Does Qualification Drive Innovation? A Microeconometric Analysis Using Linked-employer-employee Data

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

East German Economy: Demand Push Stronger than Structural Deficiencies

Abstract
In 2006, growth of production was surprisingly strong in Eastern Germany. The structural deficiencies there would have suggested a slower pace. In particular, linkages with national and international business cycles have been underestimated. To a large part, the reason why output grew by 3 per cent did not come from Eastern Germany itself, but from the Old Länder and from abroad. In the New Länder, the strong upward swing in investment activity stimulated the economy. However, owing to a small increase in total income of private households, their purchasing power lagged behind.
The improved ability of East German firms to absorb cyclical impulses from exports and from Germany’s general investment activity proved to be a crucial factor. In particular, the endowment of workplaces with modern production facilities as well as the continued reduction in the disadvantages with respect to cost-competitiveness in the tradable goods sector were beneficial. The labour cost advantage compared to West German competitors increased further while the disadvantage compared to those from Central and Eastern Europe decreased.
Benefiting from these factors, economic activity in Eastern Germany will grow faster than in the Old Länder as long as the upswing in Germany and abroad remains strong. In 2007 and 2008, investments – especially in equipment – and exports will be the driving forces again. For exports, the strongly expanding markets in Central and Eastern Europe as well as in Russia will gain in importance. As income and employment prospects improve, private consumption will support the growth in production. Registered unemployment should decrease below the 1-million threshold.
Manufacturing will remain the primary force of the upswing; its advantages in production costs will not vanish as long as, even in presence of scarcity of skilled labour, salaries and wages do not increase more than in Western Germany. In the wake of robust economic growth, the New Länder will make further progress in catching up with respect to production and income.
Companies will regain support from the banking industry. Yet, investment capital still stems from public funding programmes to a non-negligible extent. In the medium run, access to credit will ease as a result of further improvements in the firms’ net worth position. However, dependency on internal funds remains high and exposes companies to comparatively strong cyclical risks. In an economic downturn, the structural deficiencies of the East German economy will impair economic expansion.

Abstract
The trend of cities, serving as a location for universities and research institutes, to take into consideration new strategies utilizing this location factor for growth-oriented urban development can also be observed in Germany. An overview of the quantitative preconditions shows that many German cities dispose of favorite preconditions for such a knowledge city strategy. An analysis of the policy arena comes to the result that the political actors are confronted with the task of a complex multi-level-policy where networking skills become essential. A comparison with the policy conditions in the U.S. makes it quite clear that especially the German universities have the status of semi-autonomous actors complicating negotiating and coordinating activities between city and science representatives. First examples of deregulation show that these hurdles can be overcome in the future.

Demographic development and its economic consequences

Abstract
Within the next decades, East Germany will continue to face strong demographic challenges. In addition to shrinking, the ageing of population and labour force will more and more affect the economic development of the new Länder. Against this background, the question rises whether the shift of workforce age structure will influence growth and innovation potential as well as structural change. The IWH recently has focused on this topic widely ignored by the research literature so far. On the basis of selected methods and data, the economic impact of workforce ageing was empirically evaluated. The first issue concerns the impact of age on productivity. Based on two separate empirical investigations, the conclusion can be drawn that above a certain stage, age diminishes productivity. But higher levels of experience might partly compensate for this reduction. Secondly, the innovation effects of ageing have been analyzed. Again, significant age effects arise. Employees at the age of about 40 years turn out to be the most innovative part of the workforce. Furthermore, the analysis shows that engineers are particularly subject to age effects. A third study sheds light on the challenging consequences of ageing on entrepreneurship potential. Hence, independently of the increasing problem of skill shortages, ageing itself will unfavourably affect growth, innovation and structural change. Though political options are limited due to the more or less fixed demographic trends, appropriate instruments regarding economic, family and education policy might lower the identified age effects.

Zeitpotential für berufliche Weiterbildung von Arbeitslosen wenig genutzt

Abstract
In general, unemployed persons spend more time on further training than full-time employees. Using data of the latest time use survey (Zeitbudgeterhebung) of the Federal Statistical Office, this study analyzes whether this higher potential of time is being used or not. Furthermore, it describes which types of activities are made use of in particular. Heterogeneity due to different relevant socioeconomic characteristics in the two groups is eliminated by the appliance of a matching procedure.
Findings demonstrate that only around 15 % of the unemployed persons participate in further training activities off the job. In case of the full-time employment just under 40 % of the persons would take part. Relating to the average expenditure of time per week the difference decrease clearly. However, altogether the expenditure of time is not higher during unemployment.
A selection of subsamples points out different results, i.e. in some subsamples the expenditure of time for further training is larger during unemployment. However, in the subsample of low skilled persons these results are mainly caused by activities like hearing radio or watching TV. Thus, it is doubtful whether the higher expenditure of time qualifies for the primary labour market.

