Extreme Dependence with Asymmetric Thresholds: Evidence for the European Monetary Union

Abstract
Existing papers on extreme dependence use symmetrical thresholds to define simultaneous stock market booms or crashes such as the joint occurrence of the upper or lower one percent return quantile in both stock markets. We show that the probability of the joint occurrence of extreme stock returns may be higher for asymmetric thresholds than for symmetric thresholds. We propose a non-parametric measure of extreme dependence which allows capturing extreme events for different thresholds and can be used to compute different types of extreme dependence. We find that extreme dependence among the stock markets of ten initial EMU member countries, the United Kingdom, and the United States is largely asymmetrical in the pre-EMU period (1989–1998) and largely symmetrical in the EMU period (1999–2010). Our findings suggest that ignoring the possibility of asymmetric extreme dependence may lead to an underestimation of the probability of co-booms and co-crashes.

A Systemic View on Knowledge-based Development Metrics

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

Abstract
Im Sommer 2011 haben sich die Aussichten für die Weltwirtschaft deutlich verschlechtert. Insbesondere droht in Europa die Staatsschuldenkrise sich zu einer Bankenkrise auszuweiten. Dies belastet zunehmend auch die deutsche Konjunktur. Die stark erhöhte Unsicherheit wird die inländische Nachfrage dämpfen, und der Außenhandel dürfte aufgrund der schwierigen Lage wichtiger Handelspartner nicht mehr zur Expansion beitragen. Die Institute erwarten, dass das Bruttoinlandsprodukt in diesem Jahr um 2,9 % und im kommenden lediglich um 0,8 % zunimmt. Die Arbeitslosenquote dürfte nur noch wenig zurückgehen von 7,0 % auf 6,7 % im Jahr 2012. Die Inflationsrate von voraussichtlich 2,3 % im Jahr 2011 und 1,8 % im Jahr 2012 wird mehr und mehr vom inländischen Preisauftrieb bestimmt. Das Budgetdefizit des Staates wird auf 0,9 % in Relation zum Bruttoinlandsprodukt in diesem Jahr und auf 0,6 % im kommenden Jahr zurückgehen.

Abstract
Die deutsche Wirtschaft befindet sich nach einem schwachen Winterhalbjahr im Aufwind. Die Institute prognostizieren eine Zunahme des realen Bruttoinlandsprodukts um 0,9 % für das Jahr 2012 und um 2,0 % für das Jahr 2013. Die Lage am Arbeitsmarkt wird sich dabei weiter verbessern und die Zahl der Arbeitslosen auf 2,8 Millionen in 2012 zurückgehen. Die Defizitquote des Staates wird voraussichtlich auf 0,6 % sinken. Da die Verschuldungsquote mit über 80% noch sehr hoch ist, bewerten die Institute das derzeit zu beobachtende Erlahmen der Konsolidierungsanstrengungen kritisch. Die Schulden- und Vertrauenskrise im Euroraum schwelt weiter. Projektionen der Schuldenquoten Italiens, Irlands und Spaniens ergaben, dass in diesen Ländern eine Stabilisierung der Lage nur erreichbar ist, wenn die geplanten Reformen auch tatsächlich greifen und es zu keinem erneuten Vertrauensverlust an den Kapitalmärkten kommt.

