East German Exports: Remarkable Catch-up, but Still Lagging Behind

Abstract
German reunification entailed severe adjustment processes in East German export industries. With political and economic transition in Eastern Europe, at that time the main export market for East German producers, export demand initially collapsed in the early 1990s. Additionally, the introduction of the Deutschmark in Eastern Germany amounted to a massive revaluation, and international competitiveness of East German producers deteriorated. However, manufacturers in the New Federal States opened up new markets, especially in Western Europe and the Americas. As a consequence, after the downturn of construction activity and investment in the mid-1990s, international trade became the driving force of GDP-growth in Eastern Germany. Although since then, goods exports of the New Federal States grew twice as much as those of Western Germany, export ratio (goods exports as a percentage of GDP) only amounts to 22 per cent in Eastern Germany, compared to 42 per cent in the western part of the country. Even in comparison to Eastern European countries in transition, openness to trade of the New Federal States is still comparatively low. As an empirical analysis shows, this must be largely traced back to smaller firm sizes in the New Federal States as well as to the lower importance of manufacturing industries, which are traditionally more export-oriented. Moreover, East German manufacturers largely specialized on intermediate inputs, which are supplied to final assembly lines in Western Germany, but are not recorded as exports. Thereby, East German export performance is considerably underestimated.

Abstract
Die Krise des internationalen Finanzsystems, die vom US-Hypothekenmarkt ausgegangen ist, klang im vergangenen halben Jahr nicht ab, sondern verstärkte sich sogar. Entsprechend mehren sich die Besorgnisse um die Konjunktur, und die Europäische Zentralbank sowie andere Zentralbanken sind ins Spannungsfeld zwischen Preisniveaustabilität und Finanzsystemstabilität geraten. Trotz weitgehend übereinstimmender Einschätzungen möglicher konjunktureller Auswirkungen bestehen doch unter den Experten teilweise erhebliche Differenzen in den Vorstellungen darüber, was die Wirtschaftspolitik zur Eindämmung der Krise leisten kann und soll. Beispielsweise reichen die Vorschläge für die Geldpolitik von einer mehr oder weniger starken Senkung der Leitzinsen über die Entwicklung und den Einsatz neuer struktureller Offenmarktinstrumente bis hin zu einer zwar vorübergehenden, quantitativ aber nahezu ungezügelten Versorgung der Geschäftsbanken mit Geld.

The Manufacturing Sector in East Germany on a Path from De-industrialization to Re-industrialization: Are there Economically Sustainable Structures?

Abstract
The contribution comprises an analysis how the manufacturing sector in East Germany has developed in the post-transition period after 1990. A set of economic performance indicators is used. The analysis shows a considerable growth of gross value added and productivity. However, the growth of productivity occurred at the expense of employment. On average, in 2008, the East German manufacturing sector reached 4/5th of the productivity level of the West German level. As far as the endowment with growth determinants is concerned, the manufacturing industry in the New German Länder has undertaken considerable efforts to modernize its fixed capital stock. The endowment with human capital measured by the proportion of employees possessing a university degree is as high as in the western part of Germany. However, the investigation reveals a number of deficits, too. Data on Research and Development (R&D) expenditures and R&D staff in the manufacturing sector reveal, on average, lower R&D activities in the East German manufacturing sector. This is resulting from specific structures of the East German manufacturing sector: dominance of small firms, lack of large firms possessing headquarters and conducting own R&D. Complementary, the share of technology-driven industries is lower, and the proportion of labor intensive industries is larger in comparison with the West German manufacturing sector. In addition, an investigation of functional structures of employment reveals a proportion of employment in production functions which is above the West German average, whereas the opposite is the case with the proportion of employment in service functions. For further strengthening the East German manufacturing sector, structural change toward technology-intensive and human capital-intensive economic activities has to be continued.

IWH-Industrieumfrage in Ostdeutschland zum Jahresauftakt 2008: Hohe Umsatzzuwächse

Abstract
Im Jahr 2007 haben die Unternehmen des Verarbeitenden Gewerbes in Ostdeutschland erheblich am konjunkturellen Aufschwung partizipiert. Knapp zwei Drittel der Unternehmen konnten laut IWH- Industrieumfrage ihre Umsätze gegenüber dem Jahr 2006 nochmals steigern. Die Umsatzzuwächse fielen recht kräftig aus, zwei Drittel der Umsatzsteigerungen betrugen mehr als 10%. Überdurchschnittlich gut lief die Umsatzentwicklung bei Exportunternehmen und Investitionsgüterproduzenten. Die Umsatzerwartungen für das Jahr 2008 zeigen, daß die Unternehmen nicht davon ausgehen, die hohen Vorjahreswerte nochmals zu überflügeln. Vielmehr sind die Umsatzpläne auf Beibehaltung des erreichten Niveaus gerichtet. Gleiches trifft auch auf die Beschäftigungspläne zu, die in etwa den Plänen für 2007 gleichen. 55% der Unternehmen wollen 2008 ihre Beschäftigtenzahl beibehalten, 35% streben eine Personalaufstockung an. Treibende Kräfte des Beschäftigungsaufbaus sind die Unternehmen mit hohen Umsatzsteigerungen im Jahr 2007, also vor allem die exportierenden Unternehmen und die Investitionsgüterproduzenten. Die Ertragslage 2007 knüpft an die guten Bilanzen von 2006 an. Seit 2005 ist der Anteil von Unternehmen, die Gewinne realisieren konnten, kontinuierlich gestiegen und lag 2007 bei 72%. Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat 2007 einen Höhepunkt überschritten. Nach einem guten Start mit einer gefestigten guten Geschäftslage erwärmten sich auch die anfangs noch etwas gedämpften Geschäftsaussichten spürbar. Den ganzen Sommer 2007 über herrschte Hochstimmung in der ostdeutschen Industrie. Gegen Jahresende allerdings kühlte sich das Geschäftsklima leicht ab.

