Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich laut Umfrage des IWH unter 300 Unternehmen im April deutlich gebessert. Nach der witterungsbedingt ungünstigen Lage zu Anfang dieses Jahres hat sich nun der saisonübliche Auf-wärtstrend durchgesetzt. Bauprojekte, die wegen des harten Winters zurückgestellt worden waren, wurden nun zügig aufgearbeitet. Überlagert wird die Entwicklung von den anlaufenden, längerfristig geplanten Maßnahmen zur Beseitigung der Flutschäden und den nach den angekündigten Kürzungen bei der Eigenheimzulage vorge-zogenen Investitionsentscheidungen. Darüber hinaus hat wohl das kürzlich auf den Weg gebrachte KfW-Kreditprogramm die Aussichten auf Aufträge zur Wohnraummodernisierung aufgehellt.

Abstract
Innovationen sind ein wesentlicher Indikator zur Beurteilung der Wettbewerbsfähigkeit der Be-triebe. In der Innovationsstatistik werden auf Unternehmensebene drei verschiedene Typen von Produktinnovationen unterschieden: a) die wesentliche Verbesserung bzw. Weiterentwicklung bestehender Produkte, b) die Erweiterung der Produktpalette um bereits am Markt vorhandene Produkte und c) die Einführung von völlig neuen Produkten am Markt. Entgegen aller Erwartungen sind die ostdeutschen Betriebe auf allen drei Feldern der Produktinnovationstätigkeit aktiver als die westdeutschen. Insgesamt betrachtet führten 46,2% der ostdeutschen aber nur 42,6% der westdeutschen Betriebe in den Jahren 1999-2000 wenigstens eine der drei Produktinnovationen durch.

Abstract
The paper discusses the consequences of the planned reform of the unemployment security system, namely the new unemployment benefits II which consists of the former “Arbeitslosenhilfe“ and of transfers from the social welfare system. The paper calculates the expected reductions in public spending and relates a part of this amout to a possible reduction in labour unit costs and its consequences for employment.

Bank profitability increases after eliminating consolidation barriers
When two banks merge because political consolidation barriers are abolished, the combined entity is considerably more profitable and useful to the real economy. This is the headline result of an analysis of compulsory savings banks mergers carried out by the Halle Institute for Economic Research (IWH). The study yields important insights for the German and the European banking market.

Expectation Formation, Financial Frictions, and Forecasting Performance of Dynamic Stochastic General Equilibrium Models

Abstract
In this paper, we document the forecasting performance of estimated basic dynamic stochastic general equilibrium (DSGE) models and compare this to extended versions which consider alternative expectation formation assumptions and financial frictions. We also show how standard model features, such as price and wage rigidities, contribute to forecasting performance. It turns out that neither alternative expectation formation behaviour nor financial frictions can systematically increase the forecasting performance of basic DSGE models. Financial frictions improve forecasts only during periods of financial crises. However, traditional price and wage rigidities systematically help to increase the forecasting performance.

Abstract
Financial markets are eager for any signal of monetary policy from the People’s Bank of China (PBC). The importance of effective monetary policy communication will only increase as China continues to liberalize its financial system and open its economy. This paper discusses the country’s unique institutional setup and empirically analyzes the impact on financial markets of the PBC’s main communication channels, including a novel communication channel. The results suggest that there has been significant progress but that PBC communication is still evolving toward the level of other major economies. The paper recommends medium-term policy reforms and reforms that can be adopted quickly.

Within Gain, Structural Pain: Capital Account Liberalization and Economic Growth

Abstract
This paper is the first to study the effects of capital account liberalization on structural transformation and compare the contribution of within term and structural term to economic growth. We use a 10-sector-level productivity dataset to decomposes the effects of opening capital account on within-sector productivity growth and cross-sector structural transformation. We find that opening capital account is associated with labor productivity and employment share increment in sectors with higher human capital intensity and external financial dependence, as well as non-tradable sectors. But it results in a growth-reducing structural transformation by directing labor into sectors with lower productivity. Moreover, in the ten years after capital account liberalization, the contribution share of structural transformation decreases while that of within productivity growth increases. We conclude that the relationship between capital account liberalization and economic growth is within gain and structural pain.

Abstract
Im Oktober 2003 hat sich das Geschäftsklima im ostdeutschen Baugewerbe saisonbedingt abgekühlt. Allerdings meldeten die ca. 300 vom IWH befragten Bauunternehmen nochmals einen überwiegend positiven Stand der laufenden Geschäfte, bei dem auch das vergleichbare Vorjahresniveau deutlich überschritten wird. Die Urteile zu den Geschäftsaussichten, die bis in das erste Quartal des kommenden Jahres reichen, sind dagegen erheblich zurückgeschraubt worden und erreichen nun fast wieder das sehr niedrige Niveau vor Jahresfrist.

Abstract
Die gesamtwirtschaftliche Aktivität in Ostdeutschland hat laut dem Konjunkturbarometer des IWH die Schwäche vom Sommerhalbjahr überwunden und nimmt im Schlussquartal wieder zu. Im Vergleich zu 2002 insgesamt bedeutet dies einen Zuwachs des Bruttoinlandsprodukts in diesem Jahr von 0,3%. Quelle dieser Ergebnisse ist die Vierteljahresrechnung des IWH für die Entstehung des Bruttoinlandsprodukts in den neuen Bundesländern, die an die Halbjahresentwicklung laut der amtlichen VGR der Länder angepasst und anhand aktueller sektoraler Indikatoren für die beiden letzten Quartale des Jahres 2003 geschätzt wurde.
