Abstract
Der Wachstumskurs, auf den die Wirtschaft in Sachsen-Anhalt nach der Schwäche im Winterhalbjahr eingeschwenkt ist, hat sich im Herbst weiter fortgesetzt. Das preisbereinigte Bruttoinlandsprodukt in Sachsen-Anhalt dürfte im dritten Quartal sogar stärker zugenommen haben als in Deutschland. Insbesondere das Verarbeitende Gewerbe dürfte erneut kräftig zugelegt haben. Die schwächere Entwicklung in den Schwellenländern wirkt sich wegen der eher geringen Abhängigkeit von diesen Märkten kaum nachteilig in Sachsen-Anhalt aus. Demgegenüber dürften sich die allmählich bessernden Absatzperspektiven im Euroraum weiterhin positiv niederschlagen. Der Zuwachs aus den Auslandsgeschäften fällt in der Industrie insgesamt sogar etwas kräftiger aus als der aus dem Inland. Von der anhaltenden binnenwirtschaftlichen Erholung in Deutschland profitierte die Industrie in Sachsen-Anhalt aber ebenfalls. Die konsumnahen Branchen legten zu, die Bauproduktion und deren Zulieferbranchen blieben auch angesichts flutbedingter Baumaßnahmen aufwärtsgerichtet. In den Dienstleistungsbereichen zogen mit den steigenden Einkommen der privaten Haushalte der Handel und das Gastgewerbe an, die unternehmensnahen Dienstleister legten im Sog der Industrieproduktion zu. Der Beitrag des staatlichen Sektors zur Wertschöpfung ging bei anhaltender Konsolidierung der öffentlichen Haushalte dagegen zurück.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.

MNEs and Regional R&D Co-operation: Evidence from Post-Transition Economies

Abstract
The aim of this paper is to contribute to the literature by investigating the determinants of R&D co-operation between MNEs’ foreign subsidiaries and enterprises in the region of location, thereby leading to a better understanding which firm- and region-specific factors influence this co-operation behavior. Applying a logit model, this paper investigates which firm- and region-specific determinants influence technological cooperation between foreign subsidiaries and suppliers, customers, and research institutions in the region of location. Results suggest that especially the foreign subsidiary’s mandate in terms of R&D, its internal technological embeddedness, its technological capability but also the regional knowledge stock are positively associated with these co-operations. The analysis focuses on post-transition economies, using the example of five selected CEE countries and East Germany. We exploit a unique dataset - the IWH FDI Micro database - which holds information on 1,245 foreign subsidiaries in this region.

Cost of Transaction and the Search for Skilled Workers: A Theoretical Explanation Based on the Theory of Institutions

Abstract
Germany will have an increasing need of qualified staff across regions and economical sectors. Not only does this concern highly qualified of so-called MINT-professions (mathematics, IT, natural sciences and technology), but expands to qualified laborers of the health business and the arts and crafts sector. This demand cannot be met through the employment of jobless people from within the country, as the demographic change of a shrinking and ageing population works against it. Societal responsibility thus demands to attract qualified laborers as immigrants. In order to improve Germany’s image as a country of immigration for qualified staff, so-called soft-criteria should be strengthened aside hard facts, like income or employment opportunities. Such a policy actively needs to communicate to migrants that they and their family members are welcome to stay for good. Such an approach has recently been discussed as “Willkommenskultur” (“culture of welcoming”). It signals a change of paradigm in German immigration policy. A policy of „Willkommenskultur“ does not yet exist in Germany, at least it has not yet reached a satisfying level to be recognized and accepted as such by potential immigrants. Based on the theoretical conception of the Institutional Economy, approaches of a political change and its implementation are outlined. Those changes would imply governmental, societal and micro-economical shifts and changes.