A Minimum Wage of 7.50 Euro per Hour Does Particularly Affect Jobs in Business Related Services

Abstract
In the present public debate on the implementation of a minimum wage, different proposals concerning its design and level are discussed. Often, a minimum wage of 7.50 euro per hour is mentioned. Thereby, it is widely unknown how many employees do earn less than 7.50 euro per hour in different branches. Their jobs could be affected by the introduction of a minimum wage. By means of data of the German Socio-Economic Panels Study, it can be shown that the shares of the low-income earners are considerably high in some branches. Especially in Eastern Germany, in branches like retail trades as well as business related services many employees earn less than 7.50 euro per hour. Wage increases on the demanded minimum level would probably cause employment losses in these labour-intensive branches.

Abstract
Die neueste Veröffentlichung der amtlichen Statistik zum Wachstum des Bruttoinlandsprodukts in den deutschen Bundesländern scheint die Verhältnisse wieder in das rechte Licht gerückt zu haben. Die gesamtwirtschaftliche Leistung ist in den starken Ländern in den Aufschwungsjahren 2006 und 2007 kräftiger gewachsen als in den schwachen. Ins Auge sticht besonders der Wachstumsrückstand der ostdeutschen Flächenländer im Jahr 2006. Der konjunkturelle Aufschwung ging zwar nicht an ihnen vorbei, der Produktionszuwachs von 2,2% blieb aber deutlich geringer als in den Alten Bundesländern (3%). Eine ähnliche Datenkonstellation gab es im Boomjahr 2000.

The European Emissions Trading System: What Have We Learned so Far?

Abstract
The IWH occupies with the consequences of the emission trading for the effected companies. The first period of the European Emission Trading System was conceived as a learning phase during which two problems occurred: The first and most obvious one was the surplus of certificates. The incentives to invest in the mitigation of CO2 can therefore be considered to be low. The second problem resulted from the allocation which was entirely for free. While electricity customers had to bear the main financial burden, electricity producers profited as the certificate-prices were obviously added to the electricity-prices as opportunity costs. The analysis comes to the conclusion that it was right to shorten the amount of certificates on the EU-level for the second trade period and to establish the partly sales or auctioning of certificates in German legislation. Furthermore, the simplification of the allocation method in Germany can be considered to be a progress.

Abstract
Das vor 160 Jahren verfaßte „Kommunistische Manifest“, das die zunehmende Unterwerfung aller Bereiche des täglichen Lebens unter den Markt beschreibt, gleicht heute einer Prophezeiung. Angesichts der Dynamik der Globalisierung ist das politische System scheinbar unfähig, ordnungsökonomische Antworten auf die neuen Herausforderungen, auch die Grenzen des Markts zu finden. Das liberale Marktsystem lebt, analog zur Aussage des ehemaligen Verfassungsrichters Böckenförde, von Voraussetzungen, die es nicht selbst bereitstellen kann. Die Soziale Marktwirtschaft war ein Geschenk, Menschen geschuldet, die auf die vorangegangene Katastrophe eine Antwort in einer wertgebundenen Ordnung fanden und den Markt als Kulturleistung sahen. Das Soziale lag in der preissenkenden Kraft des Wettbewerbs und in der Kompensation von Risiken, damit Kreativität gewagt werden kann. Neben ordnenden Funktionen definierte sich die Staatsnotwendigkeit auch aus der Daseinsvorsorge. Die Stabilität kleiner Gruppen, vor allem Familie und Ehe, schuf durch ihren subsidiären sozialpolitischen Ansatz Freiräume und Verantwortung.

Can Art Finance itself?

Abstract
Until 2003, public savings in the art sector have been immense. But lately there has been a tendency of increasing public expenditures in this field. Nevertheless one has to ask if these allowances are required to sustain artistic and cultural life.
If, however, art cannot be financed by the contributions of their consumers, the question arises whether and to which extend the government should pay for it. In spring 2007, we realized a survey in cooperation with the “neue theater“ in Halle and the “Anhaltisches Theater Dessau“. Among other subjects, we asked the audience to evaluate the current ticket prices. As a result, we analyzed how these theatres could adjust their ticket prices in order to reduce the need of public subsidies. The conclusion of this survey is that the visitors are reacting rather weakly to moderate price increases. So it can be stated that the theatres could in fact boost their revenues by appropriately raising their ticket prices. Unfortunately, the resulting extra revenue is not sufficient to finance the performing arts without the help of public subsidies.
Finally, an additional argument for subsidizing art is that not only the customers benefit from it, but also the society as a whole because of so-called positive external effects.

IWH-Industrieumfrage im Januar 2008: Verhaltener Start ins neue Geschäftsjahr

Abstract
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands schwächte sich zu Jahresbeginn 2008 leicht ab. Das geht aus den Ergebnissen der IWH-Industrieumfrage vom Januar unter rund 300 Unternehmen hervor. Im Vergleich zur Umfrage vom November 2007 sind im Aktiencrashmonat sowohl die Einschätzungen zur Geschäftslage als auch zu den Geschäftsaussichten verhaltener. Der Saldo der positiven und negativen Meldungen zur aktuellen Lage ging um vier Punkte zurück, der Saldo der Aussichten für die nächsten sechs Monate um drei Punkte.
