Abstract
Das Geschäftsklima wird im Juni laut Umfrage des IWH unter 300 ostdeutschen Bauunternehmen günstiger beurteilt als in der vorangegangenen Befragung im April. Aber auch gegenüber dem Vorjahr ergibt sich ein deutlich verbessertes Bild. Mit drei Vierteln positiver Stimmen sowohl bei der Geschäftslage als auch bei den Geschäftsaussichten wird eine Situation angezeigt, die es in den letzten zehn Jahren nicht gab. Maßgeblich sind zum einen immer noch Nachholeffekte nach dem sehr langanhaltenden Winter. Zum anderen überdecken zur Zeit Sonderfaktoren die an sich abwärtsgerichtete Tendenz auf dem ostdeutschen Baumarkt.

Abstract
Dem Mangel an Beschäftigungsmöglichkeiten für Arbeitslose in Ostdeutschland begegnet die Bundesagentur für Arbeit mit einem überproportional hohen Angebot an Arbeitsgelegenheiten. Fast die Hälfe der im Juni 2006 in Deutschland angebotenen ca. 280 000 Arbeitsgelegenheiten stehen in Ostdeutschland zur Verfügung. Etwa 95% der Arbeitsgelegenheiten werden dabei in der sogenannten Mehraufwandsvariante (Zusatz- bzw. Ein-Euro-Jobs) bereitgestellt. Bei ca. 5% handelt es sich um die sogenannte Entgeltvariante, bei der ein sozialversicherungspflichtiges Beschäftigungsverhältnis begründet wird und bei der Hilfebedürftige an Stelle des Arbeitslosengeldes II das übliche Arbeitsentgelt erhalten. Je 100 Arbeitslose im Rechtskreis des SGB II wurden im Jahr 2005 in Ostdeutschland 15,9 und in Westdeutschland 8,6 Arbeitsgelegenheiten der Mehraufwands- und der Entgeltvariante gefördert.

Abstract
Herr Trichet hat die Europäer auf Zinserhöhungen ab Anfang August eingestellt. Die Ankündigung weiterer Zinsanhebungen wird mit den gestiegenen Inflationsrisiken im Euro-Raum begründet. Die Furcht vor einer höheren Inflation haben die Zentralbanker ausschließlich aus der monetären Analyse gewonnen, d. h. aus der Betrachtung der Geldmengen- und Kreditentwicklung im Euro-Raum. Sie wird quantitativ mit einem Modell unterlegt, welches einen engen Zusammenhang zwischen Geldmengenwachstum und folgender Inflation postuliert. Das Prognosemodell hat in der Vergangenheit die tatsächliche Inflationsrate aber meistens überzeichnet, manchmal auch unterzeichnet. Die Abweichungen liegen zwischen -0,2 und 0,5 Prozentpunkte, was bei einem Inflationsziel von 2% eine durchaus beträchtliche Fehlerquote ist und damit zu Fehlentscheidungen beitragen kann.

Abstract
Produktivitäts- und Effizienzanalysen gewinnen – vor allem unter dem Stichwort benchmarking – in akademischer Forschung, unternehmerischer Praxis und nicht zuletzt aktueller Wirtschaftspolitik zunehmend an Einfluß. So bildet beispielsweise der Effizienzvergleich deutscher Energieversorgungsunternehmen im jüngst vorgestellten Entwurf zur Anreizregulierung der Bundesnetzagentur ein zentrales Element der nationalen Energieregulierung. Aber auch in anderen Disziplinen der Wirtschaftswissenschaften haben diese Analysen Einzug gehalten. Das IWH hat daher gemeinsam mit dem Institut für Agrarentwicklung in Mittel- und Osteuropa (IAMO) einen Workshop zu den Themen Effizienz- und Produktivitätsanalysen, den “1st Halle Efficiency and Productivity Analysis Workshop – HEPAW” veranstaltet. Ziel des Workshops war die Diskussion aktueller theoretischer und empirischer Forschungsergebnisse der Produktivitäts- und Effizienzmessung aus den Disziplinen Volkswirtschaftslehre, Agrarökonomik, Betriebswirtschaftslehre, Operations Research und verwandten Gebiete.

Abstract
In der Öffentlichkeit hält sich die Behauptung, daß sich Deutschland mehr und mehr zu einer „Basarökonomie“ entwickelt. Als Beleg dient der steigende Importgehalt der Exporte. Allerdings verbergen sich dahinter verschiedenartige Zusammenhänge. Es sind zwei Hauptkomponenten der Exporte zu unterscheiden, und zwar die im Inland hergestellten Exportgüter und die sogenannten Re-Exporte. Bei Re-Exporten handelt es sich um Güter, die zum Zwecke der unmittelbaren Wiederausfuhr importiert werden und die damit so gut wie keine Beziehung zur einheimischen Produktion haben. Entsprechend ist zu unterscheiden zwischen den exportinduzierten Importen, die für die inländische Produktion von Exportgütern benötigt werden und jenen, die ohne Weiterverarbeitung im Inland wieder (re-)exportiert werden.

Abstract
Im Jahr 2005 hat sich infolge der Produktionsschwäche die an sich schon schwierige Lage auf dem Arbeitsmarkt nochmals verschlechtert. Die Zahl der Erwerbstätigen (Inland) nahm gegenüber dem Vorjahr um 74 000 Personen bzw. 1,3% ab. Nur durch die Ausweitung von staatlich subventionierten Ich-AGs (ca. +30 000) sowie der Bereitstellung von Arbeitsgelegenheiten (ca. +90 000), die beide statistisch den Erwerbstätigen zugeordnet werden, kam es zu keinem noch stärkeren Rückgang.

