Abstract
In this paper examines the data of the income and consumption survey of 1998 with regard to savings and wealth. Households owning their property (owner households) and households renting the property (tenant households) are analysed seperatly and then compared. For further insight these two groups are also devided into East and West German households. In 1998, almost half of the West German and almost a quarter of the East German private households owned property they occupied themselves. The average owner household saves a monthly amount three times as large as the tenant household. The decisive economizing motive for the owner households is servicing its mortgages and loans. However, at the same time, there is the necessity to form reserves for the property maintainance as well as the renovation. In comparison to tenant households, owner households which no longer have to service mortgages or loans, have a higher average rate of saving. The estimate of the saving by means of regression analysis confirms the significant positive influence of the “owner” status on savings. However, in every estimate the houshold’s income proves to be the main influence on savings activity.

Abstract
This paper deals with the presence of East German manufacturers in foreign product markets. The following questions are discussed: Which factories sell their products abroad? What influences the export activities? Hypotheses are built on the basis of different trade theories, such as the relative position of the enterprises in their home market, the cumulation of learning effects in production and sales, the saturation of the domestic market and others. Individual data sets from industrial surveys for 1995 and 2000 are used to reveal the relationship between the company’s technical as well as institutional characteristics and their participation in export activities. Bivariate and multivariate approaches are applied. Additionally, a sample of enterprises has been asked to assess their export activities.

Recent Developments and Risks in the Euro Area Banking Sector

Abstract
This article provides an overview of euro area banks’ exposure to risk and examines the effects of the cyclical downturn in 2001. It describes the extent to which euro area banks’ risk profile has changed as a result of recent structural developments, such as an increase in investment banking, mergers, securitisation and more sophisticated risk management techniques. The article stresses that the environment in which banks operated in 2001 was fairly complex due to the relatively weak economic performance of all major economies as well as the events of 11 September in the United States. It evaluates the effects of these adverse circumstances on banks’ stability and overall performance. The article provides bank balance sheet information as well as financial market prices, arguing that the latter may be useful when assessing the soundness of the banking sector in a forward-looking manner. It concludes with a review of the overall stability of euro area banks, pointing to robustness in the face of the adverse developments in 2001 and the somewhat improved forward-looking indicators of banks’ financial strength in early 2002.

Abstract
The Article analyses and forecasts the economic developments for the World and German in 2002 and 2003. During the winter 2001/2002 the World Economy was able to pull out of its trough. Nonetheless, the upswing did not reach investments and was mainly driven by consumption and exports in the USA and the remaining major economies, respectively. In the course of this and next year Investors will gradually regain their trust in the economy. The same will be the case for consumers in Germany and Europe. As a result a modest recovery on a wide front will develop. In the course of next year this recovery will start to weaken. In Germany, Wage Policy has retracted from its former moderate stance. Hence, although due to the improving economic conditions and the resulting slowed employment cuts by the end of 2002 as well as employment increases in 2003, the upswing on the labour market will not reach the dynamics of the 1999/2000 recovery. Fiscal Policy, caused by the need to consolidate the public budget, will be restrictive. Despite the low inflation risks, by the end of this year the ECB will have raised its major interest rate by 1/2 percentage point. Nonetheless, as interest rates in real terms will remain at relatively low levels a restrictive impact from the Monetary Policy in Germany and the Euro Area will is not expected. A revised theory of contestable markets : applied on the German telecommunication sector

Abstract
Despite the scepticism raised by the German Monopoly Commission our analysis shows that the revised theory of contestable markets can be applied to the telecommunications market better than expected. The original contestable market theory implied three assumptions necessary to be satisfied to establish potential competition: Free market entry, market exit is possible without any costs, and the price adjustment lag exceeds the entry lag. Our analysis shows that if the incumbent reduces its prices slowly (high adjustment lag) and the market entry can be performed quickly (low entry lag), a new competitor will be able to earn back sunk costs. Therefore it is not necessary that all three conditions are satisfied for potential competition to exist. We applied the ‘revised’ contestable market theory to the German telecommunication market and have been able to clearly identify the value added stages in which regulation is required. Under the present conditions local loops - which can be determined as natural monopolies - are not contestable due to sunk costs, high entry lags expected and a probable short price adjustment lag. Local loops can be identified as monopolistic bottlenecks therefore. Regional and local connection networks should also be regulated because a high entry lag and a low price adjustment lag have to be expected as well as current competition does not exist today. The national connection network shows current competition between several network providers; hence regulation can be abolished in this field. Assumed that network access is regulated, services can be supplied by several competing firms.

