What Drives the Commodity-Sovereign-Risk-Dependence in Emerging Market Economies?

Abstract
Using daily data for 34 emerging markets in the period 1994-2016, we find robust evidence that higher export commodity prices are associated with higher sovereign bond returns (indicating lower sovereign risk). The economic effect is especially pronounced for heavy commodity exporters. Examining the drivers, we find, first, that commodity-dependence is higher for countries that export large volumes of volatile commodities and that the effect increases in times of recessions, high inflation, and expansionary U.S. monetary policy. Second, the importance of raw material prices for sovereign financing can likely be mitigated if a country improves institutions and tax systems, attracts FDI inflows, invests in manufacturing, machinery and infrastructure, builds up reserve assets and opens capital and trade accounts. Third, the concentration of commodities within a country’s portfolio, its government indebtedness or amount of received development assistance appear to be only of secondary importance for commodity-dependence.

Short-term Economic Effects of a "Brexit" on the German Economy

Abstract
Many questions about Brexit remain open. It is still possible that the UK and the European Union will not be able to agree on a withdrawal agreement. In this case a so-called hard Brexit (No-Deal Brexit) would happen. We have examined the short-term effects of a hard Brexit for the German economy. In a first step, effects via the trading channel are estimated based on an input-output analysis of international and sectoral links. The result is a loss of 0.3% relative to gross domestic product. This magnitude also results from the international Halle Economic Projection Model, which takes into account macroeconomic repercussions. A hard Brexit would, in addition to the trade barriers, mean significant uncertainty for firms and households. On the demand side, this has a negative impact on investment activity and private consumption. Taken alone, these effects amount to 0.1% of gross domestic product. Overall, German gross domestic product could be dampened by several tenths of a percentage point in the one to two years following a hard Brexit. The automotive industry would probably suffer most. However, recommendations for discretionary economic policy measures aimed at dampening short-term macroeconomic effects or at individual economic sectors cannot be derived from this. The automatic stabilizers are sufficient given the expected magnitude of the effects.

Abstract
Events which have an adverse or positive effect on some firms can disseminate through the economy to firms which are not directly affected. By exploiting the first large sovereign bond purchase programme of the ECB, this paper investigates whether more lending to some firms spill over to firms in the surroundings of direct beneficiaries. Firms operating in the same industry and region invest less and reduce employment. The paper shows the importance to consider spillover effects when assessing unconventional monetary policies: Differences between treatment and control groups can be entirely attributed to negative effects on the control group.

Abstract
In the aftermath of the consumer debt–induced recession, policymakers have questioned whether fiscal stimulus is effective during periods of high consumer indebtedness. This study empirically investigates this question. Using detailed data on Department of Defense spending for the 2007–2009 period, we document that the open-economy relative fiscal multiplier is higher in geographies with higher consumer debt. The results suggest that in the short term (2007–2009), fiscal policy can mitigate the adverse effect of consumer (over)leverage on real economic output during a recession. We then exploit detailed microdata to show that both heterogeneous marginal propensities to consume and slack-driven economic mechanisms contribute to the debt-dependent multiplier.

No-deal Brexit would hit the German labour market particularly hard
The United Kingdom leaving the European Union without a deal would have consequences for international trade and labour markets in many countries, including outside Europe. Calculations by the Halle Institute for Economic Research (IWH) indicate: More than 600,000 jobs may be affected worldwide, but nowhere as many as in Germany.

Abstract
Financial markets are eager for any signal of monetary policy from the People’s Bank of China (PBC). The importance of effective monetary policy communication will only increase as China continues to liberalize its financial system and open its economy. This paper discusses the country’s unique institutional setup and empirically analyzes the impact on financial markets of the PBC’s main communication channels, including a novel communication channel. The results suggest that there has been significant progress but that PBC communication is still evolving toward the level of other major economies. The paper recommends medium-term policy reforms and reforms that can be adopted quickly.

Abstract
The economic situation in German establishments improved even further in 2017. The development of wages, however, reflects this economic growth only partly. Compared to 1997, the wage differential between large and small establishments increased considerably – with substantially lower wages paid in East Germany in general. The wage differential of about 19 percent between East and West Germany can to some extent be explained in a multivariate analysis (Blinder-Oaxaca decomposition) showing that the main cause for the wage gap is the productivity gap between East German and West German establishments; other structural heterogeneities like sector composition, industrial relations and size structure seem not to contribute to an explanation of this gap. The overall positive economic development in Germany is associated with a further growth in total employment and with increased labor market dynamics, especially regarding employee turnover. Turnover rates, however, are very heterogeneous among sectors, ranging from 23 percent in the accommodation and food service sector and less than five percent in public administration. Also the demand for skilled personnel continued to grow. Yet for the first time, not even two thirds of the posted job vacancies could be filled in 2017. With over fifty percent, this non-occupancy quota is particularly high in the construction industry. Also small and very small establishments face serious recruitment problems. The structure of formal occupational skill requirements did not change very much over recent years, but the increasing use of digital technologies changes everyday job requirements and may lead to a rising workload for employees. Looking at the personnel structure in the German economy, a growing share of atypical employment becomes apparent, especially in form of part-time jobs. The proportion of marginal employment remains relatively stable and is comparatively high in sectors with less specific knowledge requirements and strong cyclical and/or seasonal fluctuations like is the case in accommodation and food service sector or personal services sector. Since 2010, the proportion of establishments authorized to provide in-company vocational training has declined constantly and now accounts for 53 percent of the establishments in Germany. About one half of these establishments do actually train apprentices. The share of vacant apprenticeships further increased in 2017 to about one quarter of all apprenticeships offered, in East Germany even to more than one third. As in recent years, the share of establishments supporting further training of their employees remained stable at about fifty percent and the proportion of employees participating in training is still about one third. In East Germany these figures prove to be slightly higher.

Business Dynamics of Innovating Firms: Linking U.S. Patents with Administrative Data on Workers and Firms

Abstract
This paper discusses the construction of a new longitudinal database tracking inventors and patent-owning firms over time. We match granted patents between 2000 and 2011 to administrative databases of firms and workers housed at the U.S. Census Bureau. We use inventor information in addition to the patent assignee firm name to improve on previous efforts linking patents to firms. The triangulated database allows us to maximize match rates and provide validation for a large fraction of matches. In this paper, we describe the construction of the database and explore basic features of the data. We find patenting firms, particularly young patenting firms, disproportionally contribute jobs to the U.S. economy. We find that patenting is a relatively rare event among small firms but that most patenting firms are nevertheless small, and that patenting is not as rare an event for the youngest firms compared to the oldest firms. Although manufacturing firms are more likely to patent than firms in other sectors, we find that most patenting firms are in the services and wholesale sectors. These new data are a product of collaboration within the U.S. Department of Commerce, between the U.S. Census Bureau and the U.S. Patent and Trademark Office.

Abstract
The outcome of any important macroeconomic policy change is the net effect of forces operating on different parts of the economy. A central challenge facing policymakers is how to assess the relative strength of those forces. Economists have a range of tools that can be used to make such assessments. Dynamic stochastic general equilibrium (DSGE) models are the leading tool for making such assessments in an open and transparent manner. We review the state of mainstream DSGE models before the financial crisis and the Great Recession. We then describe how DSGE models are estimated and evaluated. We address the question of why DSGE modelers—like most other economists and policymakers—failed to predict the financial crisis and the Great Recession, and how DSGE modelers responded to the financial crisis and its aftermath. We discuss how current DSGE models are actually used by policymakers. We then provide a brief response to some criticisms of DSGE models, with special emphasis on criticism by Joseph Stiglitz, and offer some concluding remarks.
