In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Universities can be conceived as actors in regional innovative systems with the functions to make available new knowledge for a region, to contribute to the human capital formation by teaching, and to the extension of the knowledge by research. These functions are in particular important concerning the adaptation of new technologies, e.g. photovoltaics. 89 German universities – amongst them 65 universities of applied sciences – meanwhile offer 171 full-time study courses with a degree oriented to photovoltaics. Each federal state has at least one university location offering such degrees. A certain spatial concentration of courses can be shown for Saxony, for the Ruhr Area and for the Rhine Main Region. Almost 90% of the degrees are offered by faculties of engineering. 43% of the universities with degrees in photovoltaics have successfully applied for research grants from the photovoltaics research programs of the federal government. These numbers show a spatial concentration of research in the South whereas the photovoltaics industry is concentrated in the East of Germany. This distribution indicates that the research opportunities tied to the photovoltaics industry are not in the Eastern part of Germany. Further research will have to pay more attention to the role of research institutes.

IWH-Bauumfrage im Oktober 2008: Geschäftslage weiterhin stabil

Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen beurteilen ihre Geschäftslage im Oktober etwas günstiger als in der vorangegangenen Befragung im August und damit in etwa so gut wie ein Jahr zuvor. Eliminiert man die Saisoneinflüsse, so zeigt sich eine immer noch stabile Entwicklung der Geschäftslage. Die positiven Urteile bleiben sogar bestimmend. Die seit einem Jahr anhaltenden Finanzmarktturbulenzen haben sich somit noch nicht nennenswert in der Bautätigkeit der ostdeutschen Unternehmen niedergeschlagen.

Abstract
Nach der anhaltenden Expansion der wirtschaftlichen Aktivität in der ersten Jahreshälfte ist die ostdeutsche Wirtschaft in den Monaten Juli bis September vom Abschwung voll erfasst worden. Das Bruttoinlandsprodukt ist laut der Vierteljahresrechnung des IWH nicht mehr gestiegen. Maßgeblich dafür war die Industrie. Sie hat nach dem kräftigen Anstieg der Produktion im Verlauf des ersten Halbjahrs nicht mehr zugelegt, real aber bereits weniger abgesetzt als in den Monaten davor. Rückschläge gab es beim Umsatz im Ausland, während die Verkäufe von in den Neuen Ländern gefertigten Industriegütern in Deutschland gestiegen sind. Im Baugewerbe hat sich die Lage nach den Schwankungen infolge der Gunst des milden Winters stabilisiert.

Abstract
In the course of 2008, the situation on the East German labour market improved again. The registered unemployment declined significantly. On the one hand, this is due to the positive development of employment situation. On the other, labour supply decreased like in recent years. The underemployment rate is still about twice as high as in West Germany. In 2009, the situation on the East German labour market will hardly improve due to weak production growth.

Abstract
In this article, a classification of health insurance systems is proposed. Four ideal type models can be distinguished. The advantages and disadvantages of these models are discussed and empirically investigated. Health insurance systems with a high degree of monopoly and high participation of the state result in lower health care expenditures than systems with various competing health insurance funds. In systems with independent health insurance funds, patients do have more rights than in systems with directly state-driven health care services.

Low Wages in the Service Sector in Eastern Germany: Extent and Reasons

Abstract
In recent years, employment has grown noticeably in Germany. Although this is good news, some people criticize that many jobs are low-paid, i.e. the wage is less than two thirds of the medium wage. An eye-catching example is the service sector in Eastern Germany. However, a systematic analysis of this sector in Eastern Germany is missing until now. The article closes this gap in the literature.
Concerning the whole service sector in Eastern Germany, about 25 percent of the employees get a low (gross) wage. This is not much more than the average of all sectors. However, in some branches of the service sector, much more employees get low wages. More than 40% of the employees of retail trade, restaurant business and services near to companies (“unternehmensnahe Dienstleistungen”) are paid low. The probability to get a low wage is significantly higher for women and the so-called minijobbers.
Since the tax system adjusts differences, all calculations were also done for net wages. On the one hand, the part of low-paid workers decreases for all branches and all subpopulations. On the other hand, the probability to get a low wage does not differ anymore between minijobbers and full-time employees. Thus, the tax system does not only reduce low-paid employment, it also changes its structure.