Are the Central and Eastern European Transition Countries still vullnerable to an Financial Crisis? Results from the Signals Approach

Abstract
The aim of the paper is to analyse the vulnerability of the Central and Eastern European accession countries to the EU as well as that of Turkey and Russia to a financial crisis. Our methodology is an extension of the signals approach. We develop a composite indicator to measure the evolution of the risk potential in each country. Our findings show that crises in Central and Eastern Europe are caused by much the usual suspects as in others emerging markets. In particular an overvalued exchange rate, weak exports and dwindling currency reserves have good predictive power for assessing crisis vulnerabilities.

Risk Potential for Financial Crises for the Central and East European Transition Countries still high

Abstract
Since the mid-nineties there have been several financial crises in Central and Eastern Europe. Among the countries affected are Bulgaria, the Czech Republic and Romania - all countries with which the European Union is in the midst of accession negotiations. The prevention of financial crises is also important due to the output losses which occurr in the affected countries. Additionally, contagion effects can influence the economic situation in third countries such as those of the EU. For this reason, the IWH analyses on a regular basis the risk potential of the EU-accession countries as well as for Turkey and Russia.
Since the beginning of 1999 at least two different phases in the development of the risk potential can be distinguished for the majority of the Central and Eastern European countries. The first phase is marked by an increase in the risk potential across all countries in the region because of the contagion and spill-over effects following the Russian financial crisis in August 1998. The risk potential was considerably reduced with the phasing out of these effects and a worldwide economic recovery. However, since mid-2000 a second phase has set in. The weaker international environment has again led to a sizable increase in the crisis vulnerability of several countries, where a host of signals indicate an urgent need for economic policy actions.

Abstract
In this paper the export activities of the East German manufacturing industry are studied where exports are defined in a broad sense including both sales abroad and in West Germany. Survey data for 1998 and 1999 are used to reveal the relationship between technical as well as institutional characteristics of the companies and their exports. The following questions are discussed: Which companies participate in the export activities? What are the main regions of their business? Which in-house factors influence the export activities? What are the financial outcomes for the companies engaged in exports? Hypotheses are built on the basis of the market transaction costs theory. Bivariate and multivariate approaches are applied. The data are taken from the “Establishment Panel” of the Institute for Employment Research at the Federal Employment Services (IAB) in Nuremberg (Germany).

Public Research Institutions in East Germany: a Promising Base for Economic Upturn?

Abstract
In the 1990s a lot was done to strengthen public research efforts in East Germany. The main indicators relating to public research reflect an ambivalent picture. Investment by universities and public research institutions outside the universities reached a higher level than in West Germany. However, there remains an East-West gap with respect to the capital stock. The per capita stock of R&D staff in the university sector reached almost the level in the old Länder. With respect to the university R&D in engineering sciences, among those fields of university research which are particularly business-related, per capita stock of staff as well as per capita investment in the Eastern German Länder are above the West German level. In university natural science the East-West pattern of the R&D input factors mentioned is reversed. The receipts of the universities acquired from research contracts, which may be used as an indicator to assess the quality of public research, reveal shortcomings. These shortcomings, though these have been partly caused by the transitional situation in East Germany`s universities, where new institutions were built up only gradually. The R&D institutions outside the universities are obviously better equipped than such institutions in West Germany.
The visible advantages offered by public sector research institutions in East Germany might be used much more intensively to foster the economic reconstruction in East Germany. In parallel with this, the remaining shortcomings of public R&D in East Germany should be eliminated. If reductions in universities´ capacities (due, for instance, to a declining number of persons who have a university entrance qualification) seem to be inevitable, the consequences of such restrictions should be carefully reconsidered.

On the Future EU Cohesion Policies in Association States: the

Abstract
Not only are levels of economic development in the association states in Central
East Europe lower than the average EU-15. They furthermore exhibit significantly
different sectoral structures. Does this suggest that a large fraction of the develop-
ment gap can be explained by those sectoral differences? In its latest report on
cohesion policy, the EU Commission accordingly placed particular emphasis on
sectoral structures when contemplating future intervention policy in newly acceeding
members.
Our analysis shows, however, that the patterns of sectoral structures play only a
minor role as determinants of the lower level of development, measured here as
productivity gap. The explanatory power of sectoral differennces is significant only
in Slovakia. The suggestions made in the EU-report is not supported by our
analysis. The existing programmes appear to be well equipped to account for the
particuliarities in transition economies.