Abstract
Der vorliegende Beitrag soll die aktuelle wirtschafts- und arbeitsmarktpolitische Debatte ergänzen durch den Blick auf einen bisher wenig beachteten Aspekt zur Verbesserung von Beschäftigungschancen – den der nicht formellen Qualifikationsmerkmale, also z. B. Berufserfahrung und personenbezogene Fähigkeiten und Kenntnisse. Betrachtet wird die Gruppe der Un- und Geringqualifizierten, da deren Lage am Arbeitsmarkt besonders prekär ist. Die Arbeitslosigkeit in dieser Gruppe ist seit Jahren hoch, und ihre Beschäftigungschancen sind schlecht. Als theoretischer Erklärungsansatz für die Stellung der Un- und Geringqualifizierten am Arbeitsmarkt wird das sozioökonomische Vacancy-Competition-Modell von Sørensen herangezogen. Vor dem Hintergrund dieses Modells läßt sich die Situation der Un- und Geringqualifizierten am Arbeitsmarkt dadurch erklären, daß sie einem härteren Wettbewerb um Arbeitsplätze ausgesetzt sind und daß bei einem Überangebot an qualifizierten Arbeitskräften ein Verdrängungsmechanismus zu ihren Ungunsten entstehen kann. Eine Verbesserung der Beschäftigungschancen Un- und Geringqualifizierter ergibt sich vor allem dadurch, daß aufgrund des Bedeutungsverlustes des Normalarbeitsverhältnisses auch die formale Ausbildung an Bedeutung verliert – aus Qualifikationsprofilen werden zunehmend Berufsprofile. Mit dieser Erweiterung des Anforderungsprofils ist der Möglichkeitsspielraum bei der Personalrekrutierung auch im unteren Qualifikationssegment erweitert worden. Soft skills wie Berufserfahrung, Beschäftigungsfähigkeit und soziale Fähigkeiten werden immer wichtigere Auswahlkriterien auf dem Arbeitsmarkt.

Abstract
In the period from 2002 to 2004, 302 skilled workers successfully concluded their education as a mechatroniker, microtechnologist, chemical laboratory assistant, physics laboratory assistant or varnish laboratory assistant within the scope of the model project "compound education in new professions of high technology" which was initiated by the Saxonian State Ministry of Economy and Labor. The model project and the scientific monitoring were promoted from means of the European Social Fund and complementary state means of the Free State of Saxony.
Some months after the completion of their education, the graduates were questioned by the scientific monitoring about different aspects concerning the model project and its evaluation, points of interests have for example been:
§ the retrospective assessment of the education and the model project,
§ the estimation of their chances in the job market,
§ the professional whereabouts as well as
§ the evaluation of their knowledge in terms of its suitability for daily use.
In this article, the results of the last both points in the view of the mechatroniker, which are the biggest group in the model project with 180 graduates, are picked out as a central theme. Because the mechatronikers should combine the branches of the mechanics and the electronics in the second part of the result representation the actual operational areas of the former trainee are examined.

The article mainly refers to the last two points. Also, the view is limited to the results of the mechatroniker. Covering 180 graduates, it has been the largest group within the model project.
The intention of the new occupational image of the mechatroniker was a bridging of mechanics and electronics. Therefore, it is examined in the second part of this article, to which extend this bridging is reflected in the actual operational areas of the former trainees.

Abstract
The so-called biotechnology revolution has changed the institutional and knowledge environment of the pharmaceutical industry. The industry incumbents have faced the challenge of adjusting to the new conditions for innovation in drug discovery and development. Drawing on the theoretical framework of the organizational capabilities of the firm, this contribution aims at capturing the changes in the knowledge environment and exploring the adjustment of 4 German corporations (2 companies rooted in the coal tar dyestuff industry and 2 traditional pharmaceutical companies) to the advent of modern biotechnology. Despite the firm-specific capabilities in organic chemical synthesis, the representatives of the coal tar dyestuff industry seem to have been better able to adjust to the external discontinuity in their knowledge environment.The existence of research and development activities, the science-based research tradition together with interactions to access the extramural knowledge base of the firms seem to have been crucial in the perception and adoption of the new technological possibilities of biotechnology after the 1970s, rather than prior competence in biotechnology or the employees with the skills to develop the capabilities to exploit it.

Human capital in transformation – The example of the new Länder

Abstract
The human capital of a nation is highly correlated to its productivity. Thus, differences in human capital may be seen as one factor determining the productivity gap between East and West Germany. However, a disadvantage of East Germany with regard to hu-man capital only shows up as long as it concerns skills that are built up on the job, i.e., by learning by doing; even more, this disadvantage has been decreasing in the 1990's. In contrast, as long as it concerns skills that have been acquired through formal education, East Germany has a high level of human capital in comparison to West Germany. In general, the problem of East Germany’s human capital proves to be rather demand-sided. It may be due to East Germany’s low skill-intensive industry structure.
