the newly established subsidiaries with as much power over corporate governance structures as possible.

Isolation and Innovation – Two Contradictory Concepts? Explorative Findings from the German Laser Industry

Abstract
We apply a network perspective and study the emergence of core-periphery (CP) structures in innovation networks to shed some light on the relationship between isolation and innovation. It has been frequently argued that a firm’s location in a densely interconnected network area improves its ability to access information and absorb technological knowledge. This, in turn, enables a firm to generate new products and services at a higher rate compared to less integrated competitors. However, the importance of peripheral positions for innovation processes is still a widely neglected issue in literature. Isolation may provide unique conditions that induce innovations which otherwise may never have been invented. Such innovations have the potential to lay the ground for a firm’s pathway towards the network core, where the industry’s established technological knowledge is assumed to be located.
The aim of our paper is twofold. Firstly, we propose a new CP indicator and apply it to analyze the emergence of CP patterns in the German laser industry. We employ publicly funded Research and Development (R&D) cooperation project data over a period of more than two decades. Secondly, we explore the paths on which firms move from isolated positions towards the core (and vice versa). Our exploratory results open up a number of new research questions at the intersection between geography, economics and network research.

Abstract
The article deals with the institutional and real-economic restructuring of industry in the former GDR based on the transformation of society. It shows how the country overcame the difficulties, what were the effects of a transformational crisis and consequences for the property relations. Also discussed are the arranged measures aimed at reviving economic growth and the restructuring of industrial production related with the reindustrialization. In the final analysis the restructuring of institutions has defined the vector of development for the East German industry, which is stipulated by its integration into the all-German economic system but has a very limited potential for growth and catching-up development.

Abstract
The article demonstrates that the most important reason for the slowdown and stagnation of economic convergence in East Germany is the weakness in terms of research and development and innovation. It analyzes the interrelationship between industrial and innovative development in the East German federal states since 1990. The article shows how the East German industry sector and its R&D activities looked like in the late 1980s and which transition it had undergone in the course of privatization. The industrial development of the new federal states after 1990 is analyzed. The paper reveals structural shortcomings in East Germany's economy and considers their impact on the progress in R&D.

Abstract
In the political debate voices are repeatedly heard calling for municipal territories to be enlarged and to dispense with internal administrative sub-divisions of the municipal entities, hence realising the model of the so-called unitary municipality and not that of the federally conceived municipalities. The “costs“ in terms of the economic disadvantages of this centralised model are usually only mentioned in passing, not least due to the problems of quantifying these costs. This paper attempts such a quantification for one aspect of the economic disadvantages of larger and more centralised municipal entities, namely their negative effects on election turnouts. The results of the empirical investigations show that the theoretical suppositions are confirmed, demonstrating that (1.) the choice of the organisational form of municipal administrative entity affects turnout, and (2.) the unitary municipality form leads to a significantly lower election turnout than that found in federally organised types of municipality.

Abstract
It must be clear that any kind of appraisal drawn from the results of the individual papers can only be an interim one. Many of the issues raised in the pertinent field of investigation could only be touched upon without being sufficiently debated. In other cases the results of the papers show that further and more thorough investigations are urgently required. It may be stated that public administration structures are basically in a state of constant change, and must repeatedly be adapted to changing economic and social framework conditions. In terms of legal boundaries to territorial restructuring, it should be noted that the size of a municipality may not be permitted to obstruct either the political participation of citizens or the possibility of the municipal decision-makers being sufficiently well-informed.
The overall picture furthermore suggests that reforms in the public sector sphere that are initiated by state actors (i.e. top down) are always extremely complicated affairs.
The objective of the regional working group of the Academy of Spatial Research and Planning (ARL) for the states Sachsen, Sachsen-Anhalt and Thüringen was to highlight some of the most significant aspects of the process of municipal re-structuring and its effects on spatial development, considering these in the three states against the background of current discussions and reform measures.