Abstract
Der Beitrag analysiert das Kooperationsgeschehen in der deutschen Photovoltaik-Industrie. Ausgehend von den theoretischen Vorteilen, die Kooperationen in stadt- und regionalökonomischen Ansätzen zugeschrieben werden, wird geprüft, inwieweit die tatsächlich bestehenden Kooperationsmuster in den verschiedenen Bundesländern den aus theoretischer Sicht günstigen Kooperationsmustern entsprechen. Hierzu erfolgt eine vergleichende Beschreibung der Kooperationsstrukturen der Industrie in und zwischen den einzelnen Bundesländern. Die Untersuchung basiert auf der „IWH-Unternehmensdatenbank Photovoltaik“, die u. a. Informationen zu den Kooperationsbeziehungen zwischen den in der Datenbank enthaltenen Unternehmen und öffentlichen Forschungseinrichtungen enthält. Die Ergebnisse zeigen, dass sich die Kooperationsintensitäten in und zwischen den Bundesländern deutlich voneinander unterscheiden. Dabei sind insbesondere die mitteldeutschen Bundesländer Sachsen, Sachsen- Anhalt und Thüringen durch eine starke gegenseitige und deutschlandweite Vernetzung gekennzeichnet. Hingegen sind die Akteure in der Region Berlin-Brandenburg, die ähnlich wie Mitteldeutschland durch eine hohe
Konzentration an Photovoltaikunternehmen gekennzeichnet ist, deutlich weniger in Netzwerkstrukturen eingebunden.

Quality of Work: An Investigation for East and West Germany for the Years 1994 and 2009

Abstract
“Quality of work” – a mainly subjective judgement of employees about their work and the corresponding conditions gained momentum over the last decades. But contrary to quantitative aspects of work and worklife, the term “quality of work” is rather hard to measure and it consists of a mixture of many single indicators related to the worklife of employees. The spectrum of these single indicators range from health considerations up to a flexible management of the work time over a month or a year. The present work contributes to the discussion about the quality of work by introducing additional single indicators into the debate. These are commuting, carreer opportunities within a firm, individual satisfaction with the work income, and a correspondence between formal qualification and the present job. The investigation distinguishes between East and West Germany as well as between age cohorts and the qualification of the interviewed persons. The results are based on the GSOEP for the years 1994 and 2009. Looking at these two years we expect some insights into possible changes in the judgement with respect to the quality of work especially for East German employees shortly after the fall of the wall and nowadays. These insights should help to draw conclusions if East and West German employees are still different in their judgements or if a process of convergence in opions occurred.

Abstract
Die Erholung der Konjunktur in Polen hatte sich zu Beginn des Jahres 2011 fortgesetzt. Mit einer steigenden Auslastung der Produktionskapazitäten hatten auch die Unternehmensinvestitionen sich wieder stärker belebt. Sie trugen positiv zur Binnennachfrage bei, der wichtigsten Triebkraft der wirtschaftlichen Expansion. Der private Konsum blieb trotz beschleunigter Inflation und einer Mehrwertsteuererhöhung weiter nach oben gerichtet. Die gute Konjunktur hatte auch eine Verbesserung der Arbeitsmarktlage zur Folge: Die Beschäftigung in den Unternehmen stieg wieder kräftiger an, die Arbeitslosenquote verringerte sich aber noch kaum. Im Verlauf des Jahres 2011 hat sich das konjunkturelle Klima allerdings etwas abgekühlt. Die Verschlechterung des außenwirtschaftlichen Umfeldes und damit verbundene Risiken für Nachfrage und Produktion haben die Aussichten für den Prognosezeitraum eingetrübt: Von der Binnennachfrage werden 2012 schwächere Impulse für die wirtschaftliche Expansion kommen. Investitionen in den Unternehmen werden zeitlich nach hinten verschoben, der Beschäftigungsaufbau wird abgebremst werden. Auch der private Konsum wird im kommenden Jahr wohl etwas gedämpfter zunehmen. Leicht entspannt hat sich die Haushaltslage. Das hohe Budgetdefizit von nahezu 8% des Bruttoinlandsproduktes
im Jahr 2010 hat sich im Folgejahr auf etwa 5% verringert und fiel damit geringer aus als ursprünglich veranschlagt. Dafür sind allerdings größtenteils Sondereffekte verantwortlich, während der strukturell verursachte Anteil des Defizits weiter erheblich ist. Angesichts bisheriger Versäumnisse ist die Politik gefordert, die Reform der öffentlichen Finanzen konsequenter als bislang anzugehen und einen Ausweg aus dem weiteren Anstieg der Schuldenquote zu weisen.