Development aid and economic freedom: Are there interrelations?

Abstract
Development aid attracts currently high public attention, e.g. because of the Millennium Development Goals of the United Nations. Thereby so-called weak factors gain importance in the debate of development policy. In this regard the establishing of enabling conditions, which allow and support economic activities is central. Economic freedom is an important concept in the discussion. The academic literature clearly suggests a positive relation between economic freedom and economic development. This is the motivation to analyze the impact of development aid on economic freedom.
This contribution analysis this impact of two forms of development aid (conditional and overall aid). In contrast to expectations the results show a positive impact of overall aid and a negative impact of conditional aid on economic freedom. Economic policy should consider the positive effect of overall aid and adjust aid conditions according to domestic requirements in recipient countries to avoid negative effects on economic freedom.

Abstract
Städte, die in ihrer Stadtentwicklungspolitik auf den Faktor Wissen setzen, haben gute Argumente: Mit dem flächendeckenden Rückgang der Geburtenzahlen verbleibt für Städte der Einwohnerzuwachs durch Wanderungen als einzige demographische Wachstumschance. Gerade in ostdeutschen Städten kommt so – mangels wirtschaftlicher Dynamik des privaten Sektors – den Ausbildungseinrichtungen und insbesondere den Hochschulen die Rolle eines wichtigen Anziehungsfaktors zu. Und Hochschulstädte ziehen in der Regel Gruppen junger Menschen an. Während 1990 z. B. in Sachsen-Anhalt 10 000 Studenten eingeschrieben waren, ist mit dem erfolgten Hochschulausbau die Studentenzahl inzwischen auf über 50 000 gestiegen. Neben dem Einwohnerwachstum, das auch für die Finanzzuweisungen vom Land wichtig ist, steigen mit dem Ausbau von Hochschulen und Forschungsinstituten auch die Chancen für Kooperationen zwischen Wissenschaft und Unternehmen. Die Beschäftigung hochqualifizierter Absolventen und Ausgründungen stärken die lokalen Wachstumskräfte.

Interregional equalization policy in focus: Donor regions and beneficiary regions and their economic performance

Abstract
The future of the interregional equalization policy in Germany is discussed intensively at present. While in the past the interest of equalization policy was focussed primarily on the regions which benefit from interregional equalization policy (beneficiary regions) and the effects obtained there, recently the view is directed also toward the regions which bear the fiscal burden of the equalisation policy (donor regions). Concerning the donor regions, a fear of growth-absorbing withdrawal effects exists, which gives reason in view of declining economic growth rates on the national level to think about the future of interregional equalization policy. The IWH contributed to this debate together with two project partners by an investigation, which was accomplished on behalf of the Federal Office for Building and Regional Planning. The following findings will show the economic performance of the donor regions (exclusively West German regions) and of the beneficiary regions (all East German regions and a few West German regions) and their changing economic growth patterns. Concerning the level of economic performance, measured by means of the gross domestic product (GDP) per capita, as expected, the donor regions, consisting of West German regions, in the period 1992-2003 altogether show an above average GDP per capita. In contrast, the beneficiary regions, both the East German and (less strongly) the West German show a GDP per capita below average. Concerning the development of the economic performance, which was measured on the basis of the relative GDP per capita (GDP per capita of the region concerned in relation to the national average), the East German beneficiary regions could catch up in the first period (1992-1998) strongly. This catching up process, however, clearly slowed down in the second period 1998-2003. Like a mirror-image the lead of the donor regions regarding GDP per capita in relation to the national average became smaller. But after 1998 many West German donor regions regained their growth dynamics. Additionally the contributions of the regions to the absolute increase of the GDP in the period 1998-2003 were investigated: 30 of 271 regions have a share of around 50% in the overall GDP increase, 28 of them located in West Germany, and 21 of them donor regions. This in mind, the policy should further provide and secure favourable development conditions for those regions, which contribute at most to the increase of the overall economic performance and thus create the economic base for the interregional equalization policy.

Too old to work? The impact of age on productivity

Abstract
Due to the public debate on the raising legal re-tirement age in Germany labor market research has recently focused on an explanation of the low labor market participation rate of elders. In the economic discussion the low participation is pri-marily explained by a supposed imbalance of la-bor costs and returns for old workers. Whereas wages rise with increasing age, the individual productivity seems to fall beyond a certain age. Gerontological research supports this view, since it documents an age-driven decline of physical and certain mental abilities. The study empirically evaluates the thesis of a diminishing individual productivity at higher ages. The analysis is done on the basis of a new dataset for German firms of the manufacturing sector. Using these data the effect of the employee’s age on a firm’s productiv-ity is estimated and conclusions on the job per-formance of workers at different ages are drawn. The performed cross-section-regressions of the years 2003 and 2000 indicate an inverted u-shaped age-productivity-profile. The 25-44 year olds turn out to be the most productive, the share of the over 44 year old workers seems to dampen productivity. However the 15-24 age group makes the lowest productivity contribution. Moreover a positive effect of firm-related experience can be found. Due to elders’ higher stock of firm specific human capital this might at least partly compen-sate the unfavorable effects of aging.
From a political perspective these findings sup-port the view, that an increasing legal retirement age will not automatically lead to a remarkable extension of the labor demand for older people. In addition to legal aspects the wage schemes and the actual productivity profiles in higher age have to be linked more closely together.