Abstract
Die Wirtschaft in Sachsen-Anhalt schwenkt nach der Schwäche im Winterhalbjahr wieder auf Wachstumskurs ein. Damit vollzieht das preisbereinigte Bruttoinlandsprodukt in Sachsen-Anhalt tendenziell eine ähnliche Entwicklung wie in Deutschland insgesamt. Sehr wesentlich dazu beigetragen haben Aufholeffekte nach der witterungsbedingten Produktionsschwäche zu Jahresbeginn, die sich vor allem in einer Aufwärtsbewegung der Wertschöpfung im Baugewerbe und den baunahen Vorleistungsbranchen zeigt. Darüber hinaus zeichnet sich aber auch eine Erholung bei der Herstellung von Verbrauchs- und Investitionsgütern ab, wobei insbesondere das Ausland wieder eine größere Rolle als Absatzgebiet spielt. Maßgeblich dürften die sich allmählich bessernden Absatzperspektiven im Euroraum nach dem Ende der Rezession dort sein.

Determinants of Illegal Mexican Immigration into the US Southern Border States

Abstract
We model illegal immigration across the US-Mexico border into Arizona, California, and Texas as an unobservable variable applying a Multiple Indicators Multiple Causes model. Using state-level data from 1985 to 2004, we test the incentives and deterrents influencing illegal immigration. Better labor market conditions in a US state and worse in Mexico encourage illegal immigration while more intense border enforcement deters it. Estimating the state-specific inflow of illegal Mexican immigrants we find that the 1994/95 peso crisis in Mexico led to significant increases in illegal immigration. US border enforcement policies in the 1990s provided temporary relief while post-9/11 re-enforcement has reduced illegal immigration.

Abstract
Sachsen-Anhalt’s regional development has been heavily determined by the transition from a centrally planned economy to a market economy after German unification in 1990. The process of transition took place during the 1990s as the formal rules associated with a market economy system were adopted. Nevertheless, a number of structural peculiarities which have their roots in the transition period continue to have an impact. This feature is not specific to Sachsen-Anhalt; it concerns all East German regions.

Geoadditive Models for Regional Count Data: An Application to Industrial Location

Abstract
We propose a geoadditive negative binomial model (Geo-NB-GAM) for regional count data which allows us to simultaneously address some important methodological issues, such as spatial clustering, nonlinearities and overdispersion. We apply this model to study location determinants of inward greenfield investments occurred over the 2003-2007 period in 249 European regions. The inclusion of a geoadditive component (a smooth spatial trend surface) permits us to control for spatial unobserved heterogeneity which induces spatial clustering. Allowing for nonlinearities reveals, in line with theoretical predictions, that the positive effect of agglomeration economies fades as the density of economic activities reaches some limit value. However, no matter how dense the economic activity becomes, our results suggest that congestion costs would never overcome positive agglomeration externalities.

Abstract
Das Konjunkturbild für Sachsen-Anhalt bleibt auch im ersten Quartal 2013 weitgehend gedämpft. Die Wertschöpfung Sachsen-Anhalts erreicht zu Jahresbeginn sogar einen neuen lokalen Tiefpunkt seit Ende der großen Rezession im Jahr 2009. Die seit Sommer vergangenen Jahres zu beobachtende Konjunkturschwäche hat sich angesichts der immer wieder neu entflammenden
Eurokrise und der schwachen Weltkonjunktur zuletzt weiter fortgesetzt. So blieb
die Industrie nochmals hinter ihrem Vorquartalsergebnis zurück. Positiv zu vermelden ist aber, dass sich der Rückgang in der Industrie zuletzt etwas abgeschwächt hat. Der außerordentlich kräftige Rückgang des Bruttoinlandsprodukts von 0,7% gegenüber dem Schlussquartal 2012 (vgl. Tabelle 1) ist zum größten Teil dem langanhaltenden Winter geschuldet. Starke
Rückschläge musste vor allem das Baugewerbe hinnehmen; aber auch im Handel und Verkehr ist die Wertschöpfung wohl aufgrund des Winters deutlich gesunken.

Abstract
This paper analyzes the spatial distribution of foreign direct investment (FDI) across regions in Russia. Our analysis employs data on Russian firms with a foreign investor during the 2000-2009 period and links regional statistics in the conditional logit model. The main findings are threefold. First, we conclude that market-related factors and the availability of natural resources are important factors in attracting FDI. Second, existing agglomeration economies encourage foreign investors. Third, the findings imply that service-oriented FDI co-locates with extraction industries in resource-endowed regions.