Abstract
Deutschland rutscht in eine Rezession, die Bundesregierung sieht Handlungsbedarf und hat ein Maßnahmenpaket zur Stützung der wirtschaftlichen Aktivitäten beschlossen. Mit dem Schwerpunkt – Sicherung von Sachinvestitionen – scheint die Orientierung auf die Stärkung der Wachstumskräfte auch in die richtige Richtung zu gehen. Denn anders als bei der Stimulierung des Konsums kehren Investitionsgüter wieder in den Wirtschaftskreislauf zurück, stärken das Produktionspotenzial auf längere Sicht und sichern Arbeitsplätze nachhaltig. Dies ist im Maßnahmenpaket jedoch nur auf den ersten Blick der Fall. Zwar gilt dieser Vorsatz hinsichtlich der Aufstockung der Mittel für Vorhaben im Bereich der kommunalen Infrastruktur und des Verkehrs, auch noch für die Anregung zusätzlicher Investitionen zur Erhöhung der Energieeffizienz von Gebäuden.

Abstract
Es wird schon lange gefordert, dass die Ertragshoheit der Kfz-Steuer von den Ländern auf den Bund übergehen sollte. Der Charme einer solchen Neugliederung läge darin, dass beide Steuerarten, die an das Führen eines Kraftfahrzeugs anknüpfen, die Kfz-Steuer und die Energiesteuer auf die Träger Benzin und Diesel, zusammengefasst würden. So könnte eine Steuer aus einem Guss erhoben werden und das Steuersystem würde vereinfacht. Dies wäre umso vorteilhafter, wenn bedacht wird, dass die klimapolitische Diskussion den Schadstoffausstoß immer stärker in den Vordergrund stellt und internationale Verpflichtungen zur Schadstoffreduzierung eingegangen worden sind. Es liegt auf der Hand, darüber nachzudenken, wie steuerliche Instrumente diesen Zielen dienen können. Um solche Ziele möglichst effizient zu erreichen, sollte das Instrument dann am Schadstoffausstoß anknüpfen.

Abstract
Die Stimmung im Verarbeitenden Gewerbe Ostdeutschlands hat sich unter den rund 300 vom IWH regelmäßig befragten Unternehmen im September weiter eingetrübt. Zwar fällt die Beurteilung der aktuellen Geschäftslage per saldo einen Punkt günstiger aus als im Juli und meldet eine deutliche Mehrheit der Unternehmen gegenwärtig eine „gute“ oder „eher gute“ Geschäftstätigkeit. Die Aussichten für die nächsten sechs Monate haben sich gegenüber der Juliumfrage aber deutlich verschlechtert. Der Saldo der Geschäftsaussichten sank um acht Punkte und damit zum zweiten Mal in Folge in beachtlichem Umfang.

Long-term Effects of Business Incubators: What Happens to Incubated Firms after they Have Graduated from the BIs?

Abstract
Many cities and municipalities devote considerable public resources to the establishment and operation of business incubators (BIs) to promote the survivability and the positive development of newly founded firms. In the context of incubator evaluations, survival is one of the most important performance indicators, and survival rates of incubated firms are frequently communicated to the public by local authorities to demonstrate the success of those policy initiatives. However, in most cases, these data refers to the initial incubation period. Little is known about survival or exit dynamics of incubated firms after they have graduated from the BIs. On the basis of a comprehensive research project concerned with the development of graduate firms from incubators in Dresden, Halle (Saale), Jena, Neubrandenburg and Rostock, this article not only investigates how many firms survive after leaving the incubator facilities, but also investigates if graduation causes an immediate negative effect on subsequent survivability. The results show that about one third of all graduate firms fail after leaving the incubator. Furthermore, it can be found that graduate firms from the BIs in Halle (Saale) and Neubrandenburg face a relatively high risk of business closure especially in the first years after the completion of the incubation period.
