Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat nach den indikatorgestützten Schätzungen des
IWH im zweiten Quartal des Jahres 2015 mit einer Rate von 1,0% vergleichsweise kräftig
zugenommen, nachdem es zu Jahresbeginn nur stagnierte hatte. Blieb die Expansion im Quartal zuvor deutlich hinter der der gesamtwirtschaftlichen Produktion in Deutschland zurück, so übertrifft sie diese klar im zweiten Quartal. Die Expansion im Verlauf
des ersten Halbjahres insgesamt war damit etwa so stark wie in Deutschland.

Financial Constraints on Growth: Comparing the Balkans to Other Transition Economies

Abstract
This article applies an adjusted growth diagnostic approach to identify the currently most binding constraint on financing growth in the West Balkan countries. Since this group of economies faces both structural and systemic transformation problems, the original supply-side approach might not be sufficient to detect the most binding constraint. The results of the analysis indicate that the binding constraint on credit and investment growth in the region is the high and increasing share of nonperforming loans, primarily in the household sector, due to policy failures. This article compares the Balkan countries to a group of advanced transition economies. Single-country and panel regressions indicate that demand-side factors do not play a constraining role on growth in the West Balkan countries, but they do in the advanced transition economies.

Monetary Policy under the Microscope: Intra-bank Transmission of Asset Purchase Programs of the ECB

Abstract
With a unique loan portfolio maintained by a top-20 universal bank in Germany, this study tests whether unconventional monetary policy by the European Central Bank (ECB) reduced corporate borrowing costs. We decompose corporate lending rates into refinancing costs, as determined by money markets, and markups that the bank is able to charge its customers in regional markets. This decomposition reveals how banks transmit monetary policy within their organizations. To identify policy effects on loan rate components, we exploit the co-existence of eurozone-wide security purchase programs and regional fiscal policies at the district level. ECB purchase programs reduced refinancing costs significantly, even in an economy not specifically targeted for sovereign debt stress relief, but not loan rates themselves. However, asset purchases mitigated those loan price hikes due to additional credit demand stimulated by regional tax policy and enabled the bank to realize larger economic margins.

Abstract
Nach den vom Arbeitskreis „Volkswirtschaftliche Gesamtrechnungen der Länder“ veröffentlichten Zahlen hat das Bruttoinlandsprodukt in Sachsen-Anhalt im Jahr 2014 um 0,4% zugenommen und damit deutlich schwächer als in Deutschland (+1,6%) und auch in Ostdeutschland (+1,4%). Das entspricht weitgehend den vom IWH vorgelegten Schätzungen vom März 2015. Der Jahresverlauf war durch ein schwaches Sommerhalbjahr und einen kräftigen Auftrieb im Schlussquartal geprägt. Die wirtschaftliche Erholung vom Jahresende hat sich allerdings nicht fortgesetzt. Das Bruttoinlandsprodukt in Sachsen-Anhalt ist nach den indikatorgestützten Schätzungen des IWH im ersten Quartal des Jahres 2015 um 0,1% geschrumpft. In Deutschland hatte die gesamtwirtschaftliche Produktion nach dem rasanten Jahresendspurt ebenfalls deutlich an Dynamik verloren, sie blieb aber mit knapp 0,3% zu Jahresbeginn immer noch aufwärtsgerichtet.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat nach den indikatorgestützten Schätzungen des IWH im Schlussquartal des Jahres 2014 mit einer Rate von 0,6% vergleichsweise kräftig zugenommen. Dieser Zuwachs entspricht in etwa dem der gesamtwirtschaftlichen Produktion in Deutschland insgesamt und auch in Ostdeutschland. Nach der Schwäche im Sommerhalbjahr, die zum einen auf Sondereffekten und zum anderen auf konjunkturbedingten Rückschlägen beruhte, konnte insbesondere das Verarbeitende Gewerbe wieder deutlich aufholen. Die Mineralölproduktion wurde nach den außerordentlich kräftigen wartungsbedingten Produktionsausfällen im Frühjahr nun bereits das zweite Quartal in Folge mit einer zweistelligen Rate ausgeweitet. Die Bauproduktion legte angesichts des ausgesprochen milden Winterwetters und hoher Auftragsbestände deutlich zu. Davon profitierten auch baustoffnahe Branchen des Verarbeitenden Gewerbes. Gleichzeitig konnten die Investitions- und Verbrauchsgüterhersteller mit der wieder anziehenden Weltkonjunktur höhere Absätze im Ausland erzielen. Die Wertschöpfung im Handel nahm nach zum Teil hohen Umsatzverlusten in den drei Quartalen zuvor ebenfalls wieder zu; hier dürfte wohl die Entlastung der Budgets der privaten Haushalte aufgrund der niedrigen Inflation eine entscheidende Rolle gespielt haben. Diesen positiven Impulsen wirkt nach wie vor ein leichter Rückgang bei den öffentlichen Dienstleistern aufgrund des Konsolidierungskurses entgegen.

Abstract
The sluggish convergence between East and West Germany and the persistent productivity deficit of the East Germany economy are the motivation of a large number of studies and analyses. Public physical capital and human capital play a major role therein. However, there are no appropriate time series to verify the hypotheses which are discussed in the literature in empirical studies. Therefore, in this thesis public and private physical capital as well as human capital will be estimated for East and West Germany. The newly constructed data are then used to derive more exact estimates of total factor productivity in both regions.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat nach indikatorgestützten Schätzungen im dritten Quartal 2014 in etwa stagniert, nachdem es in den beiden ersten Quartalen zu einem kräftigen Auf und Ab gekommen war. Dem wegen des ungewöhnlich milden Winterwetters überzeichneten Produktionsanstieg im ersten Quartal war erwartungsgemäß eine Korrektur im Sommerhalbjahr gefolgt, die sich auch in Deutschland zeigte. Allerdings ist die Rückbildung kräftiger ausgefallen als in Deutschland. Neben dem witterungsbedingten Effekt hat sich in Sachsen-Anhalt ein technischer Sondereffekt niedergeschlagen: Im umsatzstärksten Industriezweig, der Mineralölverarbeitung, ist es aufgrund von Wartungsarbeiten zu einem planmäßigen Produktionsausfall im zweiten Quartal gekommen, der im Folgequartal noch nicht vollständig aufgearbeitet werden konnte. Gleichzeitig hatte die deutsche Wirtschaft im Sommerhalbjahr vor dem Hintergrund der nur schleppenden weltwirtschaftlichen Erholung und zunehmender geopolitischer Risiken vor allem im Zusammenhang mit dem russisch-ukrainischen Konflikt deutlich an Schwung verloren. Dies hat sich auch in Sachsen-Anhalt niedergeschlagen. Die konjunkturbedingten Rückgänge ziehen sich durch alle Wirtschaftsbereiche. Generell nimmt die Wertschöpfung demographisch bedingt in den Bereichen, die absatzseitig stark von den privaten Haushalten abhängen wie das Baugewerbe und der Handel, langsamer zu als in Westdeutschland. Aus gleichen Gründen unterliegen die öffentlichen Dienstleister einem scharfen Konsolidierungskurs.

Abstract
Multinational enterprises invest abroad to tap into location-specific advantages and to enhance their own competitiveness. At the same time, they increase productivity and industrial up-grading in the region of location and can be considered agents of technological and economic development. The aim of the thesis is to contribute to current research by investigating, which determinants and motives influence foreign investors to locate in European post-transition economies, how they appraise the quality of location factors on-site and under which conditions a knowledge and technology transfer takes place between the foreign owned firm and domestic firms, thereby leading to a better understanding of what is the impact and benefit of foreign investment in these regions.

Abstract
Since the 1990s, local governments in Central and Eastern European (CEE) countries have been confronted by completely new structures and developments. This came after more than 40 years (or even longer in the case of the former Soviet Union) under a socialist regime and behind an iron curtain which isolated them from the non-socialist world. A lack of resources had led to an underinvestment in the refurbishment of older buildings, while relatively cheap ‘prefabricated’ housing had been built, not only in the outskirts of cities, but also within city centres. A lack of resources had also resulted in the fact that the socialist regimes were generally unable to replace old buildings with ‘modern’ ones; hence, there is a very rich heritage of historical monuments in many of these cities today. The centrally planned economies and the development of urban structures (including the shifts of population between cities and regions) were determined by ideology, political rationality and the integration of all CEE countries into the production schemes of the Council for Mutual Economic Assistance and its division of labour by location. The sudden introduction of a market economy, private property, democratic rules, local autonomy for cities and municipalities and access to the global economy and society may be seen as a kind of ‘natural experiment’. How would these new conditions shape the national systems of cities and municipalities? Which cities would shrink and which would grow? How would the relationship between core cities and their surrounding municipalities develop? And what would happen within these cities and with their built environment?
